技术转移作为高校社会服务职能的重要体现形式,对高校科研活动究竟产生了何种影响是学术界关注的热点问题。本文以2008-2014年中国106所“211”及省部共建高校为样本,研究了高校技术转移对其论文产出和专利产出的影响效应,并对不同来源的科研资助(政府资助和企业资助)在高校技术转移与科研产出关系中的中介作用和调节作用分别进行了实证检验。结果表明:(1)高校技术转移对论文产出的影响不显著,而对专利产出具有显著正向影响;(2)高校技术转移对其获取政府资助和企业资助均具有显著的正向影响,政府资助和企业资助在高校技术转移与专利产出关系中发挥积极的中介作用;(3)政府资助对高校技术转移与论文产出的关系具有显著的负向调节作用,而企业资助对高校技术转移与专利产出的关系具有显著的负向调节作用。  相似文献

This paper presents the results of an exploration of factors influencing the organisation and conduct of academic research collaborations in Kenya. A mixed methods research design, involving 248 academics in four disciplines across four major public Kenyan universities, was employed. The study reveals a relatively high level of collaborative research which varies by disciplinary areas. Resource dependence emerged as having a strong influence on decisions to collaborate for this community. This was mainly attributed to low levels of investment in funding research, at both the institutional and national level. At the institutional level, inadequate policies, high levels of bureaucracy, competition among local institutions, weak links with industry, and a major focus on teaching as opposed to research, were reported as barriers to collaborative research. These contextual issues informed the resulting discussion of factors that affect collaborative research in Kenya.  相似文献

Enterprises in both the public and private sector undertake knowledge management (KM) initiatives through which they hope to engender a new, more adaptive and flexible culture of learning and innovation in their organisations. Creative activities involving social learning and innovation are, however, more common in less formal entities such as communities of practice at work and community service organisations in civil society. This paper presents the results and implications of collaborative research into the understanding, development and evaluation of socio-technical systems (STS) designed to mobilise collective knowledge in diverse community settings. The research concerns information and communication technologies (ICT)-mediated activities of communities in the broader civil society and also those in formal organisations. The paper describes and critically evaluates a set of three STS that have the potential to support the collective knowledge of innovative groups, teams and networks, which can all be considered forms of community. The findings could be of strategic value to business, government and community service organisations initiating KM programmes aimed at using collective learning to support innovation.  相似文献

Since common ground is pivotal to collaboration, this paper proposes to define collaborative information seeking as the combined activity of information seeking and collaborative grounding. While information-seeking activities are necessary for collaborating actors to acquire new information, the activities involved in information seeking are often performed by varying subgroups of actors. Consequently, collaborative grounding is necessary to share information among collaborating actors and, thereby, establish and maintain the common ground necessary for their collaborative work. By focusing on the collaborative level, collaborative information seeking aims to avoid both individual reductionism and group reductionism, while at the same time recognizing that only some information and understanding need be shared.  相似文献

We analysed the decisions of major European public funding organisations to fund or not to fund synthetic biology (SB) and related ethical, legal and social implication (ELSI) studies. We investigated the reaction of public organisations in six countries (Austria, France, Germany, the Netherlands, Switzerland and the U.K.) towards SB that may influence SB's further development in Europe. We examined R&D and ELSI communities and their particular funding situation. Our results show that the funding situation for SB varies considerably among the analysed countries, with the U.K. as the only country with an established funding scheme for R&D and ELSI that successfully integrates these research communities. Elsewhere, we determined a general lack of funding (France), difficulties in funding ELSI work (Switzerland), lack of an R&D community (Austria), too small ELSI communities (France, Switzerland, Netherlands), or difficulties in linking existing communities with available funding sources (Germany), partly due to an unclear SB definition.  相似文献

Contemporary and future challenges when managing research involve coping with emerging prerequisites which include, among other things, a new knowledge production discourse, new research funding methods and new ways for international collaboration. Managers for boundary-spanning research activities need to combine the sometimes opposing logics and perspectives of the multiple stakeholders—the individual researchers searching for independence, sustainability and freedom and others searching for integration, relevance and predictability. Based on a collaborative research set-up including interviews, discussions and workshops with major Swedish research funding agencies, research program managers, experienced industry partners and key stakeholders, the paper identifies six main managerial challenges: (i) lack of focus on research management and unsatisfying prerequisites, (ii) weak identity and low status of the role of the research managers, (iii) few incentives for research management, (iv) lack of leadership development opportunities for researchers, (v) multiple (and sometimes contradictory) expectations from different stakeholders, and (vi) sustained funding. Finally, the managerial implications of these challenges for universities and funding agencies are discussed.  相似文献

Media studies research in the 1990s illustrated an incongruity between cultural diversity in the Australian community and the representation of that diversity on commercial television screens. Australian drama in particular received much criticism for its seemingly 'Anglo' portrayal of Australian society. Most of this former research was based on program content analysis and critical approaches to studying the media. From the mid-1990s, anecdotal evidence suggested an improvement in the casting of actors from culturally diverse backgrounds. This paper contextualises policy and industry developments in the 1990s related to cultural diversity and presents new research undertaken within the commercial television drama industry. In order to determine the status of cultural diversity and commercial television drama at the end of the 1990s, a casting survey of all Australian commercial drama programs broadcast in 1999 was carried out. This was complemented by interviews with industry personnel and a two-week content analysis of programming. The research establishes the degree of casting for actors from culturally diverse backgrounds and offers explanations for both improvements made over the previous years and the continuing obstacles faced by some groups in gaining a place in our popular drama programs.  相似文献

