Although public meetings are a frequent method of public participation and risk communication, little research investigates what citizens think about their use in environmental management. To examine satisfaction with public meetings, residents of two neighboring communities received questionnaires following a public meeting about a local landfill. Respondents included residents who did and did not attend the meeting. Irrespective of whether respondents had ever attended a public meeting, meeting expectations and perceptions of relational/informational communication at meetings, including whether respondents thought meeting organizers were genuinely interested in participants' comments or meetings were informative, predicted satisfaction. Perceived risk associated with the recent meeting's topic and credibility of government agencies that frequently conduct meetings also predicted satisfaction.  相似文献

For decades, user participation has brought value to various systems development projects. Today, there are expectations that public e-service development will experience the same benefits. However, existing research has shown that introducing user participation into public e-service development can be challenging. In this study, we interviewed citizens in order to explore their willingness and ability to participate in public e-service development according to three user participation schools: User-Centred Design, Participatory Design and User Innovation. Our findings show that citizens in general are willing to participate, but their ability to do so is limited. Based on our findings, we developed nine propositions to explain citizens' willingness and ability to participate in public e-service development. The propositions contribute to practice by acting as a tentative guide for systems developers when they use user participation schools as inspiration in public e-service projects. They also act as a starting point for future research into conditions for user participation in public e-service development.  相似文献

Information system (IS) project failures are so common as to be almost expected by planners. There is an expanding literature on IS project failures including both theory and case studies. This literature, however, is largely derived from private sector IS failures, despite the fact that the likelihood of failure appears higher in the public sector. This article seeks to fill the public sector case study void. It details the failure and abandonment of a large New Zealand public hospital IS development. The case corroborates findings from the private sector literature, namely that ill-planned and managed, large and multifaceted projects are more likely to fail and that contextual issues are highly influential. It also shows how much more complex project commissioning and development is in situations of public governance where political and organizational elements come to the fore. Finally, the article offers lessons for public sector IS planners.  相似文献

国家"十二五"规划纲要从建立健全基本公共服务体系和推动文化大发展大繁荣两个维度规划了公共文化建设。实施公共文化设施免费开放是推进基本公共服务均等化首先要突破的问题。公共图书馆在落实免费开放政策过程中,首先要完善和发展公共图书馆基本服务的内容、范围和项目;其次要探索建立真正落实公共图书馆经费分担机制的约束制度;第三要健全和完善公共图书馆服务能力和服务水平的评价体系。公共图书馆要抓住创建公共文化服务体系示范区(项目)这一机遇,继续推进总分馆体系建设;全面提升服务质量和服务效益;积极探索资源的整合、集成、共享模式;普遍开展流动服务,促使服务体系进一步走向完善;加强队伍建设,提高从业人员的职业素养和专业化水平。公共图书馆还要抓住"十二五"时期国家实施公共数字文化三大工程的契机,实现数字资源建设和远程服务的新突破。  相似文献

This case study investigates how participants in public dialogue sessions engaged in what they term “civil disagreement.” These sessions encouraged participants to explore a wide range of policy options on a public issue and consider diverse perspectives and possibilities for action. Using Action Implicative Discourse Analysis, we examine civil disagreement as a discursive problem. We argue that “civil disagreement” in public dialogue sessions is temporally bound, involves extended engagement in disagreement, and is viewed as productive by group members. Group members use discursive strategies such as challenging through questions, rearticulating claims while acknowledging other perspectives, and editing or reframing. Group members also use silence to demonstrate listening or to indicate their assessment of the situation as finalized. These discursive strategies demonstrate aspects of participants' situated ideals about public dialogue, which are related to their role in the disagreement and their construals of time. We offer practical implications for facilitators' use of guidelines, discussion of timing, and awareness of the multiple meanings of silence during disagreement.  相似文献

