Federal information policies, in general, have recognized the importance of open access to the digital data holdings of the government. Such policies have been supported by the Clinton administration's investment in a National Information Infrastructure. Recently, reports by the National Academy of Sciences and by the Vice President's National Performance Review have endorsed the creation of a National Spatial Data Infrastructure that will provide the spatial framework for the geographic data on the information superhighway. The success of such an enterprise will require the development of a suite of spatial data standards and policy tools. Existing standards, development activities, and mechanisms are described. For many years, standards have been important considerations in the Federal government's policies for the use of information technology. The Computer Systems Laboratory (CSL) at the National Institute of Standards and Technology develops and issues technical standards that are used by the Federal government in its information technology systems. The new Federal initiative for the National Information Infrastructure (NII) and the National Performance Review (NPR) make information technology an agent for change and emphasize standards as a means for achieving connectivity of computer and telecommunications technologies and for easy access to information. The Federal government will be challenged to address the technical, organizational, and policy issues that affect the development of the standards needed for future information systems. 相似文献

As part of the National Information Infrastructure, the U.S. federal government is establishing a Government Information Locator Service (GILS). GILS will identify and describe public information resources throughout the federal government and provide assistance in obtaining the information. It will be decentralized and will supplement other agency and commercial information dissemination mechanisms. The public will use GILS directly or through intermediaries, including the Government Printing Office and the National Technical Information Service, as well as federal depository libraries, other public libraries, and private sector information services. Direct users will have access to a GILS Core accessible on the Internet without charge. Intermediate access may include kiosks, 800 numbers, electronic mail, bulletin boards, FAX, and offline media such as floppy disks, CD-ROM, and printed works. GILS will use network technology and the American National Standards Institute Z39.50 standard for information search and retrieval so that information can be retrieved in a variety of ways. Direct users may have access to many other major federal and nonfederal information resources, linkages to data systems, and electronic delivery of information products. An Office of Management and Budget Bulletin in 1994 will provide implementing guidance to agencies. The National Institute of Standards and Technology will also establish a Federal Information Processing Standard specifying a GILS Profile and its application for agencies establishing information locators. 相似文献

The National Digital Information Infrastructure and Preservation Program (NDIIPP) was initiated in December 2000 when the U.S. Congress authorized the Library of Congress to work with a broad range of institutions to develop a national strategy for the preservation of important at-risk born digital content. Guided by a strategy of broad collaborations and iterative learning, the Library of Congress began catalyzing a national network of partners dedicated to collecting and preserving important born-digital information. Over the last six years, the Library and its partners have been engaged in learning through action. Our investments in preservation partnerships, public policy deliberations related to intellectual property challenges, basic technical research, and network architecture models have increased our understanding of the sustaining roles and functions for a national network of diverse stakeholders.
