我国公立高校治理结构的改革--新制度经济学的视角   总被引:15,自引:0,他引:15  
从新制度经济学的视角,把我国公立高校视为经济组织,明晰其产权,进而实现投资主体多元化,必然产生对高校治理结构改革的要求。在外部治理结构方面,应重新认识和建立政府与高校之间的关系,使公立高校成为一个独立的法人实体,享有更大的独立自主办学的权力;在内部治理结构方面,应体现高校内部各个不同利益群体之间、高校与社会之间的权利配置以及他们之间的作用关系。在产权结构多元化的高校,可采用类企业治理结构,由股东会、董事会、监事会、校长构成,实行董事会领导下的校长负责制。  相似文献

问责制是政府部门及社会机构或个人监督公立高校资源使用情况和效果的一项重要手段,它在英国高等教育管理体制中发挥着重要作用。在“以顾客为中心”的时代,高等学校需要回应各种各样的利益相关者的问责要求。然而,由于不同的利益相关者所提出的利益诉求不同,对各种不同的要求作出回应也给高校带来了不必要的负担。为了解决这一难题,英格兰高等教育基金委员会提出了有效问责的四个原则,并在实践中取得了良好的效果。  相似文献

本文从利益相关者理论的视角出发,尝试建立一个利益均衡模型来描述和解释我国高校支出特征及其影响机制。高校支出行为受到包括高校管理者在内的各类利益相关者的影响,利益相关者在一定的制度环境下形成特定的利益结构,利益结构影响学校的行动选择,从而形成学校支出特征。进一步说,我国高校支出行为的改进应该从调整高校所面临的利益结构开始,使各利益相关者更为关注高校的全面健康可持续发展。  相似文献

Building on a mixed method research approach, this article reports on an analysis of the difference between public and private higher education institutions (HEIs) in Egypt in terms of teaching methods, quality assessment approaches and alumni engagement. An analysis of the survey data compared the experiences of 1 713 graduates of both private and public HEIs. Qualitative case study data seeks to explain the noted differences and similarities. The analysis showed that both types of institutions fall short of providing student-activating teaching methods; engaging students in quality assessment; or supporting graduates through job placement services. The analysis related the similarity between the two types of institutions to the state governance approach and its focus on education inputs, recommending a shift to an accountability regime that is focused on education outcomes and performance.  相似文献

This study examines the experiences of business development centers in higher education institutions (HEIs) to promote entrepreneurship in underserved communities. It draws experiences and perspectives from multiple stakeholders to examine the contribution of HEIs toward equitable economic development and social renewal. Based on extensive qualitative data analyses, this study highlights the role of HEIs as anchor institutions and intermediary enablers of economic development in bridging traditionally split efforts between different university missions. The findings contribute to research and practice on entrepreneurship education and universities’ engagement in fostering inclusive entrepreneurial ecosystems and equitable growth through entrepreneurship.

高校继续教育治理涉及多元主体的共同参与,提升高校继续教育治理水平和能力的关键在于妥善处理核心利益主体间的关系。通过对政府、高校继续教育办学机构及社会公众在参与高校继续教育治理过程中的两两博弈分析,勾勒出多元主体的决策选择行为及提炼影响利益共同体参与治理的主要因素。研究表明,政府、高校继续教育办学机构及社会公众存在着相互交织的关系,其中社会效益、办学成本、违法办学处罚及补助奖励等因素是影响利益共同体参与治理的主因。基于此,构建政府、高校继续教育办学机构和社会公众为主导治理体系,协调各利益相关者之间的需求与目标,以提升治理效率,助推高校继续教育治理体系现代化实现。  相似文献

This article investigates the issue of the governance of higher education institutions and argues that governance by Senates is more appropriate than governance by stakeholders for such institutions. It discusses the ambiguous democratic credentials of stakeholder politics and argues against this mode of politics in the governance of higher education institutions, especially in respect to their ‘transformation’. In terms of distinctions between convergent and shared interests, service and constitutive institutions and the essential lack of transparency of academic practices, it argues that higher education institutions should be governed by the body of accomplished academics. The conclusion is not that Senates cannot be corrupt, but that to substitute governance by stakeholders for governance by Senates cannot solve that problem.  相似文献

This article researches higher education (HE) managers’ perception of graduate professional success and higher education institutions’ (HEI) activity aimed at enhancing graduate employability. The issue is worth examining not only because of growing relative unemployment rates among HE graduates but also because it is a part of a heated discussion on the contemporary evolution of HEIs. We analysed 36 semi-structured interviews with representatives of HEIs offering studies in the field of science in six countries (Austria, Germany, Italy, Poland, Slovenia and Turkey). Our analysis showed that there are three approaches observed, depending to a large extent on the balance between different HE stakeholders within subdomains (triple-helix theory). Our results support the hypothesis of diversification of HEIs’ models varying from the traditional ivory-tower-type university (with a dominating role of academic oligarchy) to the market-oriented educational enterprise (where the business sector is a key driver of change).  相似文献

