If public libraries are going to provide essential information to immigrants, they must center their efforts to help on streamlining government Web sites. The necessity for this library approach comes because of the way government agencies have chosen to communicate with immigrants and others in need of government services. This article details how Hartford Public Library developed The American Place, an electronic information center, on its Web site. In the process, staff members had to become expert in finding, analyzing, organizing and communicating information on many different kinds of immigration and refugee institutions. Other public libraries about to organize or improve the electronic information for immigrants on their Web sites will find much here to help them in their work. 相似文献

Many public libraries have rules against strong body odor, bringing large amounts of luggage into the library, sleeping, and bathing in restrooms. These rules disproportionately affect library patrons who are experiencing homelessness. This article reviews recent literature that considers legal and social justice perspectives on homelessness and libraries, as well as the policies of four urban public library systems. Although these rules may be legal and are widely used, people without homes have no other access to information and thus have an even stronger need for the resources of public libraries than other members of the general public. The author concludes that blocking their access conflicts with the mission of public libraries to provide information to all. 相似文献

乡镇图书馆是公共图书馆服务从城市向农村延伸,并在农村实现普遍均等的首要环节。乡镇图书馆的兴衰见证了我国历次基层图书馆建设运动的跌宕起伏。在全覆盖和普遍均等的前提下,吴江市的乡镇图书馆建设和发展虽历尽曲折,但借助总分馆制这种经济高效的组织形式和服务模式,又开始逐步兴旺发展起来。通过实践,我们逐步发现了总分馆制的一些规律,也使我们体会到总分馆制的政府主导并非简单的发文和给资金,而是制度必须符合总分馆制的内在规律。 相似文献

网络信息长期保存需要以网络信息存档权的发现和确认为前提.文章分析了网络信息存档权的内涵和构成,认为公共图书馆、公共档案馆等公共信息机构是网络信息存档权的权利主体.网络信息存档权正当性和合法性的具体表现是:为国家积累数字文化遗产(或资产)提供保障,为公民信息获取权利的实现提供条件,为经济与社会的科学发展提供资源.只有通过新的立法(如图书馆法)和对已有法律法规的修订(如档案法、出版法规)等途径,平衡各种信息权利的关系,才能有效实现对网络信息存档权的法律确认.在赋予公共信息机构网络信息存档权时,需要对其提出相应的义务要求.网络信息存档权的实现有赖于一定的管理体制与机制、良好的信息环境和信息能力以及科学的运作流程.参考文献15. 相似文献

[目的/意义]旨在研究美国城市公共图书馆移动终端服务模式。[方法/过程]选取138所美国城市公共图书馆作为统计样本,对其移动终端服务现状进行研究分析。[结果/结论]研究结果表明,美国城市图书馆应在其移动阅读媒介的阅读推荐和导读服务、图书馆移动终端资源的丰富、儿童读物的增加和分类、用户需求的充分调研分析以及不同图书馆用户群体需求的满足等方面进行改进,同时本研究也针对这些问题提出应对策略,并适用于我国图书馆的移动终端服务。 相似文献

This study reports on a nationwide unobtrusive evaluation of government documents reference service at public and academic depository libraries in Canada. Fifteen questions dealing with subject matter from both the legislative and executive branches of government were asked 488 times at 104 depository libraries in 30 census metropolitan areas. Overall, depository library staff members provided complete answers to questions 29.3% of the time. When complete and partially complete answers are counted together, the success rate climbs to 42.4%. Academic full depositories achieved the highest rate of success, followed by public full depositories. In-person questions were answered more successfully than phone questions. Print materials were by far the largest single source used (45.7%) to answer questions. When print alone was used, complete answers to the test questions were found only 39.9% of the time. When World Wide Web sources alone were used, the complete answer rate was 60.7%. To improve service, extensive and periodic staff training may be needed about the structures and functions of both the legislative and executive branches of government. Web 2.0 represents an emerging suite of applications that hold immense potential in enriching communication, enabling collaboration and fostering innovation. However, little work has been done hitherto to research Web 2.0 applications in library websites. This paper addresses the following three research questions: (a) To what extent are Web 2.0 applications prevalent in libraries?; (b) In what ways have Web 2.0 applications been used in libraries?; and (c) Does the presence of Web 2.0 applications enhance the quality of library websites? Divided equally between public and academic, 120 libraries' websites from North America, Europe and Asia were sampled and analyzed using a three-step content analysis method. The findings suggest that the order of popularity of Web 2.0 applications implemented in libraries is: blogs, RSS, instant messaging, social networking services, wikis, and social tagging applications. Also, libraries have recognized how different Web 2.0 applications can be used complementarily to increase the level of user engagement. Finally, the presence of Web 2.0 applications was found to be associated with the overall quality, and in particular, service quality of library websites. This paper concludes by highlighting implications for both librarians and scholars interested to delve deeper into the implementation of Web 2.0 applications. 相似文献

