While Sub-Saharan African women have historically assumed the roles of both housewives and subsistence farmers, they have had few opportunities to participate in the modern economies of the region. However, this trend is changing with the exponential growth of information and communications technologies (ICT), giving many Sub-Sahara African women access to computers, the Internet, and other related technologies. Based on the work of a four-member research team from Kenya and the United States, this article examines the integration of female college students into the formal ICT work sector in Kenya. We do so by examining major bottlenecks and enablers to such integration from historical and contemporary perspectives. Using an interpretive approach, we conducted 32 interviews with women in an ICT program offered by a university in Kenya. Our findings indicate that women were highly optimistic, embracing ICT as a practical mechanism for achieving entry into the labor market. However, they perceived significant structural barriers, such as public policies that failed to facilitate the development of the ICT sector, gender discrimination by employers, and training that provided them with insufficient technical skills to enable them to effectively perform in the workplace. These findings largely confirm the gendered perspectives found in similar studies conducted in other countries. However, what appear as global perspectives are informed by the local causes.  相似文献

The legal regulatory regimes for communication technologies evolve with technological, economic, and social change. This article asserts that, in the United States, the evolution of the legal regulatory regimes for the communications sector is following a trajectory breathtakingly similar to that already traversed by the transportation sector. As both sectors provide infrastructures essential to the nation and share similar economic attributes of networks, technological evolution within each has generated many of the same core issues. By recognizing this historical reality, we can tap valuable experience in transportation policy to better inform prospective policy change in communications. In this way, future communications policy need not be radical—whether intentionally or unintentionally—nor totally untested, thereby enhancing its potential for sustainability.  相似文献

In addressing persistent gaps in existing theories, recent advances in data-driven research approaches offer novel perspectives and exciting insights across a spectrum of scientific fields concerned with technological change and the socio-economic impact thereof. The present investigation suggests a novel approach to identify and analyze the evolution of technology sectors, in this case, information and communications technology (ICT), considering international collaboration patterns and knowledge flows and spillovers via information inputs derived from patent documents.The objective is to utilize and explore information regarding inventors’ geo-location, technology sector classifications, and patent citation records to construct various types of networks. This, in turn, will open up avenues to discover the nature of evolutionary pathways in ICT trajectories and will also provide evidence of how the overall ICT knowledge space, as well as directional knowledge flows within the ICT space, have evolved differently. It is expected that this data-driven inquiry will deliver intuitive results for decision makers seeking evidence for future resource allocation and who are interested in identifying well-suited collaborators for the development of potential next-generation technologies. Further, it will equip researchers in technology management, economic geography, or similar fields with a systematic approach to analyze evolutionary pathways of technological advancements and further enable exploitation and development of new theories regarding technological change and its socio-economic consequences.  相似文献

Based on a wide-ranging literature review, we argue that the information and communications technology (ICT) infrastructure has not received adequate attention for its role in the development and maintenance of industrial clusters. This article develops expectations for how firms in an industrial cluster make use of a public, broadband ICT infrastructure, particularly in support of e-commerce applications. We further address the question of whether ICT use, by enabling stronger ties to non-cluster partners, can weaken clusters. A case study of a successful biotechnology cluster in Denmark and Sweden—the Medicon Valley—is used to explore ICT use in a knowledge-intensive cluster context. We conclude that ICT use appears to strengthen rather than weaken the Medicon Valley cluster, and that firms located within a cluster appear to gain some unique advantages from their ICT usage that are not necessarily available to firms outside the cluster.  相似文献

This article provides a broad overview of the likely global/regional contextual factors and unique national characteristics that influence e-commerce diffusion in Singapore. Our analysis suggests that Singapore is likely to be a very fast adopter of e-commerce applications that have relatively proven business models in other advanced countries. In particular, advanced manufacturing clusters in Singapore with strong global supply chain links to advanced countries (especially electronics), logistics and transportation services, and other global market-oriented, business-to-business (B2B) industries are likely to be the most aggressive in adopting e-commerce applications. In contrast, we predict that Singapore will be less likely to innovate new e-commerce technologies or pioneer revolutionary e-commerce applications with radical global impacts, due to the small local market and the inadequate development of an information and communications technologies (ICT) entrepreneurial community with extensive network links to Silicon Valley and other entrepreneurial hot spots. Singapore is also unlikely to be a leader in large-scale business-to-consumer (B2C) e-commerce applications and mass consumer contents publishing. Our review of government policy initiatives to promote e-commerce suggests that although they are by and large in the right direction, they are unlikely to have significant impact until proven e-commerce models have emerged and competitive pressure start to be felt by companies. A possible exception is "e-government" applications. In contrast, we identify a number of areas where government policy initiatives have been a bit slow, notably in liberalizing the telecommunications services sector and in promoting technology entrepreneurship. Our review of the available empirical evidence on recent e-commerce diffusion trend and pattern in Singapore appears to be consistent with this analysis.  相似文献

