Africa has not been a huge success story in the 20th-century library and information world. What, if anything, can the rest of the developing world learn from the African experience? In many countries library and information services are more highly developed than in any countries of Africa. But others share many of the handicaps of library and information services development which characterize African countries. For librarians and information workers from such countries, the African experience may be quite close to home and it may offer some useful lessons.

This paper attempts to outline the state of library development in Africa at the turn of the century in the context of the challenges and opportunities presented on the one hand by the world-wide developments in information technology, and on the other by the hoped for African Renaissance. Six promising responses to these challenges and opportunities are presented.

Africa is a large and diverse continent. In this paper it is not possible to give a historical perspective on library development in Africa. Given limitations of the author's experience, the emphasis is on Anglophone Africa and on the countries of the Southern African Development Community (SADC), and on public, university and national libraries.  相似文献

In most African countries, compared to any other part of the world, the use of information and communication technologies such as those necessary to provide e-Government services is minimal. The continent was once labeled a “technological desert.” The contributing factors, among others, are lack of infrastructure, low literacy rates, low economic development, and a variety of cultural factors. Despite these obstacles, most African countries have made noticeable progress during the last couple of decades. Almost all African governments now have some presence on the Web, including fully fledged e-Government web portals, albeit in small numbers. However, the current status of e-Government services in African countries is not well documented in detail. We present results of a comprehensive analysis of 582 e-Government service websites with respect to the type of websites, the services and features available, as well as the level of development of e-Government services. We also compute e-Government indexes, produce e-Government rankings, and compare our rankings to previous ones. A clear picture that emerges from our analysis and results is that although progress has been made, there is a long way to go, to bridge not only the North–South divide when it comes to e-Government services but also among the various sub-regions. In addition, recommendations for future researchers regarding e-Government services in Africa are made.  相似文献

The automation of a library that basically aims at improving the management of the library's resources and increasing access to these same resources by users has caught on so well in the western world that virtually all academic libraries in that part of the world have automated most of their services. In Africa, however, several challenges are making it difficult for academic libraries to do the same, thus depriving them of the numerous touted benefits a library stands to gain from automating its services. The University for Development Studies (UDS) Library in Northern Ghana embarked on an automation project on one of its campuses that has thus far resulted in the full automation of the cataloguing and circulation operations. This article recounts the experiences of the Library in its bid to automate some of its services. The procedures that were followed, as well as the highlights of the automation, are recounted here. Lessons learned and challenges encountered are presented as an example for other academic libraries in Ghana, Africa, and other developing countries that have plans to automate.  相似文献

Abstract

Survey works, carried out by 15 MSc (Information Science) students of the School of Information Studies for Africa (SISA) in the course of their dissertation work, reveal some important facts related to information systems and services in the countries studied. This paper analyses the student dissertations in order to present an overview of the library and information systems and services available in seven eastern and southern African countries—Ethiopia, Kenya, Malawi, Sudan, Tanzania, Uganda and Zambia. It is noted that the state of library and information services needs to be improved in all respects; and there is a trend towards introduction of IT, albeit quite slow, in university, special and research, and national libraries and documentation centres. The condition of public, school and college libraries is very poor in all the countries concerned. Lack of a national policy on information systems and services in the countries concerned results in the inconsistent and insufficient growth of information services in different sectors. Major problems in the area are: lack of resources, particularly foreign currencies, lack of awareness on the part of planners and policy makers, lack of trained manpower, lack of adequate servicing facilities for IT equipment, and the continuing political, social, and natural problems that prevail in most African countries.  相似文献

Little is known of the extent to which librarians in sub-Saharan Africa are aware of and use these resources. The study's aim was to assess knowledge and frequency of use of NLM's biomedical information products and services among African librarians. Forty-three of the 50 delegates at the 11th biannual Congress of the Association of Health Information and Libraries in Africa (AHILA) participated in the study. The findings showed that participants' knowledge of NLM information products and services was low and that there is a need for increased awareness and training in the use of NLM's information products and services in order for users on the African continent to effectively benefit from them.  相似文献

