This study investigated the relationship between education policy changes and the working conditions of teachers and school leaders in Vancouver, Canada. We found that policy does shape educators’ discourse about their work conditions. This shaping manifested itself in the emotions teachers experience as they attempt to construct their identity as professional educators. Apparent contradictions emerged in educators’ discussions of their work conditions, particularly their contrasting reports of feeling satisfied with their working environment, yet concerned about issues related to workload and recognition. Two different discourses, the political and the professional, emerged at a deep level of practice. These discourses express conflicting emotions about teaching and teachers’ identity struggles in a context of rapid policy changes. The political discourse is framed around a partisan response to policy changes. The professional discourse focuses on engagement in satisfying educational activities. This study proffers a different conclusion to other studies implying a lack of understanding of practice by policy reformers. It suggests that, while teachers are very aware of policy changes, frequently engaging in a partisan critique thereof, they nevertheless temper that critique with a professional discourse shaped by pedagogical concerns in the local context. This concern with the classroom context enables them to focus their energies on constructing their sense of professional identity that frequently leads them to reinterpret policy initiatives from a local educator’s perspective. While the political discourse has trappings of despair, the professional–pedagogical contains glimpses of hope. We wish to express our appreciation of the work of Barbara Waldern in the analysis that supports the findings about the professional lives of educators.  相似文献

Identity is one of the defining terms of the 1990s in England. Currently, academic, political and popular discourses highlight the pervasiveness of the term. However, what is missing from these accounts is an awareness of its philosophical roots. Consequently, most of these accounts are theoretically under‐developed, marked by conceptual confusion and conflation. This paper is concerned with the formation of identities within the context of educational arenas. More specifically, we focus upon the philosophical positions of materialism and deconstructivism, highlighting the particular dynamics of their epistemologies of identity. We suggest that at a time of political retreat and and intellectual self‐doubt among educationists, critical social scientists are making available productive conceptual frameworks within which to explore identity formations in educational sites. Recent theoretical developments in sociology and cultural studies provide an opportunity for philosophy of education to play a vital role here, in engaging with new ways of thinking about old philosophical problems. Within the context of an increasing reductionist policy focus on managerialist solutions, philosophy helps us to challenge the ideological conversion of moral and political questions into technicist ‘problems’.  相似文献

Nation-states needed various ideological apparatuses when they wanted to eliminate traditional loyalties to the pre-modern era and establish a new superordinate identity. As frequently emphasised in conceptual discussions, two elements among these ideological apparatuses come to the fore: historiography and education. While social values that create a national identity have been constructed by historiography continuously from the past to the present, it aims at spreading such values through education. History education at the intersection of these two concepts has occupied a privileged place in the nation-building process. The most concrete examples of this phenomenon are the developments experienced in the context of history teaching in Turkey from 1923 to 1938, also known as the early republican period. The present study, using history textbooks, analyses changes in history teaching and expectations of it between 1923 and 1938, which were the most active years of the nationalisation period in Turkey. The findings of this study indicate that the historiography of the early republican period adopted an anthropology-based understanding in line with the conjuncture between the two world wars and that, in accordance with this understanding, a national identity with ethnic, religious, and political dimensions was intended to be promulgated through history teaching.  相似文献

This study investigated the contribution of a location-based augmented reality (AR) inquiry-learning environment in developing 3rd grade students’ historical empathy and conceptual understanding. Historical empathy is an important element of historical thinking, which is considered to improve conceptual understanding and support the development of democratic citizens by helping students interpret, understand and connect patterns of human activity across time. Fifty-three 3rd grade students, grouped in two research conditions, participated in this study. Students visited an archaeological site with and without the support of an AR learning environment on mobile tablet devices. Data from all students were collected following a pre- and post-test design. Twelve students from the AR condition participated in individual interviews and all AR students took a delayed post-test. The results showed that students’ conceptual understanding and historical empathy increased from pre to post for both conditions. Statistically significant differences were found between the AR field trip and the traditional field trip students in the development of empathy and conceptual understanding. These results add to the literature by supporting the potential of AR technologies for the development of students’ historical empathy; several design implications are also discussed.  相似文献

The Fourth Way of Finland   总被引:2,自引:0,他引:2
Globalization has increased mobility of people, resources, and ideas. It is also affecting how governments think about education and what schools teach to their students. Attributes related to education for a knowledge society, sustainable development, or 21st century skills are parts of current national educational policies and reforms. A powerful pretext for global educational reform thinking is current international student assessments. As a consequence, particular educational reform orthodoxy has emerged that relies on a set of basic assumptions in order to improve the quality of education and fix other educational deficiencies. This article describes the beginning of the present global educational reform movement discussing some of its key characteristics and implications in practice. Although overlooked by many policy analysts, Finland represents a striking and highly successful alternative to this global educational reform movement. The scholarly work of Andy Hargreaves is seen as essential in understanding the requirements and resources that are needed in securing good public education for all in the future.  相似文献

