Applying microeconomic theory to No Child Left Behind predicts that its use of significant consequences for schools that do not reach 100% proficiency on rigorous standardized tests by 2014 will likely prevent most, if not all schools, from providing a high-quality education for their students. The central problem is cost. Quality assurance models predict that costs associated with achieving the required 100% pass rate will rise well above typical school budgets. Thus, No Child Left Behind, or any reform that combines a rigid demarcation between passing and failing with a 100% proficiency requirement, will fail as prohibitively expensive. 相似文献

The article discusses the risks and effects of predicting the future. It describes the competition between two images of the future that can be found in current predictions. We discuss the question of changing our basic conceptions about the essence of human nature, the most important properties and qualities of people in connection with the onset of the current era of uncertainty, and the complexity and diversity of the human experience. We describe the context that surrounds the practice of predicting the future, namely the transition from the world of SPOD to the world of VUCA. The author reminds the designers of the future of the importance of correlating futurist programs with the expectations and motivational attitudes of the different social strata in Russian society. The author reviews current educational policy, and he describes the general features of the education reforms of recent decades and the risks created by their shortcomings. Abstract In this paper the authors examine the nature and significance of the interface between race, culture and morality and the implications for the classroom teacher in relation to schooling generally and moral education in particular. They argue that morality is circumscribed by the culture(s) from which it derives and within which it operates. It is therefore, impossible to consider one without the other. The same applies in relation to race and culture and similarly to the holism of race, culture and morality. Having argued that culture in Britain has been increasingly racialized, they make the case for an anti‐racist approach to moral education which debunks the racial baggage from contemporary conceptions of morality. They finally argue that since teachers, like pupils, bring their own values and perceptions with them to school, teachers need to acknowledge this and respond positively within the context of a ‘multi‐ethnic’ Britain. 相似文献