ABSTRACTThe achievement of social justice, which implies the development of collections and the design of services for different user groups, is an objective present in the mission of public libraries. Since the 1950s, Croatian public libraries have been continuously developing collections and services for different user communities. However, one user community has remained largely unrecognized – LGBTIQ people. Therefore, the aim of the research presented in this paper is to examine the importance of the role of public libraries in the life of the LGBTIQ community in the Republic of Croatia. With a sample of 259 respondents, information behaviors, attitudes and experiences of LGBTIQ people in relation to public libraries have been examined via an online survey. In particular, this study explored the extent to which members of public libraries differ from non-members. The obtained results should contribute to a better understanding of the information needs and behavior of members of sexual minorities and help bring this group of users closer to (Croatian) public libraries by ensuring that libraries more adequately respond to their needs. 相似文献

A recent survey of 2317 unionized and nonunionized public librarians found that public librarians who were pro-union were most likely to (1) be employed in larger libraries, (2) have worked less years as librarians, (3) command lower salaries, (4) be politically liberal, (5) have had less administrative experience, (6) be employed in libraries without staff associations or in libraries where union representation was nationally affiliated, and (7) be union members. The study also found that public library union members held less favorable attitudes toward service than their col- leagues who were not members of the union. The findings indicate that unions may not be the preferred mode of representation for public librarians and [hat they may be causing a decrease in professionalism within the field. 相似文献

Public library value is often ascertained by outlining the economic, social, and cultural benefits public libraries generate for the greater community. While researchers have focused on the concepts of social capital, civic engagement, and the role of libraries in promoting democracy, fewer studies have explored the public’s perceptions of libraries in an effort to determine library value. Furthermore, library nonusers are rarely included in these studies. In Alberta, Canada, 1,201 Albertans from across the province, including both urban and rural areas, were asked a series of questions about their perceptions of public libraries and library use. Findings reveal characteristics of library users and nonusers, what services and resources are used most often at public libraries, what value the public places on public libraries, and the role that libraries play in supporting communities. 相似文献

Abstract Internet access and use of georeferenced public health information for GIS application will be an important and exciting development for the nation's Department of Health and Human Services and other health agencies in this new millennium. Technological progress towards public health geospatial data integration, analysis, and visualization of space-time events using the Web portends eventual robust use of GIS by public health and other sectors of the economy. Increasing Web resources from distributed spatial data portals and global geospatial libraries, and a growing suite of Web integration tools, will provide new opportunities to advance disease surveillance, control and prevention, and insure public access and community empowerment in public health decision making. Emerging supercomputing, data mining, and compression and transmission technologies will play increasingly critical roles in national emergency, catastrophic planning and response, and risk management. Web-enabled public health GIS will be guided by Federal Geographic Data Committee spatial metadata, OpenGIS Web interoperability, and GML/XML geospatial Web content standards. Abstract Historically, non-lawyer patrons in law libraries have been viewed with discomfort, and library services, even in libraries open to the public, have been geared toward members of the legal community. The focus of this paper is on an understanding of social exclusion/inclusion: the concept and how a specific public library service, namely the City of Swan Public Library service, has responded to this social issue. The terms social inclusion/exclusion are explored and clarified from an international, Western Australian State Government, and public library perspective. This is followed by a brief overview of Western Australia as an Australian state, and how public libraries operate based on a partnership with the State Library of Western Australia and Local Government. The City of Swan Public Libraries are described in some depth and also portrayed in their local setting namely the City of Swan, a city of extensive growth that offers a unique environment of both rural and urban areas. The concept of social inclusion is then applied to the City of Swan Public Library service and how the library service addresses social inclusion within its physical environment, policies, operations, future planning, programmes and services. This includes the results of a Library Non-user Survey that was conducted in 2001. The aims of this survey were to: ascertain why non-users within the City of Swan do not make use of the library facilities; explore why past members were not using the library services; examine the effectiveness of library promotions; and investigate the access to and usage of the Internet. The paper concludes with a list of the potential social conditions of which public libraries need to be aware in their strategic planning activities so that community members are not excluded from participating and accessing the public library service. 相似文献
