This historical account examines the Federal Communications Commission's investigation and hearings into newspaper ownership of radio stations. The hearing, which lasted from 1941 to 1944, were the opening round in what has proved to be a long‐term concern of the commission—cross‐media ownership in local markets. In the years since the newspaper hearings, the FCC has held to its decision to police cross‐media ownership case‐by‐case with the goal to avoid local monopolies. FCC ridings blocking cross ownership have been argued repeatedly, but the commission's authority has been upheld. Thus the hearings had an important result: The FCC reasserted its responsibility to ensure ownership diversification of broadcast stations. The hearings set the stage for future action by the FCC to police cross ownership, action that has been upheld by the U.S. Supreme Court.  相似文献

Forbidden to censor, and saddled with an undefined (and perhaps undefinable) criterion of the “public interest, convenience and necessity”; for deciding among otherwise‐qualified applicants for a broadcast facility, it is little wonder that the FCC has relied upon a patchwork of precedents and rule‐of‐thumb standards. Possibly because of the uncertainty of these standards, and partly because the staff has not increased in size as greatly as has the workload, the Commission has avoided whenever possible the enlargement of license application hearings to include anyone other than the applicants themselves. Sometimes, however, the courts haven't allowed the FCC to so restrict the number of participants in a hearing, and sometimes the courts have had to remind the Commission that the laboriously accumulated body of administrative practice and precedent is not always the same as the language or purpose of the Communications Act of 1934.

“Economic injury”; is a station owner's concept. It is at the interface of theory and marketplace reality. It is the almost impossible‐to‐prove claim that the establishment of a new station in one's market will so split the available revenues that both stations will fail—or, at least, that both stations will have to operate with substandard (e.g., cheaper) programming, and thus will not serve the public interest. At first, the FCC listened to some of these claims, but soon evolved a policy of avoiding them, by whatever means and reasoning that it could. Over the years, and despite substantial prodding from the courts, the FCC's policy of avoiding this claim has become rigid . . . thus providing us with an excellent and fascinating case study of administrative policy formulation.  相似文献

Over the past three decades, discussion of government documents on American Indians has emphasized federal agency documents and archival records. Despite the fact that Congress has the ultimate authority in Indian affairs, document librarians have not explored the considerable research potential of hearings as a format for information. This article will show, with examples from early twentieth century legislative and oversight hearings, that there is significant untapped research content on American Indians in congressional hearings.  相似文献

This paper presents selected findings from the first year of a 3‐year longitudinal study of early career researchers (ECRs), which sought to ascertain current and changing habits in scholarly communication. Specifically, the aims of the paper are to show: (1) how much experience and knowledge ECRs had of peer review – both as authors and as reviewers; (2) what they felt the benefits were and what suggestions they had for improvement; (3) what they thought of open peer review (OPR); and (4) who they felt should organize peer review. Data were obtained from 116 science and social science ECRs, most of whom had published and were subject to in‐depth interviews conducted face‐to‐face, via Skype, or over the telephone. An extensive literature review was also conducted to provide a context and supplementary data for the findings. The main findings were that: (1) most ECRS are well informed about peer review and generally like the experience, largely because of the learning experiences obtained; (2) they like blind double‐peer review, but would like some improvements, especially with regards to reviewer quality; (3) most are uncomfortable with the idea of OPR; and (4) most would like publishers to continue organizing peer review because of their perceived independence.  相似文献

