认为研究生教育质量保障机制应以高校为视角,分为内外两部分,外部质量保障机制需要通过内部质量保障机制发挥作用。指出我国研究生教育内外部质量保障机制存在着价值取向不一,外部质量保障机制在约束机制、动力机制等方面存在不足,内部质量保障机制中研究生培养机制本身存在的问题和外部体制、制度的问题,以及内外部质量保障机制的协同问题。借鉴国外研究生教育质量保障机制的成功经验,提出研究生教育质量保障机制的价值取向应回归到高校自身,中央政府、地方政府、社会中介机构、用人单位及高校五个主体应分别发挥自身在研究生教育质量保障中的作用,形成相应的协同机制。 相似文献
