This article reviews and analyzes the essential lessons of information and intelligence management lessons from recent terrorist attacks and the decision to attack Iraq. It draws on evidence from the 9/11 Commission, the Senate investigation of intelligence and the war in Iraq, the Butler Commission in Britain, and other sources. It identifies and explores several themes, including the following: relationship between intelligence work and other information work; inconclusive nature of intelligence; role of executive leadership in successful intelligence work, including the leader's need for information and decision-making style; role of organizational culture and human factors; the need for sound information management practices and systems; and the need to evaluate information for decision making and other actions. The article concludes with a discussion of strategic information management policies and approaches that are essential to improve the nation's information and intelligence management capacity.  相似文献

The U.S. Department of Agriculture (USDA) Economics and Statistics System is a shared venture between Albert R. Mann Library and the three USDA economic agencies. For almost two years, this successful service has made a growing collection of government-produced agricultural statistics available free of charge via the Internet. The Library provides a value-added service by organizing the data, providing reference support to the information, and preserving the information for future access. Methods for incorporating electronic information into the day-to-day activities of the depository collection are discussed, including staff training, bibliographic control, and reference support. This service is presented as a model to facilitate discussion about a future electronic depository program.  相似文献

Although much digital divide research focuses on access to technology, another cause of the divide is the lack of information awareness that we call information asymmetry. Information asymmetry often stems from inadequate information sharing and can result in negative consequences for both the information poor and the information rich. Information asymmetry has been insufficiently studied as a possible cause of underdevelopment and inequality. In response, we develop a typology to classify information asymmetry into two categories, horizontal and vertical, and then identify those information sharing practices that cause the imbalance. To illustrate the negative consequences of information asymmetry and the potential benefits of information sharing, we discuss two examples from the experiences of modern American Indian tribes. First, Indian tribes face horizontal information asymmetry when they attempt to access the capital markets, and second, they face vertical information asymmetry in terms of law enforcement data sharing. This article also describes our ongoing examination of horizontal information sharing among tribes and vertical information sharing between tribes and others sovereigns in the American polity as possible solutions to the problems created by information asymmetry. These strategic responses are embodied in two information systems, the Tribal Financial Information Clearinghouse and an Intergovernmental Tracking System for sharing law enforcement data. We conclude with a discussion of how our typology can be more generally applied to other instances of information asymmetry.  相似文献

This article describes how the Business Informatics program at Northern Kentucky University (NKU) has evolved and, in so doing, has addressed the call from the IS 2010 Curriculum Design Committee listed below. The article initiates this discussion with a discussion of the basic systems perspective that underlies the information systems discipline. The next section presents a review of the creation of a College of Informatics (COI) at NKU that included the strategic decision of structurally moving the Information Systems Department from the College of Business. The authors then document the perceptual shift this decision created as the Information Systems Department changed its name to Business Informatics and took on the goal of expanding the discipline beyond the business domain with partnerships across campus. A short discussion on the progress made in implementing this vision is detailed. The article closes with a discussion of problems and opportunities generated.  相似文献

The vast improvements in information technology over the past 20 years have greatly increased the social and economic value of government information. This increase in economic value, combined with changes in the formats in which government information is stored and the costs associated with supporting dissemination systems, has contributed to a great deal of controversy over how government information should be disseminated and priced. This article provides a discussion of several important economic concepts. It describes pricing rules and algorithms used by federal agencies and private vendors of government information, as well as a discussion of the consequences of and rationales for existing pricing policies.  相似文献

What does it mean to be an ethical businessperson, and how does an ethical businessperson create, locate, organize, and evaluate business information? Critical business information literacy (CBIL) is the application of social justice to business information literacy. This article seeks to define, discuss, and realize CBIL by tracing the literatures of critical librarianship, critical management, and corporate social responsibility. To establish best practices, the authors drew upon applications of CBIL at four institutions of different size, geography, and scale. In June 2017, the Business Reference & Services Section of the Reference & User Services Association organized and hosted an event known as the Publishers' Forum during the annual American Library Association Conference in Chicago, Illinois. The Publishers' Forum is a professional development event that brings together business librarians and publishers of business information to engage in a discussion about business information products. The theme of the 2017 Publishers' Forum was private equity and venture capital data and information, and three different publishers were invited to speak and showcase their information products. This article will provide an overview of the Publishers' Forum, discuss the selection of private equity and venture capital as the theme, and highlight the importance of private equity and venture capital to business librarianship. Finally, this article will include a discussion of each of the publishers who presented at the Publishers' Forum and the information products they showcased.  相似文献

Everyday life information-seeking (ELIS) studies have previously addressed nonwork or citizens' information needs and seeking. This article contributes to the theoretical growth of the field by applying Chatman's small-world theory—a conception of ELIS—and social network theory to explain organizational behavior. The applicability of these two theories to analyze human information behavior in strategic value creation is discussed and shown through the results of an earlier pilot study in higher education. The concepts of social types, described as insiders and outsiders, worldview, social norms, information behavior, and trust are invoked. Combined with the concepts of homogeneity, density, and content from social network theory, Chatman's small-world theory yields a promising social dimension for a new theory of strategic information management. However, the conceptual base of the proposed new theory requires validation by testing in strategic partnerships.  相似文献