This study at the National Aquarium in Baltimore (NAIB) was conducted to assess four key aspects of the visitor experience: (1) incoming conservation knowledge, attitudes, and behavior of NAIB visitors; (2) patterns of use and interaction with exhibition components throughout the NAIB; (3) exiting conservation knowledge, attitudes, and behaviors of visitors; and (4) over time, how the NAIB experience altered or affected individuals' conservation knowledge, attitudes, and behaviors. Three hundred six visitors participated in the study, which was conducted from March through July, 1999. The study utilized four data‐collection techniques: (1) face‐to‐face interviews, (2) Personal Meaning Mapping (PMM), (3) tracking, and (4) follow‐up telephone interviews. Participants were a self‐selected population and were generally more knowledgeable about, more concerned about, and more involved in conservation‐related issues than the general public. However, they were far from conservationists. Visitors in this study clearly absorbed the fundamental conservation message at the NAIB. In fact, the NAIB visit appeared to focus visitors' conservation‐related thoughts, while also broadening their understanding of conservation. Changes in visitors' conservation knowledge, understanding, and interests by and large persisted over six to eight weeks after visiting NAIB. The NAIB experience also connected to visitors' lives in a variety of ways following their visit. However, these personal experiences rarely resulted in new conservation actions. In fact, their enthusiasm and emotional commitment to conservation (inspired during the NAIB visit) generally fell back to original levels, presumably in the absence of reinforcing experiences. The findings of this study are guiding subsequent investigations at the NAIB. More generally, the results suggest strategies to enhance current understanding of the impact free‐choice learning institutions have on their visiting public.  相似文献

Early career researchers (ECRs) are of great interest because they are the new (and biggest) wave of researchers. They merit long and detailed investigation, and towards this end, this overarching paper provides a summary of the first‐year findings of a 3‐year, longitudinal study of 116 science and social science ECRs who have published nearly 1,200 papers and come from 7 countries and 81 universities. ECRs were interviewed in their own languages face‐to‐face, by Skype, or telephone. The study focused on the attitudes and behaviours of ECRs with respect to scholarly communications and the extent to which they are adopting new and disruptive technologies, such as social media, online communities, and Open Science. The main findings include: publishing in high‐impact factor journals is the only reputational game in town; online scholarly communities, and ResearchGate in particular, are gaining ground; social media are beginning to have an impact, especially in the dissemination arena; outreach activities have become more important; libraries are becoming increasingly invisible to ECRs; Open Science is not gaining traction; and more transformational ideas are being expressed, especially in the US and UK.  相似文献

This investigation examined the relationship of information adequacy to job satisfaction and organizational culture in a healthcare organization with both office and field personnel. Information adequacy was assessed in four areas: personal performance, organizational policies, organizational performance, and organizational objectives. Comparisons of field and office personnel indicated that they did not differ on information adequacy or job satisfaction; they did, however, differ on several dimensions of organizational culture. Also, the relationship of information inadequacy to job satisfaction and organizational culture differed for employees depending on whether they worked primarily in the field or primarily in the office. Implications of the findings are drawn for organizations with a dispersed‐network structure.  相似文献

The pages of the Journal of Broadcasting have often carried material relating to the American Bar Association's Canon 35, which prevents broadcasters from carrying the tools of their trade into the courtroom. Although the conflict between lawyer and broadcaster has flared up once again following the recent statements by Mr. Justice Douglas, the question of judges ordering their courtrooms is not nearly of such serious import to the broadcaster as the question of gaining admittance to legislative sessions and hearings.

Many of television's most impressive hours have been spent covering the hearings of various U.S. Senate committees. However, the broadcast media have no such access to hearings in the House of Representatives—even when these hearings may be of vital concern to the nation and the industry. On the local level, the situation is no less spotty, with the current fight to gain access to the Chicago City Council garnering the headlines.

A broadcaster trying to gain admittance for his microphones and cameras into a legislative session is often handicapped by not knowing the pertinent precedents from other parts of the country. The following survey of this subject is designed to assist the broadcaster or other interested parties in interpreting the various laws, regulations and precedents. Background: The relationship between health information seeking, patient engagement and health literacy is not well understood. This is especially true in medically underserved populations, which are often viewed as having limited access to health information. Objective: To improve communication between an urban health centre and the community it serves, a team of library and information science researchers undertook an assessment of patients’ level and methods of access to and use of the Internet. Methods: Data were collected in 53 face‐to‐face anonymous interviews with patients at the centre. Interviews were tape‐recorded for referential accuracy, and data were analysed to identify patterns of access and use. Results: Seventy‐two percentage of study participants reported having access to the Internet through either computers or cell phones. Barriers to Internet access were predominantly lack of equipment or training rather than lack of interest. Only 21% of those with Internet access reported using the Internet to look for health information. Conclusion: The findings suggest that lack of access to the Internet in itself is not the primary barrier to seeking health information in this population and that the digital divide exists not at the level of information access but rather at the level of information use.  相似文献