This paper explores indigenization and globalization, the double issue of curriculum and identity as a dialectical contradiction that characterizes the ambivalence of “Taiwanese identity.” “Taiwanese identity” is treated as a social, political, and cultural construct rather than a fixed term in an essentialist sense. Curriculum, as culture's medium of social identity construction, represents a struggle over who constructs whose identity and what is constructed. Therefore, when curriculum reform is called for, it is also a time when a society transitioning and redrawing its socio-political and cultural boundaries to resolve internal social conflicts and identity anxiety. Curriculum reform, in this paper, is analyzed not only as a question of shifting explicit ideas of educational practice but also a question of shifting configurations in power relations that signify a politics of identity. The historical context that brought about the question of identity in Taiwan is introduced first. The second section discusses how emerging curricula were politically, socially, and culturally implicated in the process of constructing a Taiwan-centric identity. The third section analyzes the political, social, cultural, and educational implications of new curricula on the formation of a Taiwan-centric identity. Finally, the paper discusses the effect of globalization on the practice of new curricula and points out an ambivalence of local–global identity construction and the conflicting roles of education, especially curriculum, in this ambivalence.  相似文献

This article examines differentiation by task as it is used and perceived in French and English primary schools. It highlights the influence of national context on teaching and learning. The study rests on classroom observations in 12 Key Stage 1 classes located in socially disadvantaged areas. The first section sets the mission of schooling in a historical and political perspective. It is followed by an analysis of the field research, which shows systematic ability grouping and differentiation by task in the English sample, as opposed to the French approach based on equal entitlement. These contrasts are then related to culturally situated conceptions of learning, of self‐esteem and the notion of failure. These notions convey subtly different meanings either side of the Channel. Ultimately, pedagogical practice corresponds to contrasting social constructions of the pupil and conceptions of learner identity related to broader educational and social values in both cultures.  相似文献

Internationalisation of higher education is a strategic theme in current research on higher education and policy debate. Both at national and institutional levels, in many countries, internationalisation is stated to be an educational goal. However, the dominant discourse on internationalisation of higher education in research and research-based discussions tends to be framed by political, economic and organisational perspectives, rather than informed by educational considerations. There is also a tendency to place internationalisation in higher education within the conceptual frame of economic globalisation and the increasing trade in educational services worldwide. While such discussions may shed light on various organisational, political or economic issues, this research does not give a pedagogical basis for the internationalisation of higher education in terms of teaching and learning. In particular, questions relating to the internationalisation of content and learning outcomes need to be addressed. A series of studies conducted in Sweden 1999–2007 by the authors indicates that the didactical realisation of internationalisation as an educational goal can be very elusive. In our findings, the concrete content considered by teachers and students to represent internationalisation did not follow any clear pattern or goal. Internationalisation was assumed to be represented by some form of ‘general knowledge’ and general human qualities, without considering cultural differences. Institutionalised curriculum thinking as a basis for developing internationalisation was lacking. Concrete thinking was very much restricted to organisational and administrative aspects, and thoughts concerning content and learning outcomes tended to be expressed in idealised and general terms, rather than developed into clarifying and useful specifications underpinned by curriculum theory. Certain consequences ensuing from this situation are discussed, and a curriculum approach to internationalisation of higher education is suggested.  相似文献

Educational reforms around the world are increasingly converging, and this is reflected in the concept of a global educational reform movement. Although several recent studies have looked at the conditions under which nation states borrow from global educational models, the political mechanisms underlying these processes are not well understood. On the basis of a case study from Switzerland, which has a system of direct democracy which appears to be particularly suitable for an analysis of political transfer processes, this article reconstructs the debate around a series of popular initiatives addressing school choice. The results of the study show that a neo-institutional approach can be useful for understanding the implementation of global educational models in a national context if it is supplemented by a theoretical analysis of the participant and takes the specific features of the local political system into account. Methodologically, the analysis of global harmonisation processes in education should consider four reference points, namely the state, the market, the general public and scientific research.  相似文献

Relationships between religious beliefs, institutions, educational strategies, and delivery pose practical challenges for policy makers in all countries. They have particular significance today in Bangladesh given the national and regional developments that shine light on religious roles within national identity and minority communities. Challenges range from coordination of different systems for purposes of employment credentials, equity, and quality assurance to fundamental questions about the values that underlie curricula. A related challenge involves national objectives to instill shared civic values through education and to address mounting intergroup tensions. How the wide variety of religiously managed education institutions in Bangladesh approach these issues is poorly understood and subject to significant misunderstandings. Knowledge about different types of schools and programs led by religious institutions in Bangladesh is incomplete in terms of numbers, approach, and results. Knowledge gaps contribute to misunderstandings and social and political tensions. This review describes and analyzes faith-inspired education providers in Bangladesh, the most prominent of which are Islamic madrasas and Catholic schools. It sets faith-inspired education in a historical context and highlights contemporary issues for policy makers that arise from their approach and that feature in public discourse about the links between religion and education. The aim is to build constructively on the legacies of religious contributions to education, address both articulated and unarticulated tensions, and to identify ways in which contemporary innovations among religiously inspired education providers contribute to broader national education goals.  相似文献

