On 1 July 1997, sovereignty over Hong Kong was returned from the UK to the People's Republic of China (PRC). This article identifies the impact of such a political transition on the Hong Kong higher education system during the transitional period between 1982 and 1997. The struggles among the departing and incoming sovereign powers and local groups are also examined. The article argues that, during this period, three related colonial transition processes-decolonisation, neocolonisation and recolonisation-co-existed in Hong Kong higher education within the framework of 'one country, two systems'. These processes can be seen as resistance to each other: for example, neocolonisation as resistance to decolonisation and recolonisation as resistance to neocolonisation. They are further complicated by the spectra of their accommodation and resistance by the three major actors. On different occasions, the local government and groups played different or even contradictory roles as decolonising, neocolonising or recolonising agents. They selectively participated in the three processes so as to create facilitating conditions for and obstacles to the control of higher education by the incoming ruling power in the post-1997 era.  相似文献

Singapore and Hong Kong are vying to be the principal educational hub for the Asia-Pacific region and have begun to compete with Australia, Britain, Canada and the USA in providing cross-border education. Although these four Anglo-American countries still dominate cross-border education, Singapore and Hong Kong hope to make inroads into this export market and compete on the global stage. To create “world-class” universities, Singapore and Hong Kong have introduced quality assurance mechanisms, diversified funding sources, and restructured their university governance systems. This article compares the accountability measures introduced into Hong Kong and Singapore universities, and the responses of academics and administrators to these measures. The results indicate that both countries introduced greater autonomy as they augmented accountability for their universities, and the term “decentralised centralism” describes the kind of government control exerted in these Asian universities in the twenty-first century.  相似文献

本文在概述香港高等教育发展历程的基础上,分析了世纪之初香港高等教育所面临的主要问题、重要改革举措和政策变革。香港高等教育在21世纪初的主要发展和改革表现在:素质评鉴机制的制度化,大学管治体制和教职员薪酬制度的改革,大学角色的再定位,社区学院和私立大学的发展,以及大学教育的国际化等方面。这些改革对香港高校与政府的关系、高校的角色定位等都带来重要影响。香港高等教育的国际化发展,将使香港高校在中国内地高等教育体系中扮演越来越重要的角色,推动香港与中国内地高等教育的互动和发展。为此,香港与内地之间需要加强在高等教育政策上的协调与合作。  相似文献

Abstract

Hong Kong society is composed predominantly of people of Chinese ethnic origin and is characterized by a mix of traditional Chinese culture and Western culture, the latter arising in part from 155 years of British colonial rule. While some would argue that, by virtue of their international connections and British origins, Hong Kong universities do not differ in significant ways from their counterparts in Western countries, this paper pursues the counter‐argument that academic life in Hong Kong strongly reflects traditional Chinese culture (albeit in a modified form) and that this is turn influences not only the culture of teaching and learning but the possibilities for effective faculty development. It is by recognizing and valuing, rather than denying, unique local characteristics, that the universities can achieve the kind of excellence in education that Hong Kong society so clearly values. In evaluating the likely success of initiatives to enhance teaching effectiveness there is a need to consider those special aspects of Chinese culture which appear to underlie the context of university teaching and learning.  相似文献

Since the introduction of full-cost fees for overseas students in 1980 there has been a marked increase in marketing activities in British universities, polytechnics and in some other institutions of higher education. A survey of 33 universities and public sector higher education institutions in 1985 showed that 90 per cent undertook some form of marketing to attract overseas students, and 70 per cent reported that they had intensified their recruitment and marketing efforts since 1980. The British Council's Education Counselling Service, established in 1984, is now extremely active in certain countries, such as Malaysia, Singapore and Hong Kong. As well as increasing their publicity, many institutions have also strengthened their support services for overseas students and have developed new courses for the overseas market, particularly short courses at both undergraduate and postgraduate level. Although there have been some instances of institutions adopting a 'hard sell' approach, most recognise the need for 'responsible recruitment' policies, and many are now developing comprehensive strategies covering admissions, financial support, the structure and content of courses for overseas students and academic and pastoral support services, as well as marketing. Partly as a result of increased marketing activities, the number of overseas students, which fell sharply after 1980, has been rising steadily since 1983, and the number in universities is higher now than before the introduction of full-cost fees. It is estimated that spending by overseas students now exceeds £1 billion.  相似文献

In 2012 all Hong Kong universities will be extending the length of the undergraduate degree from 3 to 4 years and adding General Education as a degree requirement. This reform initiative represents a unique case of comprehensive organizational change of higher education on an unprecedented scale. This paper examines several of the most significant contradictions and tensions facing this initiative—the current structure of higher education based on the British system and the prevailing culture of teaching and learning in Hong Kong. The nature of these pre-existing conditions, and their contradictory relationship to the substance and purpose of general and liberal education, are outlined. The contradictions and tensions generated by the general education initiative are situated within the larger organizational tension between theory and practice, and structure and action. The paper delineates some of the strategies developed to address the existing and emerging tensions.  相似文献

The political uncertainties surrounding Hong Kong's future as a British Crown Colony have not inhibited either the Hong Kong Government or its particular version of a University Grants Committee (UGC) system from devising and planning a continuing expansion of higher education at a time when most other countries are levelling off or contracting their own.This article deals with the many unique features of the Hong Kong situation of which perhaps the most important is the nature of the Hong Kong Government - traditionally colonial and potentially authoritarian, not elected yet highly sensitive to Chinese opinion both internally and externally, and highly efficient in most of its management activities in spite of a strongly laisser faire tradition.The Hong Kong UGC system is charged with much wider planning functions throughout higher education than elsewhere and is responsible for the polytechnic as well as the two universities - hence its trans-binary designation as the University and Polytechnic Grants Committee. While this has helped its overall planning and academic guidance roles, it has involved it in severe difficulties in relation to its basic financial role which requires it to develop methodologies of financial assessment of Polytechnic costs for which no overseas models exist. Its academic membership is still entirely from overseas, with inevitable repercussions on its ability to arrange adequate collective discussion and its reliance on its local secretariat who act as the Government's de facto Department of Higher Education.  相似文献

Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: ‘What capacity is being developed in TNE operations?’ and ‘For whom?’ Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government's laissez-faire doctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. This paper calls for a critical reflection on this TNE model.  相似文献

我国一些民办高等教育集团在港股上市融资,对民办高等教育发展带来全新影响。通过对某上市的民办高等教育集团进行探索式案例分析,揭示出集团上市对旗下高校产生的影响:集团为民办高校铺设了联结政府和市场的沟通桥梁,上市融资扩充了集团的办学资本并影响了资源在成员高校之间的流动与配置,上市集团的管理理念和运作模式对高校传统办学体制产生了冲击。这些影响通过资本市场的介入和企业化管理体制的嵌套来施加,体现出教育、市场两种组织规律的博弈和融合。应慎重把握规模扩张和内涵发展之间的平衡关系,探索企业化管理和传统教育管理之间的融合模式,健全民办高校资产监管和质量评价机制。  相似文献

香港高等教育的发展背景及现有体制与内地类似,香港政府在大学拨款过程中通过有意识地运用以学校学生数为基点的学科布局战略、以教职工薪酬改革为契机的人才市场战略和以配套资金为激励的大学自立战略,极大地提升了香港各大学的办学能力和竞争实力。借鉴香港政府的作法,采取加大高等教育经费投入力度、合理规划高等教育发展布局和积极培育高等院校市场竞争意识等措施,可提高国家高等教育经费的使用效率,使得中央政府对高校的拨款行为更具指导性和前瞻性。  相似文献

为了应对日益激烈的全球市场竞争,许多新兴国家和地区的政府近年来都纷纷起草教育改革蓝图,并出台一系列针对教育体制改革的措施。香港特别行政区也把教育作为一项优先发展的公共政策,以增强本地公民的全球竞争力。在认识到人力资源是特别行政区拥有的唯一资源后,香港特区政府亦斥巨资投资教育。尽管特别行政区目前面临严重的预算赤字,但教育仍占到2004-2005年政府预算公共支出的最大份额22.5%。本文着重对在全球化的背景下,香港特别行政区采取怎样的措施来改善其高等教育体制,以及香港的大学如何与海外大学加强学术交流,以增强本港大学的国际竞争力进行论述。  相似文献

作为香港高等教育体系的重要部分,现有11所香港高校开设自资式研究修课课程。自资式研究院修课课程普遍具有学制短、实用性项目课程为主、课程设置灵活、兼读制模式及本地生为主等特点。近年来,随着香港逐步推进教育产业发展及区域教育枢纽建设,自资式修课研究生教育规模稳步增长,项目发展呈多样化趋势,且内地生规模迅速扩大。同时,香港高校修课式研究生教育也面临着来自规模偏小带来的集聚效应不足,课程设置高度市场化带来的办学风险等方面的挑战。  相似文献

Aspiring to become an international city in Asia, the government of the Hong Kong Special Administrative Region (HKSAR) has been investing more in higher education. In order to enhance its global competitiveness, all public universities in Hong Kong have gone through different forms of quality assurance exercises, including teaching and learning processes reviews, research assessment exercises, management and governance reviews, as well as quality assurance council reviews. In the context of the significant emphasis placed by Hong Kong on the internationalization of higher education, this article examines the major approaches and strategies that the HKSAR has adopted in enhancing quality in teaching, learning, and research in higher education, and also discusses the major challenges for quality assurance confronted by the city-state.  相似文献

Over the past few decades, Mainland China has witnessed a massive outflow of students to higher education institutions in Hong Kong. In the context of an up-surge in Mainland Chinese students in Hong Kong, this research aims to explore (1) why Mainland Chinese students choose to study in Hong Kong over other higher education systems, (2) perceptions about the advantages and disadvantages of studying in Hong Kong, and (3) challenges in the process of acculturation from their homeland to Hong Kong. Five key themes are identified: education, finance, learning culture, language, and discrimination/labelling. While Mainland Chinese students often struggle to blend into the new environment, most gradually become accustomed to the local way of life. What remains a challenge is (perceived) discrimination following political tensions over the “one China, two systems” framework. This paper identifies the expectations and dissatisfactions of the participants with regard to studying in Hong Kong, ultimately offering higher-education administrators an insight into how to better cater for the expanding share of Mainland Chinese students in Hong Kong’s universities. This research is significant because it extends the literature by examining acculturation and cultural adaptation issues in an increasingly globalized context.  相似文献

Hong Kong has always served as an undisputed gateway to China. As one of the world's best established centres of information and a well‐reputed bridge between the East and the West, it has helped mainland universities to have access to first class scholars and their academic work, and therefore, has been one of the most prominent geographical foci of the internationalisation of Chinese universities. This article demonstrates that by playing the role as the “beach‐head” of China's higher education internationalisation, Hong Kong universities will provide crucial benefits to their counterparts in the Chinese mainland, as well as maintaining their own continued vigour.

This article reports findings from a survey at 17 universities in Guangzhou in 1998, involving data from interviews and questionnaires. It is also based on long‐standing personal working experience at a university in Guangdong, and on primary as well as secondary sources of information about the current situation in China. At the end, it discusses some strategies that might be employed to effectively facilitate further improvement of internationalisation of higher education in Hong Kong and the mainland.  相似文献