This article focuses on the use of radio broadcasts as resources for those organizing and convening face-to-face discussion groups in rural communities across the United States in the 1930s and 1940s. Led by the United States Department of Agriculture, small group discussions took place with leadership coming from Cooperative Extension agents from land-grant universities. As public affairs shows were being carried on the major commercial radio channels, the USDA discussion project utilized radio broadcasts to introduce people to the methods of conducting group discussions. The article focuses on the national efforts of the USDA as well as localized attempts to utilize radio broadcasts in the service of democratic discussion, focusing on one of the most robust examples of a land-grant university—the University of Wisconsin-Madison—utilizing technology for democratic discussion in rural communities across the state. It notes shortcomings and challenges, as well as identifying the critical role that radio played in helping citizens and communities begin to think about complex public problems through the use of new technologies.  相似文献

Access to health information for health workers in Zambia is limited and inadequate, especially to those health workers that are not affiliated with institutions such as the University of Zambia. In order to meet their information needs, it is important to devise and implement appropriate health information access methods. One such method is an Outreach Program. The implementation of the prospective payment system for inpatient Medicare services and the usage of Diagnosis Related Groups as a vehicle for allocation of monies to providers has impacted significantly the health care industry as a whole. Librarians are instrumental in providing information to key health care personnel to meet the strategic challenge of prospective payment. This article, which provides the first in-depth analysis of the information life cycle, traces that concept in policy instruments and the primary and secondary literature. Although these contain a number of references to the information life cycle, that concept is never fully developed. Furthermore, there are different explanations of the concept. The information life cycle, however, could contribute to the management of information resources as well as to the study of government information policy. The article outlines the stages of the information life cycle and encourages further discussion, analysis, and standardization of a concept that should be evolving, not static.  相似文献

Even in a digitally advanced society, much of our daily lives is based in place, but information behavior research has largely ignored place as theoretically relevant to information behavior. This study explores the implications of a place-based approach to studying information practices, and examines factors that influence information seeking and sharing in place-based communities among parents of individuals with disabilities. Based on qualitative data gathered from 35 parents of individuals with disabilities, it proposes a spatial model of information source preferences based on the theory of information horizons, and discusses implications of the model for future research related to information seeking and places. It also presents substantive place-related findings about local information needs, including discussion of the local parent network as an information seeking system.  相似文献

This workforce column, guest written by Jill Mierke, evokes memories of the saying, you are not alone. The challenges of workforce and workplace leadership for any library chief executive officer are many and varied. We come to those roles usually as experienced (if not seasoned) professionals, but we do not always have the theoretical grounding and specific professional practice experience a dedicated human resources professional might bring to the organization. A Master's in library and information sciences qualification is no guarantee that you will have the requite knowledge, skills, experience, and abilities to be a good people manager or a strategic leader of the library workforce. This article paints a compelling picture of what success for library human resource management and leadership can look like, through the lens of an experienced and seasoned human resources professional. Recent workforce research is telling us there are many roles within our libraries that are now being successfully filled by “other” professionals. In our ever changing and dynamic information landscape, the human resources strategic advisory role is one of them.

Animals, specially companion species, are an integral part of our daily homes and cities but have not been the focus of everyday information behavior research to date. The practice of incorporating animals into research is not straightforward because they do not share our language or norms. The question this research aims to answer is: how can the perspective of other animal subjects be incorporated in information behavior research? This preliminary study of four multispecies families, included humans, dogs, and cats in the research design, and a more-than-human perspective was used as a research paradigm, offering different ways of thinking about ethnography and phenomenology methods. Five methodological strategies (speaking for the animal, listening differently, walking and sensing, photography, and technological mediation) proved effective in making the role of animals in the information experience of multispecies family visible. The article concludes with a discussion of the methodological implications that emerge when a researcher claims to view humans as conjoined with other life forms and seeks to include animals in information behavior research.  相似文献

Nigeria developed a national policy for information technology (IT), which is a general policy for the development of IT (or more broadly, information and communication technologies (ICTs)) in Nigeria. It was formulated by the Federal Ministry of Science and Technology and published in March 2001. The policy represents the perceptions of the Federal Government of Nigeria of what ICTs are, what they do and can do, how they can be developed and applied, and the time frame within which to achieve ICT capability in Nigeria. This paper analyzes the Nigerian national information policy for IT and the process of its formulation within this context. It concludes that many of the specific questions raised in the discussion were not considered in the policy formulation process under discussion. The questions, or at least most of them, raised in this discussion remain valid and continue to beg for answers, irrespective of any success or failure that may be attributed to the existence or operation of the policy.  相似文献

The history, philosophy, and methodology of a unique specialized medical information center are reported. The Clinical Neurology Information Center is an educational information service (giving its audience information which can be the basis for formulating their own questions) rather than an instructional information service (giving information in reply to questions). Clinical, as well as basic neuroscience, information is culled by professional neurologists from 855 medical periodicals. The essence of each article is summarized in a single sentence ("terse conclusions") or a bibliographic reference only is given; this material is published every two weeks in the Concise Clinical Neurology Review (CCNR). The format of the CCNR is such that the reader should be able to scan a very large amount of current literature by investing only twenty to thirty minutes every two weeks. The values of this system as well as some of its problems are discussed.  相似文献