Using data from two surveys of science and technology academics in major Australian research universities, an assessment is made of researcher involvement in industry-research partnerships, the outputs and personal benefits that result, and the occurrence of delaying publications and withholding data and materials from colleagues. An estimated 40% of academics currently have industry research funding, with many also having other sources of funding. Some 60% of respondents with industry funding have attracted individually, or within a research group, funding of more than $250,000 over the past three years. About 35% of principal investigators with industry funding have total annual research budgets of over $101,000. While about 20% of academics have produced research results of commercial value, most of these have been less successful in increasing their personal incomes through research commercialisation and consulting, and equity in companies. Almost 40% with industry funding report having conducted research where the results are the property of a sponsor and cannot be published for a period without consent. Almost 20% of academics in 1997 and just over 20% in 2000 admitted having delayed publications for more than six months. However, safeguarding the researcher's self-interest appears to be as common a motive for delaying publication or failing to share research results or materials with scientific colleagues as protecting the property of a sponsor.  相似文献

Although competitive funding of public research has been characterised as providing output incentives that raise efficiency and productivity, we know very little about whether the quality of a scientist's research is in fact the primary award criterion on which funding bodies base their grant decision. This paper provides insights into scientists’ strategies for obtaining project-based research funding in the presence of multiple funding opportunities. It draws a distinction between four types of grants, including the Sixth Framework Programme for Research and Technological Development (FP6), government, foundation, and industry grants. Based on a sample of more than 800 scientists at universities and public research institutes in Germany, the results indicate that scientist productivity measured in terms of publication and patent stock is a statistically significant determinant only for obtaining foundation and industry grants while the award of an FP6 or government grant is influenced by other characteristics. The results further show that the different grants are not complementary, i.e. scientists specialise in certain grants. In this respect, the analysis informs science, technology and innovation policy about potential discrepancies between policy rhetoric, stipulated award criteria, and actual funding outcomes which makes it possible to fine-tune the debate on how public research should be financed.  相似文献

A considerable body of work acknowledges the importance and benefits of the university–industry relationship for the economy and society, but also for increasing the revenue of universities themselves (known also as universities’ “third mission”). However, questions have also been raised about the consequences of the university-industry relationship and its impact on their traditional role. This paper contributes to this debate by exploring whether and how being efficient in generating income from engagement activities impacts on universities’ research performance. By using a sample of 119 UK higher educational institutions for period 2007–2014, and controlling for endogeneity issue, the results show that efficiency in terms of university-industry income and research performance exhibits a nonlinear relationship for both universities established before (“old universities”), and after (“new universities”), the Higher Education Act 1992 (HEA). However, for high level of efficiency, “old universities” do not appear able to improve their research performance further. Finally, positive synergies between the third mission and research mission decline in a more teaching-oriented environment. We conclude that policy makers should account for organisational heterogeneity and teaching orientation to promote research excellence effectively by stimulating engagement.  相似文献

The aim of this paper is to look at public research funding systems from the perspective of their broader institutional arrangements, in order to observe how these shape the relationships between funding agencies and research actors. Accordingly, public funding is considered as a multilevel and multiactor system, where stable patterns are largely generated by the collective interaction among actors (beyond formal rules and structures) and where coordination between actors (especially funding agencies and performers) represents a key for the functionality of the systems. This drives to characterise the main organisational forms of public research funding in terms of their underlying coordination mode and to use this framework to evaluate them against a number of criteria. Further, the way how these organisational forms can be combined to yield national-level configurations is discussed, and some of their properties and conditions of functioning are derived from the previous discussion; this also leads to identification of three main configurations of funding systems - the project-based model, the mixed model, the vertically integrated model - which describe the variety of national systems and, to a large extent, underpin current discussion on European research policy.  相似文献

Knowledge bases and regional innovation systems: Comparing Nordic clusters   总被引:12,自引:1,他引:12  
The analysis of the importance of different types of regional innovation systems must take place within a context of the actual knowledge base of various industries in the economy, as the innovation processes of firms are strongly shaped by their specific knowledge base. In this paper, we shall distinguish between two types of knowledge base: analytical and synthetic. These types indicate different mixes of tacit and codified knowledge, codification possibilities and limits, qualifications and skills, required organisations and institutions involved, as well as specific competitive challenges from a globalising economy, which have different implications for different sectors of industry, and, thus, for the kind of innovation support needed. The traditional constellation of industrial clusters surrounded by innovation supporting organisations, constituting a regional innovation system, is nearly always to be found in contexts of industries with a synthetic knowledge base (e.g. engineering-based industries), while the existence of regional innovation systems as an integral part of a cluster will normally be the case of industries-based on an analytical knowledge base (e.g. science-based industries, such as IT and bio-tech). In the discussion of different types of regional innovation systems five empirical illustrations from a Nordic comparative project on SMEs and regional innovation systems will be used: the furniture industry in Salling, Denmark; the wireless communication industry in North Jutland, Denmark; the functional food industry in Scania, Sweden; the food industry in Rogaland, Norway and the electronics industry in Horten, Norway. We argue that in terms of innovation policy the regional level often provides a grounded approach embedded in networks of actors acknowledging the importance of the knowledge base of an industry.  相似文献

