This study inserts in the stream of research on the perverse effects that PBRF systems can induce in the subjects evaluated. The authors’ opinion is that more often than not, it is the doubtful scientific basis of the evaluation criteria that leave room for opportunistic behaviors. The work examines the 2004–2010 Italian national research assessment (VQR) to test the lack of possible opportunistic behavior by universities in order to limit the penalization of their performance (and funding) due to the presence of scientifically unproductive professors in faculty. In particular, institutions may have favored “gift authorship” practices. The analysis thus focuses on the output of professors who were unproductive in the VQR publication window, but became productive (“new productives”) in the following five years. A number of universities show a higher than average share of publications by new productives that are in co-authorship exclusively with colleagues from the same university. Although this might be thought to reflect opportunistic behavior by universities, the empirical evidence does not support this assumption.  相似文献

This paper attempts to build a classification model according to the research products created by those institutes and hence to design specific evaluation processes. Several scientific input/output indicators belonging to 109 research institutes from the Spanish National Research Council (CSIC) were selected. A multidimensional approach was proposed to resume these indicators in various components. A clustering analysis was used to classify the institutes according to their scores with those components (principal component analysis). Moreover, the validity of the a priori classification was tested and the most discriminant variables were detected (linear discriminant analysis). Results show that there are three types of institutes according to their research outputs: Humanistic, Scientific and Technological. It is argue that these differences oblige to design more precise assessment exercises which focus on the particular results of each type of institute. We conclude that this method permits to build more precise research assessment exercises which consider the varied nature of the scientific activity.  相似文献

The knowledge production provided by universities is essential to sustaining a country’s long-term economic growth and international competitiveness. Many nations are thus driving to create sustainable and effective funding environments. The evaluation of university knowledge, productivity and research quality becomes critical, with ever increasing share of public funding allocated on the basis of research assessment exercises. Nevertheless, the existing methods to assess the universities’ knowledge production are often affected by limits and biases, extensively discussed in the scientific literature.In this paper we study how to reduce the effect of size-related bias due to university size on the indicators of knowledge performance used in evaluation exercises. We propose an innovative utilization of the scale-free property of the power laws as a scaling relationship, to normalize research productivity indicators, and provide results independent by the university size. Our method has evident policy implications and gives a contribution for the future design of assessment exercises.We apply our findings in a recent Italian research assessment exercise.  相似文献

Many media industries can be characterized as a closed content market in which only subscribers of the distribution network operator (Network Provider [NP]) have access to the content provided by a content provider (CP). In these markets, the NP frequently charges the CP for providing billing and connectivity services to potential customers. Due to this carriage payment, the closed content market has structural similarity to the coalitional form game. Consequently, concepts of superadditivity, the core, and the Shapley value can be applied to determine what constitutes a sustainable and fair share of the CP's profit that could be paid to the NP as a carriage payment. This article addresses issues concerning the existence of the sustainable and fair profit allocation in a closed content market like the one described previously.  相似文献

Background:Despite a strong research presence in Lancashire Teaching Hospitals National Health Service (NHS) Foundation Trust (LTHTR), allied health professionals from the organization are underrepresented in developing and publicizing research that is inspired by day-to-day clinical practice and staff experiences. Two LTHTR departments, Library and Knowledge Services (LKS) and Research and Innovation (R&I), came together to enable a group of staff to develop the knowledge and skills that they needed to access information and create new “home grown” research.Case Presentation:A clinical librarian and an academic research nurse created a research engagement program in the diagnostic radiography department at LTHTR, which included the development, delivery, and evaluation of 6 workshops. Sixteen individuals took part in these workshops, and data were collected on library usage, self-efficacy in information literacy, and research output before and after their delivery. Library membership increased by 50% among diagnostic radiography staff, literature search requests from this department increased by 133%, and all participants who attended at least 1 workshop reported an increased Information Literacy Self Efficacy Scale (ILSES) score. An increase in research activity and outputs was also attributed to the program.Conclusions:This project has resulted in a set of freely available workshop plans and support resources that can be customized for other health care professionals and has won several awards for its innovative use of departmental collaboration. Through the evaluation of the program from workshop attendees and non-attenders, we have identified impacts, outputs, and barriers to engagement in order to continue to deliver this content to other departments and embed a home grown research culture at LTHTR.  相似文献

This article presents the findings of a small-scale study undertaken at a UK university. The purpose of the research was to investigate the perceived impact and value of the Academic Library Liaison service at the university. This was considered to be a critical issue of concern, in the light of drivers threatening the UK higher education library sector to de-professionalize—or worse, remove such services. A mixed methods approach was adopted, combining an online questionnaire disseminated to academic staff, resulting in 29 responses from three academic departments and in-depth interviews with eight members of academic staff. The results indicate that although academic staff do value the service provided by Academic Liaison Librarians (ALLs), there is scope to increase awareness of the range of services on offer. The study also demonstrates that academic staff prioritize the contribution that ALLs can make through the possession of in-depth subject knowledge, IT skills and well-developed communication skills, and the provision of advice on copyright matters and assistance with institutional repositories. This holds implications for curriculum design on the part of LIS educators.  相似文献

