二战后,住房短缺成为工党政府面临的最严重的内政问题之一。安奈林·比万接管住房重建事务后,采取"短期治标"与"长期治本"相结合的措施,缓解住房压力。治标办法是应急之策,治本措施是住房重建计划的主体。在推进住房建设的过程中,原材料供应短缺制约了建房的速度;"汇兑风波"及其造成的经济问题,导致英国财政缩减对住房建设的支持。即便如此,比万主持的住房重建工作还是取得了一定成效,基本解决了英国战后住房短缺问题。 相似文献

医患双方的相互不信任、政府维稳体制下的选择性执法以及患者维权途径的不畅通等导致了近年来医闹现象层出不穷。处于信息不对称状态下的医患之间容易产生摩擦,但是采用医闹的方式解决医患纠纷,不仅有违法治,而且对医患双方都无益处。如何杜绝医闹现象的发生,成为值得我们深思的话题。只有将治标与治本相结合,医闹现象才能真正得以消除。仅强制性地将所有医疗纠纷都纳入法治的轨道,会起到治标不治本的作用,而使医患双方能够发自内心的相互信任,则是避免将医患纠纷发展为医闹的治本之策。 相似文献

"报假警"行为的性质不能一概而论,既可能是事实性行为,也可能是行政违法行为,更可能是刑事违法行为,应当按照主客观相结合并偏重客观危害性的宏观标准对其进行认定。解决这一社会病态现象需要将法内循规与法外成规结合起来。在法律框架内,"报假警"行为应归入结果犯,并适用比例原则以解决公法间的衔接问题,以教育引导为主;法外,公民社会安宁意识的提高,自律的加强,社会和谐理念的理解,才是避免"报假警"行为的治本之策。 相似文献