This paper develops a conceptual framework and presents empirical evidence to examine technology transfer from foreign direct investment (FDI) to host regions, from a systemic perspective that integrates micro- (the firm) and meso (the region)-level analyses. This approach helps identify four different levels at which technology transfer may occur. Comprehensive fieldwork in Mexico was undertaken to collect evidence of an FDI-led, large industry (electronics) in two regions. The empirical evidence collected in this research shows that technology transfer derived from FDI may impact diverse actors of the host region (local firms, universities, research centres, industry associations), but also that its occurrence is neither automatic nor homogenous across regions.  相似文献

We evaluate the impact of the EC's Seventh Framework Programme, a large-scale research subsidy programme, on the innovation activities of subsidized firms, with a particular regard to industry–university partnerships. Using matching and difference-in-difference estimation, we find a positive effect on a range of innovation indicators. The number of project participants in general and university participants in particular positively affect performance, suggesting knowledge spillovers between project members. Research centres, on the other hand, do not exert positive externalities. We also find that the benefits of collaborating with universities are amplified by their academic quality.  相似文献

为探究中国创业型大学的现状,探索更有效的大学“知识与技术溢出”途径,本文对我国高校院系的创业导向及其环境影响因素和创业绩效进行了实证研究。通过对343份样本数据的实证分析发现:(1)中国高校院系的创业导向受到学科、国家资助情况、技术转移人员和机构支持环境因素的显著影响,而经济区域和大学声誉无显著影响;(2)高校的创业导向将显著激发师生参加创业活动,主要体现为专利发明、衍生企业创办、产业合作、毕业生创业和博士生校外择业方面的创业绩效。研究结果在丰富创业型大学研究和产学研合作研究的同时,也提出了相应的政策建议,对我国构建创业型大学提供了有价值的启示。  相似文献

This paper argues that the contribution of some universities to local and regional economic dynamism is much richer than overly mechanistic depictions suggest. Beyond generating commercializable knowledge and qualified research scientists, universities produce other mechanisms of knowledge transfer, such as generating and attracting talent to the local economy, and collaborating with local industry by providing formal and informal technical support. A detailed case study of the University of Waterloo, in Waterloo, Ontario, Canada, with its progressive Coop and Entrepreneurial education programs, and innovative Intellectual Property policy, illustrates the way in which the university has contributed to growth and innovation in the local and regional economy.  相似文献

This paper examines the relationship between university research and development (R&D) activities and the Bayh-Dole Act. This act made it much easier for universities to obtain patents from research funded by the federal government and may have provided universities with an incentive to alter their R&D activities. The Act may provide an incentive to reduce basic research (which does not generate licensing fees) and increase applied research (which does generate patents and licensing fees). In addition, industry might be more willing to fund university R&D projects since the results would now be easier to patent. This paper differs from the existing literature which uses patent data (a measure of research output) by using research and development data (a measure of inventive input) to examine the effect of the Act.  相似文献

In this paper a quantitative look is taken at some of the latent conflicts between the Canadian government's changing expectations of university research and the peer review process by which the Natural Sciences and Engineering Research Council (NSERC), the major funder of scientific research in the universities, allocates its resources. Focusing on the granting histories of individual grantees, it is shown that, statistically, an individual's funding level is a function of the period of time over which he has been funded by the Council. Studies of other systems of decision making make these findings unsurprising in that they reflect the incremental outcomes of group decisions. However, the do point to the structural problems inherent in a top-down approach to stimulating research in areas of national need within a system involving diffuse focal points for decision making. If future government funding is to be ensured, it will be important to either clarify expectations in order to take account of the traditional autonomy of research councils or, if need is to be explicitly defined as customer oriented, to explore alternative funding mechanisms.  相似文献

Policies designed to promote the commercialization of university science have provoked concern that basic and publicly accessible research may be neglected. Commercialization policies have altered traditional institutional incentives and constraints, which raises new questions regarding the influence of scientists’ values on university research agendas. Our research builds on previous quantitative studies measuring changes in research outcomes and qualitative studies probing differentiation among scientists’ value orientations. We developed a nation-wide survey of 912 plant and animal biotechnology scientists at 60 research universities. Our analysis reveals that scientists’ value orientations on what we classify as “market” and “expert” science affect the amount of industry funding they receive, the proprietary nature of their discoveries, and the percentage of basic science research conducted in their laboratories. We also find that the percentage of industry funding is significantly associated with more applied research. Our findings provide insights for science and society theory and suggest that strong incentives for public-science research along with adequate public-research funds to preserve the university's vital role in conducting basic and non-proprietary research are needed to complement private-sector research investments at universities.  相似文献