How are libraries used as meeting places, and by whom? Through survey data, six categories of places are identified: the library as a “square,” as a place for meeting diverse people, as a public sphere, as a place for joint activities with friends and colleagues, as a metameeting place, and as a place for virtual meetings. Representative samples of the population in three townships in Oslo, each with a markedly different demographic profile, are surveyed. Multivariate regression analyses are performed to analyze why some people use the library for a range of meetings and others do not, as well as to examine variations in the use of the library for different kinds of meetings. Public libraries are shown to be used for a variety of meetings. Community involvement is more important than township and demographic variables in explaining variations in use of the library as a meeting place. Correlations between low income and low education and high use of the library as a meeting place were found, indicating that the library as a meeting place plays a substantial role in equalizing the possibilities of being an active citizen across social and economic differences. The study contributes to understanding the role of the public library in a multicultural context. The public library as a unique and complex meeting place has important implications for future librarianship.  相似文献

In the early 19th century, public libraries in America tended toward grand appearances befitting seriousness of purpose. Library design changed gradually throughout the 20th and 21st centuries, and more dramatically with automation and new technology. True to its roots, the public library continues to maintain areas for quiet, individual study. But, in addition, today’s library has become a cultural center in the community, offering art galleries, auditoriums, meeting rooms, spaces for collaborative work, digital information and instruction, and even cafés. Change is inevitable, as innovations in library design and patron use illustrate. School districts are both big businesses and a form of local governance that is part of American democracy. When a crisis makes a district's democratic face relevant, the organization will experience a dilemma that does not occur in business-only organizations. This study examines the public meetings of a school board in the western United States as it confronted a multimillion dollar error. After reviewing the organizational crisis literature, background is provided on the district, the crisis, and the method—action-implicative discourse analysis. The district's crisis, the paper shows, was constructed through six discursive practices. Each is identified and illustrated. Because school boards are democratic bodies, they depend on having citizens willing to attend and speak out in public meetings, and they depend on a smaller set of citizens willing to run for and serve in these elected, unpaid school board positions. In crises, these two groups of citizens will have partially competing needs. As a result, local governance organizations will experience a dilemma regarding how to design their public participation. The paper concludes with suggestions for future research on organizational crisis and public meetings, and practical implications for citizens and elected officials.  相似文献

Public libraries serve as valuable assets in meeting a community's strategic goals. This article investigates strategies for the development of public libraries in Lagos State, Nigeria. Observation and questionnaire methods were used as research tools. The population of the study consists of librarians and users of public libraries in Lagos State. The eleven public libraries and twenty local government libraries in the state were surveyed. The major findings were that public libraries in Lagos State were not adequately funded and that the parent body has yet to meet the International Federation of Library Associations (IFLA) standard of public library establishment. The study highlighted the challenges facing public libraries in Lagos and offered some remedies.  相似文献

This article focuses on the impact of learning spaces as well as collaborative technology, which affects library building and design. The article illustrates that learning spaces are an important component in the design of library buildings rather then a temporary trend. During each of our company's latest public library building projects, both librarians and architecture teams have recognized the need to support increases in learning activities. To bring more users to the public library, they recommended that the building needed increased seating to support training, education and in‐house cultural programming. The stories cited in this article suggest that there is a relationship between learning spaces and collaborative technology. Among librarians and library planners, learning spaces are seen as a unifying requirement for the expansion of library services. They recognize that the library's seating plan must include more learning spaces to support social networking, sharing and project base learning. Our qualitative findings suggest that public libraries need more learning spaces to support new types of digital work.  相似文献

文章立足于公共文化服务视阈,探究档案微博现状,为档案机构开展与优化档案微博服务提供参考意见。选择八个有代表性的档案微博账号作为样本,通过西瓜数据平台,对样本微博运营情况进行分析,进一步总结当前档案微博存在的问题,提出相应的解决优化策略。在公共文化服务体系建设背景下,档案机构可以从组织、观念、内容、认证四方面对档案微博服务进行优化,提高档案微博的档案服务能力与质量,进而提升公共文化服务水平。  相似文献