This article presents findings from the first year of the Harbingers research project started in 2015. The project is a 3‐year longitudinal study of early career researchers (ECRs) to ascertain their current and changing habits with regard to information searching, use, sharing, and publication. The study recruited 116 researchers from seven countries (UK, USA, China, France, Malaysia, Poland, and Spain) and performed in‐depth interviews by telephone, Skype, or face‐to‐face to discover behaviours and opinions. This paper reports on findings regarding discovery and access to scholarly information. Findings confirm the universal popularity of Google/Google Scholar. Library platforms and web‐scale discovery services are largely unmentioned and unnoticed by this user community, although many ECRs pass through them unknowingly on the way to authenticated use of their other preferred sources, such as Web of Science. ECRs are conscious of the benefits of open access in delivering free access to papers. Social media are widely used as a source of discovering scholarly information. ResearchGate is popular and on the rise in all countries surveyed. Smartphones have become a regularly used platform on which to perform quick and occasional searches for scholarly information but are only rarely used for reading full text.  相似文献

The Health Education Center in Pittsburgh, a community-based health promotion agency which provides library services to health professionals, students, and the lay public, received a resource grant in 1981 from the National Library of Medicine to study professionals' awareness of consumer health information (CHI) materials for their patients and clients. A survey of telephone patrons and on-site library patrons provided details on health professionals' use of the CHI resource center: their areas of interest, the material formats they preferred, and the intended use of the materials. Health professionals' demand for information about consumer-oriented materials and their satisfaction with the HEC library suggest that such a resource can be a valuable asset to a community.  相似文献

Community archives have compelled shifts in dominant archival management practices to reflect community agency and values. To analyse these shifts, we ask: In what ways do community archives and their staff challenge traditional archival modes of practice? Do community archives work within or against dominant frameworks for institutional sustainability? Do community archives challenge or replicate dominant custody practices? Based on semi-structured interviews with 17 founders, staff and volunteers at 12 Southern California community archives, this research examines the diverse models of practice utilised by community archives practitioners that diverge from and challenge standard practices in the field. By addressing these questions, our research uncovers a variety of models of practice employed by communities in Southern California to autonomously create and sustain their archives.  相似文献

The development of effective strategies for planned change presents a challenge to an organization operating in a modern, complex society. A change agency often faces two barriers to the diffusion of innovations —the lack of direct contact with individual receivers on a daily basis, and limited and perhaps shrinking resources. Two strategies which help a change agency address these barriers are: a) the use of co‐change agencies in innovation development and b) the diffusion of innovations through other organizations at the system‐receiver level. The use and effectiveness of these modifications to the traditional diffusion model are illustrated in the development and diffusion of a health education program called Foods for Health.  相似文献

Abstract Meaning‐making describes a process by which visitors transform museum experiences into new knowledge and memories. Meaning‐making is influenced by visitors' leisure motivations, prior knowledge, socio‐cultural context brought to the experience, personally‐guided interpretation, and events since the visit. In this study, visitors' long‐term recollections included contextual references to how and why they remembered what they experienced. Forty visitors were interviewed by telephone six months after attending a Native American interpretive program at Grand Canyon National Park's Tusayan Museum. Two patterns associated with a constructivist view of meaning‐making were discerned: a) visitors' integration of indoor and outdoor exhibits and b) visitors' comparisons of modern family and community with a more ancient culture. The presence of contextual indicators within visitor recall suggests that new knowledge may be constructed from factors carried forth from the meaning‐making process. Evidence within the data suggests that exhibits made more relevant to visitors' socio‐cultural identity may enhance on‐site experiences.  相似文献