In light of recent political developments in Western democracies, several political commentators and theorists have argued that encouraging anger in citizens may contribute to social justice and should therefore constitute an aim of civic education. In this article, Douglas Yacek investigates these claims in depth. In doing so, he expands on previous work on the political and educational significance of anger — particularly by critical and “agonistic” theorists of civic education — in two distinct ways. First, Yacek explores the psychological costs and benefits of cultivating student anger. Second, he examines the potential cultural effects of anger in Western democratic societies. While sympathetic to the defenses of anger that have been recently offered in political and educational theory, Yacek concludes that we should be cautious about embracing anger in civic education. In particular, he argues that anger involves serious psychological risk, may exacerbate the social problems that it sets out to solve, and can lead to a disposition of adversarial and politically counterproductive closed‐mindedness. In the closing sections, Yacek suggests that experiences he calls “civic epiphanies” are central to cultivating a politically beneficial form of open‐mindedness, and argues that such experiences should therefore be encouraged in civic education.  相似文献

Despite the growing demands for carrying out intercultural education as part of all teaching and learning, little attention has been given to the ways in which future subject teachers understand the meaning of ‘cultural diversity’ and how teacher education programmes prepare future teachers to consider intercultural aims in education. Therefore, this study investigates how future subject teachers, studying in an international teacher education programme in Finland, conceptualise the educational aims related to cultural diversity in reflective group discussions. For theorising the student teachers’ reflections, this study applies the idea of cultural reproduction depicted in the theory of communicative action by Habermas as an analytical framework for identifying how student teachers reach agreement or disagreement in issues regarding educational aims related to cultural diversity. This study identified three main forms of cultural reproduction from the student teachers’ discussions and showed that the underlying understanding about ‘cultural diversity’ and the educational aims related to it are in a state of disruption. This study highlights the need to clarify the theoretical concepts and aims used to guide intercultural education and to further emphasise issues of cultural diversity during teacher education. The findings are important for developing practices within subject teacher education internationally.

Abstract:
Globalization of education refers to the worldwide discussions, processes, and institutions affecting local educational practices and policies. There are international organizations that directly and indirectly influence national school systems. There are multinational education corporations and schools.Government and professionals engage in global discussions about school policies.Today, the dominant educational ideology is human capital economics and consumerism.Human capital economics defines the primary goal of education to be economic growth.Educational discourses around the world often refer to human capital, lifelong learning for improving job skills, and economic development.Consequently, there is a burgeoning global market for global education business,for-profit education, global testing services,as well as shadow education. The author proposes that school policies should be evaluated on their contribution to the social conditions that provide the conditions for human happiness and longevity rather than being judged by their contribution to economic growth and income.

Abstract

This article documents the emergence of a Mexican-American political consciousness in a Central Texas Community and the efforts to dismantle decades of inequitable, exclusionary educational policies and practices. We take readers into a community on the verge of profound change by exploring primary historical data and situating the voices of community leaders in a historical context. We employ a theory of change framework (RASPPA) to chronicle a community’s response to macro-level societal changes. To understand the need for Mexican-American activism in Central Texas, we providing a survey of literature that chronicles Mexican-American experience in Texas. This is a story about a community realizing its political capacity and leveraging its own agency for change. We take a walk-through history and use place, race, identity and courage to inform a new vision for educational equity.  相似文献

This article examines the intersecting logics of human capital and national security underpinning the corporate school reform movement in the United States. Taking a 2012 policy report by the Council on Foreign Relations as an entry point, it suggests that these logics are incoherent not only on their own narrow instrumental terms, but also more importantly in terms of progressive ideals of human and educational flourishing. The article proceeds to draw on discussions within the fields of international relations and critical security studies in order to think through what it might mean to reframe educational policy within the terms of human security rather than human capital and national security. It further explores both the possibilities and distinct limitations of extant human security discourses and policies in relation to global neoliberal governance and biopolitics. The article concludes by advocating for a critical human security framework in educational policy along three conceptual lines: (1) A Human beyond Human Capital; (2) Symbiotic Parallelism; and (3) Altersecurity. Ultimately, it suggests that human security for educational flourishing might offer insight into transcending the idea of security altogether.  相似文献

In this paper, the authors investigate what global visions of education are reflected in the selected national curriculum standards, with special reference to two seemingly contradictory forces: globalization and nationalism. This paper examines the socio-economic and cultural foundations of the curriculum and explains how the national curriculum for South Korean global high schools symbolically appropriates global education for the purpose of national competitiveness. Our findings show that, although the selected curriculum document alludes to the importance of international understanding and of global citizenship education, its primary objective is to provide students with knowledge and skills for national competitiveness and to uphold, rather than weaken, national identity in reaction to global pressures. This phenomenon is closely linked to the historical background of Koreanized globalization, in which the concept of segyehwa has been used as a catalyst for undertaking global education for the ends of global competiveness and national pride.  相似文献