This paper reports the results of preliminary research into how Portuguese academics and employers perceive the responsibility of different higher education stakeholders—students, teaching staff, higher education institutions, employers, and policy-makers—for developing graduate employability. The study was conducted 8 years after the implementation of the Bologna Process, the reform that placed employability firmly on the agenda of higher education institutions (HEIs) in Portugal. This paper aims to assess the extent to which higher education is held responsible for developing employability, and to characterize the activities undertaken by the two actors to achieve that end. In particular, with respect to academics, we characterize curricular and other changes to study programmes, and, with respect to employers, their participation in activities undertaken by HEIs meant to ease the transition of students to the labour market. The data comes from a survey responded to by 684 Portuguese academics and 64 employers. Academics and employers alike were found to attribute high responsibility for developing employability to higher education, suggesting that the political message of the Bologna Process regarding the relation between higher education and the labour market has been assimilated. However, the activities reported by both types of respondents indicate only an average commitment to developing employability. Here, the low participation of employers in internal institutional activities is noteworthy, suggesting that the recognition of employers as stakeholders in higher education, as advocated by policy-makers, has yet to happen in Portugal.  相似文献

Performance indicators and performance‐based funding are becoming integral components of higher education (HE) policy around the globe. We explore some of the implications of this type of policy on Norwegian HE. We believe the case will be of significant interest to policy‐makers, stakeholders and academics alike, not least because our empirical analysis indicates that competition for students is relatively stable and not particularly aggressive across groups of higher education institutions (HEIs) and over time. Despite this fact, a few HEIs have improved their share of applications, while others have fallen behind in the competition for students. Considering students as the key stakeholders in higher education institutions (HEIs), the present study identifies service quality (SQ) indicators from their perspectives and proposes a more comprehensive instrument for measuring SQ exclusively in HEIs. HEISQUAL covers the operational as well as technical aspects of SQ by following a holistic approach, which has largely been ignored in previous studies. The proposed instrument was subjected to different scale development tests where outcomes fully complied with the benchmark values and proposed seven SQ themes, namely teachers’ profile, curriculum, infrastructure and facilities, management and support staff, employment quality, safety and security, and students’ skills development.  相似文献

After the founding of the People’s Republic of China, the administrative system of higher education then was characterized as “centralized”, “Tiao and Kuai” were segmented (some higher education institutions were directly administered by provincial governments, and some were affiliated to the relative administrative departments of the state) and higher education institutions (HEIs) were government-run. The reform in the administrative system of higher education launched in the 1980s broke down the segmentation of “Tiao and Kuai”, and changed it into a new administrative system emphasizing the role of the provincial governments (“Kuai-oriented mode”). Thus, HEIs gained more autonomy and tremendous changes have taken place in the relation between HEIs and the government. How should the governance system in a non-membership non-profit organization be designed? This organizational form has no shareholders; instead, donors provide funds. Thus, at the organizational level, the board of directors could have all the power. Under this legal form, who controls the board? If too powerful, boards could misuse resources or distract the organization from its foundational goals. We examine the case of private higher education institutions (HEIs) in Colombia and the balance of power in university governance systems which feature this organizational form. Most HEIs in our sample have a kind of assembly of representatives as the governance body with the highest authority and able to appoint and control the board. We specifically discuss the assemblies’ reason for being, structure, and functions in private HEIs in Colombia. We analyze a total of 204 HEI governance structures and find governance arrangements with the characteristics of an assembly of representatives in 154 (75.9%). Our analysis highlights features in some of these governance bodies that could lead to overly powerful assemblies (e.g., founder donors with tenure for life). Clearly, a proper balance of power is required to avoid rent-seeking behaviors or the pursuit of harmful private non-monetary benefits from assembly members as well as boards.  相似文献

We study the implementation of a MOOC initiative which involved two distinct teacher education institutions at HEIs, and where the implementation was led by a governmental body. Our aim was to see in what ways this initiative changed the teacher education involved, in terms of institutional organisation and pedagogics. Based on interviews with stakeholders from the government and from the two HEIs, we found that the process of implementing and piloting the MOOC faced various sorts of resistance. Our study might serve as a contribution to researchers and practitioners involved in development and running MOOCs as cross institutional initiatives, in that it addresses the diversity of challenges new study models are facing within HEIs. It may also be of interest to teacher education departments responsible for continuing education programs, since it demonstrates the opportunities that comes with a MOOC to provide larger groups of in-service teachers with new educational possibilities.  相似文献