The aim of this article is to review the situation regarding legislation on library and information services, and in particular, the changes that have taken place over the past 20 years in French-speaking African countries. Our study concerns 24 African countries, located in North Africa (Algeria, Morocco, Tunisia), West Africa (Benin, Burkina Faso, Guinea, Ivory Coast, Mali, Mauritania, Niger, Senegal, Togo), as well as East and Central Africa (Burundi, Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo, Gabon, Rwanda), Djibouti, the Comoros, Madagascar and Seychelles.The institutions examined in this study are primarily national libraries and documentation centres. Nevertheless, we will also look at legislative decisions affecting national information systems and public and university libraries, as well as some decisions governing the practice of the librarian profession.The main changes that took place over the past two decades concern the setting up of international Francophone institutions and the support provided to information and library infrastructures in developing countries. We also note a definite improvement in documentation systems, due largely to a greater priority placed on information and the action of professionals trained in library science faculties and colleges, who continue to promote the need for adequate legislation to ensure well-performing institutions.  相似文献

Australia is no different to any other country in that information technology (IT) and the speed of its advancement has a huge impact on health care and therefore on health libraries. Australian health librarians are valuable members of health care teams and strive to integrate services and resources across hospitals. This article looks at the role Australian health libraries play in the broader health information landscape and the importance of information governance and health informatics as a tenet of the work undertaken by libraries. Of particular focus in this is the Health Libraries Australia/Telstra Health Digital Health Innovation Award, offered annually, to help focus on particular technological challenges. Three cases studies are explored demonstrating impact on the systematic review process, inter-library loan system automation and a room booking service. Also discussed are the ongoing professional development opportunities, which help upskill the Australian health library workforce. Australian health libraries also face many challenges with piecemeal IT systems across the nation, resulting in lost opportunities. Also, many Australian health services do not have a qualified librarian on staff, which undermines information governance. However, resiliency shines through with strong professional health library networks working to challenge the status quo in an effort to improve the application of health informatics.  相似文献

ABSTRACT

The paper reports the proceedings of the 22nd Standing Conference of Eastern, Central, and Southern African Library Associations (SCECSAL) held in Swaziland from 25th to 29th April, 2016. The theme of the conference, “Digital transformation and the changing role of library and information centres in the sustainable development of Africa” was discussed in 54 presentations with various subthemes. Emerging technologies and their role, e-infrastructure development for sustainable development, e-governance, social media and digital preservation and indigenous knowledge among others were discussed. The paper also presents the lessons learned which include; the need to improve in digital literacy, use social media to promote library services, preserve traditional indigenous knowledge for coming generations and also cloud computing is now a necessity in modern libraries. In addition, training programmes are very important to improve our skills to meet the new technologies.  相似文献

Although subject librarians are found in many academic libraries worldwide, not enough has been written about the profession on the African continent. A study was, therefore, conducted, with the aim of adding to the knowledge about subject librarianship as it is practised in selected southern African countries. This article reports on the findings related to one of the main objectives of the study, which was to determine the qualifications and skills of subject librarians. The survey method was used to collect data from study participants. Semi-structured questionnaires were sent to 279 subject/learning support librarians, and semi-structured telephonic interviews were conducted with selected library managers from selected institutions included in the survey. The study revealed that most respondents held degrees and/or postgraduate qualifications in library and information science, that more than half of them also held qualifications in other disciplines at various levels, and that many of them felt that they needed to acquire more information and communication technology skills.  相似文献

One of the bedrock of Sustainable Development Goals (SDGs) is eradication of poverty and hunger. In an attempt to actualize this goal, the role of public libraries in information provision to agricultural extension agents in Nigeria becomes paramount. This paper discusses provision of information to agricultural extension agents in a developing country. It starts with the concept of extension agents and the essence of information provision to them. It further discusses types, sources and challenges of public libraries in information provision to agricultural extension workers in a developing country. Some of the challenges are as follows: poor funding of public libraries, demotivated staff, and so on. Based on these discussions, the paper recommended adequate training and retraining of staff, adequate funding of public libraries by the federal, state and local government, the revitalization of the abandoned mobile library services among others. The paper therefore concludes that information provision to agricultural extension agents by public library is very crucial for national development. The current state of poverty, hunger and lack in Nigeria and some other African countries could be reduced to a great extent if current, relevant and up-to-date information are provided by libraries to the concerned agencies.  相似文献