This case study illustrates the issues that arise when a separate “maverick” business unit focusing on developing a new and disruptive innovation is spun off from the parent company. Companies in the high technology manufacturing and development sector have to continually innovate in order to survive and grow in increasingly turbulent and competitive markets. It is common practice for the parent company to spin off separate business units that can incubate and capitalise on the development of new technological innovations in order to grow and create new markets. The case analysis underlines the problems that arise when ICT systems and operational processes are not strategically aligned and imposed by the parent company. It also demonstrates how innovative business units can harness their unique talents and apply them to solving operational problems. By developing a new bespoke system aligned with the maverick unit’s emergent processes, the maverick business unit was pulled back from the brink of disaster to a successful and profitable business unit.  相似文献

This article describes the rights-based approach to access to information and communications technologies (ICT) used by the Council of Canadians with Disabilities (CCD). This approach challenges the thinking of policymakers, those in industry, and others who argue that access to ICT can be achieved through a variety of economic, business, or market-based perspectives. It argues that these approaches have failed to deliver accessible ICT to people with disabilities, and that improved legislation, regulation, policy, and programs are required to remove the barriers to ICT experienced by people with disabilities in Canada.  相似文献

I argue in this paper that the development and convergence of information and communication technologies (ICT) is creating a global network of surveillance capabilities which affect the traveler. These surveillance capabilities are reminiscent of 18th century philosopher Jeremy Bentham’s panopticon, and as such the emerging global surveillance network has been referred to as the travel panopticon. I argue that the travel panopticon is corrosive of personal autonomy, and in doing so I describe and analyse various philosophical approaches to personal autonomy.  相似文献

In the era of “alliance capitalism”, the increasing number of strategic technological partnerships (STPs) has been mainly recorded in the science-based fields, of which information and communications technology (ICT) is a leading sector. The establishment of STPs has also characterised the European ICT industry. The growing technological interrelatedness and the need to acquire capabilities in related fields have been identified in the literature as major explanations for the increase in corporate technological co-operation. This paper investigates the role of corporate technological specialisation factors in the conclusion of STPs in the European ICT industry by carrying out a dynamic analysis. Accordingly, the patterns followed by corporate technological partnerships in the industry in question are investigated since the late 1970s. Based on US patent data granted to the world's largest firms as well as STPs data, the results of the econometric analysis are consistent with the view that the more similar partners' technological portfolios are with one another, the easier it is to absorb each other's capabilities.  相似文献

This conceptual article discusses strategies of corporations in the information and communication technologies (ICT) sector and their role in the conflict over access to knowledge in the digital environment. Its main hypothesis is that ICT corporations are very capable actors when it comes to bridging digital divides in both developed and developing countries??maybe even the most capable actors. Therefore, it is argued that ICT corporations could use their capabilities to help citizens gain sustainable access to knowledge in order to enable them to lead self-sufficient lives. In a nutshell, capabilities are presented as both the input (capabilities of ICT corporations) as well as the output (capability building for empowering citizens) of corporate strategy-making focusing on fair ICT. Corporate citizenship is put forth as the theoretical concept bridging corporate strategies and access to knowledge: If ICT corporations act in accordance with their self-understanding of being ??good corporate citizens??, they could be crucial partners in lessening digital divides and helping citizens gain access to knowledge. From the perspective of ??integrative economic ethics?? (Ulrich 2008), it is argued that ICT corporations have good reason to actively empower citizens in both developed and developing countries by pursuing ??inclusive?? strategies in many fields, such as open-source software development. That way, ICT corporations could enable, support and provide citizens with capabilities enabling them to help themselves. In order to make inclusive business models work, the rules and regulations companies find themselves in today must enable them to act responsibly without getting penalized by more ruthless competitors. This article explores several cases from the ICT field to illustrate the interplay between a responsible business model and the rules and regulations of the industry. From a capabilities perspective, the most desirable mix of corporate strategies and industry regulation is one that results in the highest level of generativity (Zittrain 2008). Thus, ICT should not be closed systems only driven by the company behind them. Instead, they need to be open for the highest possible level of third-party innovation.  相似文献