The acquisition of electronic resources presented many new issues for staff at the Texas Tech University Library. Traditional communication pathways between acquisitions and other departments were inadequate to address the increasingly complex questions that were raised in the process of acquiring the electronic resources that were increasingly in demand by the university community. While it was possible to handle decision making for electronic resources through the library’s departmental structure, the process was hampered by a lack of speed and focus. To resolve this problem, six library staff members were brought together to form an electronic resources group (ERG). This cross-functional team is composed of library staff from four different departments, each of whom had experience with different aspects of acquiring electronic resources. Members continue to work within their departments and report to their functional managers, but they also report to the ERG project manager and are expected to contribute substantially to the accomplishment of group goals. This paper describes how Texas Tech has successfully used the cross-functional team approach for managing the acquisition of materials in electronic formats.  相似文献

Research was undertaken that examined what, if any, correlation there was between the h-index and rankings by peer assessment, and what correlation there was between the 2008 UK RAE rankings and the collective h-index of submitting departments. About 100 international scholars in Library and Information Science were ranked by their peers on the quality of their work. These rankings were correlated with the h and g scores the scholars had achieved. The results showed that there was a correlation between their median rankings and the indexes. The 2008 RAE grade point averages (GPA) achieved by departments from three UoAs – Anthropology, Library and Information Management and Pharmacy were compared with each of their collective h and g index scores. Results were mixed, with a strong correlation between pharmacy departments and index scores, followed by library and information management to anthropology where negative and non-significant results were found. Taken together, the findings from the research indicate that individual ranking by peer assessment and their h-index or variants was generally good. Results for the RAE 2008 gave correlations between GPA and successive versions of the h-index which varied in strength, except for anthropology where, it is suggested detailed cited reference searches must be undertaken to maximise citation counts.  相似文献

[目的/意义]科罗拉多研究图书馆联盟是美国经济危机爆发后,区域性研究图书馆联盟创新快速发展的典范,通过对其详细的调研分析,为我国区域性研究图书馆联盟的建设提供借鉴。[方法/过程]通过对科罗拉多研究图书馆联盟网站、相关文献的调研,对其产品与服务、治理服务机构、工作人员等情况进行详细分析和总结。[结果/结论]调查发现,科罗拉多研究图书馆联盟具有实行分层式管理与服务、重视软件和基础设施建设、重视与联盟外机构的合作、联盟服务对象较广泛、紧跟时代发展潮流5个方面的特点,对我国区域性研究图书馆联盟发展,提出充分调动联盟成员馆的积极性、加强联盟长期发展的意识、深化图书馆联盟的服务、重视图书馆联盟产品的开发、重视扩展图书馆联盟服务对象、重视图书馆联盟间的合作、聘用专门的图书馆联盟工作人员等改进措施。  相似文献

In the recent debate on the use of averages of ratios (AoR) and ratios of averages (RoA) for the compilation of field-normalized citation rates, little evidence has been provided on the different results obtained by the two methods at various levels of aggregation. This paper provides such an empirical analysis at the level of individual researchers, departments, institutions and countries. Two datasets are used: 147,547 papers published between 2000 and 2008 and assigned to 14,379 Canadian university professors affiliated to 508 departments, and all papers indexed in the Web of Science for the same period (N = 8,221,926) assigned to all countries and institutions. Although there is a strong relationship between the two measures at each of these levels, a pairwise comparison of AoR and RoA shows that the differences between all the distributions are statistically significant and, thus, that the two methods are not equivalent and do not give the same results. Moreover, the difference between both measures is strongly influenced by the number of papers published as well as by their impact scores: the difference between AoR and RoA is greater for departments, institutions and countries with low RoA scores. Finally, our results show that RoA relative impact indicators do not add up to unity (as they should by definition) at the level of the reference dataset, whereas the AoR does have that property.  相似文献

This paper presents a substantive grounded theory about how the Library Director can ensure the library's relevance to university and external stakeholders in the face of rapid changes in technology and higher education. A constructivist grounded theory research approach involved 14 semi-structured interviews with 12 Library Directors of publicly funded university libraries in Australia and the United States. The substantive theory and the conceptual model presented in this paper suggest that the Library Director responds to the problem of rapid change by enacting the following strategies: aligning strategic vision with the university; continuously reinventing the library; engaging with stakeholders; building an agile and engaged culture; and demonstrating value to the university. The strategies interact with each other in a cyclical pattern. This is an original theory that emphasizes the important role of the Library Director as the agent and model for library strategy and culture. The theory requires library leaders to be strategic thinkers and to be engaged in strategic planning processes that aim for continuous improvements that make the library agile and engaged with stakeholders. The theory also has a significant impact upon the behaviours required for all library staff members.  相似文献