AIMS AND OBJECTIVES: Discusses findings from doctoral research on the information behaviour of home-care workers and their clients. The paper focuses on the findings, which have implications for health library and information services. SAMPLE AND METHODS: The qualitative research methods included participant observation in the homes of clients (n = 7), over a period of 18 months, in a city in the UK, complemented by in-depth interviews of home-care staff (n = 47). RESULTS: Home-care staff perceived requests for information on a variety of topics as an indivisible part of their caring role. Clients asked for more information than they had in the past, and home-care workers were expected to respond to a wide variety of enquiries about health, welfare, leisure and domestic concerns. Clients trusted their advice as much as they might have trusted members of the family. Home-care workers from an agency used a variety of resources at the agency office to help them, such as leaflets on welfare benefits, and health conditions. Few had used NHS Direct, and library use (by a third of the home-care workers) was generally associated with course work or training. Some family members and home-care staff used self-help groups, but the research found that family members were sometimes reticent to ask advice on sensitive issues in self-help groups. Home-care workers learnt from each other and shared experience. CONCLUSIONS: Libraries and information services need to target provision of formal information carefully, as it is advice and counsel that is required in the home-care setting.  相似文献

In this exploratory study, a community of inquiry framework was used to investigate students' perceptions of the efficacy and quality of online information organization and abstracting and indexing classes. It was found that participants valued not only the flexibility of online education, but also the instructor's timely engagement and reflection. Study participants emphasized the necessity of the instructor's frequent engagement through various modes of communication, such as virtual and face-to-face office hours and email. Participants' interest in asynchronous instruction mode was also observed. These findings are in line with previous studies emphasizing the importance of teaching presence in online classrooms. This study contributes to understanding students' perceptions of the quality of online learning and teaching.  相似文献

The study of jealousy is typically restricted to the examination of a third‐party threat to one's romantic relationship. In contrast to this rather narrow view, two studies were undertaken to examine the possibility (a) that individuals experience jealousy over a variety of issues, and (b) that jealousy‐of any type—occurs and is expressed in non‐romantic relationships such as cross‐sex friendship. The goal of Study I was to assess the realism of hypothetical situations representing six different types of jealousy suggested within the literature. These included: friend jealousy, arising from an individual's relationships with friends; family jealousy, arising from a partner's relationships with family members; activity jealousy, occurring when a partner is involved in activities such as school, work, or hobbies; power jealousy, arising from influence over a partner being lost to others; intimacy jealousy, arising when one feels that more advice is sought from or disclosed to others; and romantic jealousy, involving a (perceived) third‐party threat to a relationship's exclusive nature. In Study II, participants were presented with the finalized versions of these jealousy‐evoking scenarios and asked to imagine their cross‐sex friends engaging in such behavior. Respondents then rated the degree of jealousy‐related emotions they would experience in response to each situation and reported how they would express such jealousy. Results indicated that individuals’ emotional reactions and response modes differed according to the type of jealousy encountered. In particular, participants reported the most intense reactions to intimacy jealousy and felt that it was best dealt with by direct modes of communication. Implications of these findings for the study of jealousy in close relationships are discussed.  相似文献

This study explored tendencies toward verbal aggressiveness by individuals who differ in the extent to which they engage in face saving strategies. Two‐hundred ten participants completed the Self‐Handicapping and Verbal Aggressiveness Scales. Results indicated that differences exist between high and moderate, and law self‐handicappers on their tendencies toward verbal aggressiveness. Participants who reported using more self‐handicapping behaviors (highs and moderates) reported higher levels of verbal aggressiveness than low self‐handicappers. The results suggest that verbal aggressiveness may be considered as a self‐handicapping strategy for those higher in self‐handicapping orientation.  相似文献