We present a novel algorithm to rank smaller academic entities such as university departments or research groups within a research discipline. The Weighted Top Candidate (WTC) algorithm is a generalisation of an expert identification method. The axiomatic characterisation of WTC shows why it is especially suitable for scientometric purposes. The key axiom is stability – the selected institutions support each other's membership. The WTC algorithm, upon receiving an institution citation matrix, produces a list of institutions that can be deemed experts of the field. With a parameter we can adjust how exclusive our list should be. By completely relaxing the parameter, we obtain the largest stable set – academic entities that can qualify as experts under the mildest conditions. With a strict setup, we obtain a short list of the absolute elite. We demonstrate the algorithm on a citation database compiled from game theoretic literature published between 2008–2017. By plotting the size of the stable sets with respect to exclusiveness, we can obtain an overview of the competitiveness of the field. The diagram hints at how difficult it is for an institution to improve its position.  相似文献

Higher education systems in competitive environments generally present top universities, that are able to attract top scientists, top students and public and private financing, with notable socio-economic benefits in their region. The same does not hold true for non-competitive systems. In this study we will measure the dispersion of research performance within and between universities in the Italian university system, typically non-competitive. We will also investigate the level of correlation that occurs between performance in research and its dispersion in universities. The findings may represent a first benchmark for similar studies in other nations. Furthermore, they lead to policy indications, questioning the effectiveness of selective funding of universities based on national research assessment exercises. The field of observation is composed of all Italian universities active in the hard sciences. Research performance will be evaluated using a bibliometric approach, through publications indexed in the Web of Science between 2004 and 2008.  相似文献

[目的/意义]研究学术社交网络中图情领域用户的真实利用水平与特征,有助于指导图情学科合理利用学术社交网络开展学术交流并提升学科影响力。[研究设计/方法]以ResearchGate(RG)为例,在核实用户身份信息的基础上筛选出iSchools全职教学研究人员为真实样本用户,通过对机构真实用户参与度、高质量用户比及其它RG交互利用指标数据的挖掘,分析揭示iSchools成员真实利用学术社交网络的现状,并基于机构和个体视角比较分析不同群体的真实利用特征。[结论/发现]图情领域用户对RG的真实基础利用程度有限,尽管全职教学研究人员已经成为iSchools在RG上的高质量用户,但其对平台的利用效果依然不足;男性和北美iSchools全职教学研究人员等较低真实用户参与度的用户群体可能表现出更为充分的交互利用行为,而交互利用指标能够较好的映射诸如用户职称级别、机构层级所反映的学术影响力差异。[创新/价值]基于iSchools全职教学人员用户身份的核实,揭示机构整体真实利用状况和个体真实利用差异,指导iSchools合理利用学术社交网络,以期为其他高校图情院系提供标杆,并为平台相关评价指标优化与平台建设提供参考。  相似文献

ABSTRACT

The concept of embedded librarians is a way for academic librarians to be intentionally and strategically inserted in the learning and teaching process through a variety of initiatives. In a mid-size university, in order to better address the research and curricular needs of students and faculty members, librarians became more intentional about embedding themselves in academic departments and online courses. To assess the impact upon student learning, the librarians are working on a pilot project utilizing a variety of methods. This article describes the first phase of this assessment project, a survey of faculty teaching course in which faculty were embedded. Finally, information on next steps to assess the embedded librarian program using student surveys, focus groups, and interviews is presented.  相似文献

This paper studies the grant peer review process employed by the Turkish regional development agencies, which is adapted from a review procedure of the Education, Audiovisual and Culture Executive Agency of the European Union. To model this process, we consider a Bayesian strategic-form game played by three reviewers who observe both a common and a private score signal about an evaluated project and assign their scores to minimize the sum of their disutilities from the false acceptance and false rejection of the project. We numerically compute the Bayesian Nash equilibria of this game and conduct several comparative statics exercises, after calibrating the model parameters accordingly. We also introduce two simpler review processes and compare their performances to that of the calibrated process in terms of outcome statistics, involving pass and fail rates of the evaluated projects, and manipulation statistics, involving the reviewers’ manipulation rate and size of scores.  相似文献

This paper analyzes multiple factors from current university students' high school experiences, including demographic, educational, and economic factors, and current standing and grade point average (GPA), to evaluate the students' information literacy skills associated with a 1000 level course on information literacy which is part of the university's general education requirement. The pre-test indicates that students lack sufficient skills needed to do college-level research. Results of regression analyses demonstrate that only current university GPA and standardized test scores have any influence on information literacy test scores.  相似文献