As a mixture of new technologies, processes and services oriented to the citizen, e-government has become one of the most important keywords for the public sector reform with proponents claiming that it guarantees transparency, accountability and better communication between local and national administrations and their public. Few if any studies have investigated the factors that might contribute to the establishment of trusting relationship between city councils and citizens. This paper examines the relative importance and significance of three types of information communication technologies (ICTs) towards the use of e-government and the development of civic engagement. We conduct an empirical investigation of 179 Spanish official town websites (web sites in the municipalities). The research findings suggest that implementing ICT not only involves a step towards an increase in the use of e-government services by people, but also provides numerous opportunities for their civic engagement. The main conclusion of this study is that although ICT can leverage the adoption of e-government, it cannot create alone engagement with traditional activities of the local government. What is missing from this relationship is a mediating variable (adoption of e-government by government officers), which in turn can greatly help to better understand how ICT impacts relationships between governments and their citizens.  相似文献

Many eco-innovations have been linked to technical change in the ICT domain. Leveraging the distinctive features of general purpose technologies, ICT have the potential to steer green growth and to help decouple this growth from ecological damage. The paper aims to shed light on innovation dynamics in this emerging sector by investigating the patterns of innovation in the green ICT domains using granted EPO patent data from 1986 to 2006. By means of a network analysis, it identifies existing green ICT domains and examines the characteristics of innovative activity in these domains, focusing in particular on growth and technological pervasiveness, as well as on the variety of innovators. Results indicate that the innovative activity in green ICT domains is characterised by high growth and high levels of technological pervasiveness, considerable entry of new innovators and a variety of actors – with a prevalence of large ICT firms and universities. However, the analysis highlights the existence of three different clusters – emerging fields, established fields and mature fields – that are defined by different structures of innovative activities and by different technological opportunities.  相似文献

Abstract

Rural America has historically been plagued with a disproportionate shortage of health, education, and other public services. However, the application of rapidly changing telecommunications technologies can alleviate many of the problems associated with these isolated and “technologically undernourished” areas. Technologies such as low‐power television, direct broadcast satellites, and satellite‐fed cable services offer the opportunity for building a rural telecommunications network and thus improving services and the quality of life. However, in order for this goal to be realized, the economic constraints presented by insufficient consumer demand and unprofitable markets must be overcome. Direct government subsidization or increased support of projects may be necessary to encourage the private sector to increase investment in telecommunications facilities in rural communities.  相似文献

Information and communications technologies (ICT) are becoming pervasive in the residential real-estate industry and their usage is affecting the work lives of real-estate agents. Drawing on data from a regional study of the residential real-estate industry in the United States, we focus on the disintermediation or, more accurately, the reintermediation of real-estate agents in the sales process. Using data collected from interviews, direct observation, and archival records, we examine how real-estate agents are (1) taking advantage of new ICT in their work, and (2) protecting themselves from others wishing to displace their position in the real-estate value chain. Our analysis of this activity draws on two contrasting theoretical perspectives to illuminate the roles of residential real-estate agents: transaction cost and social capital. The results of this study provide insights into the ways in which ICT are used to build and draw on the social relationships that underpin the actual transactions, to help guide the process of buying/selling a house, and to invoke expertise as needed.  相似文献

Through this article we theorize on the nature and effects of articulation work relative to the take-up and use of information and communications technologies (ICT). Articulation work is “work that enables other work”: that which links people, processes, and technologies within organizations. Articulation work in organizations is both common and too often invisible from a managerial or budgetary perspective. Drawing on data from a study of the introduction and implementation of mobile computing technologies into criminal justice organizations, we highlight two findings: (1) There exist ongoing but unmet articulation needs present in any organization or work system. (2) Articulation is cumulative. We find, that as work becomes more complex (such as adding new work tasks and using new technologies), there is more articulation needed. These findings raise issues with assessing the costs of articulation on individuals, and making arrangements to accommodate explicit and implicit articulation in organizational work, particularly around the take-up and ongoing use of ICT-based systems.  相似文献

Natural history depicts evidence of the dynamics of evolution, while fossil records permit the examination of change over time. Such records inform us also that change is never easy and does not occur without casualties. It seems that parallel observations may be advanced as the Internet and widespread use of information and communication technologies (ICT) have brought about new organizational forms, entirely new ways of organizing, as well as enabling novel processes. One casualty reflective of an evolutionary era is the dot‐com firms that have gone bust. As firms are moving along the evolutionary path of understanding and implementing these developments we need to come to grips with their design, management and impact. This contribution examines electronic markets and related off‐shoots as a coordination form and macro‐structure of information and communication systems within the electric power market. The basic notion of ‘electronic market’ is explored briefly. We recognize several forms in which such markets manifest themselves. The author emphasizes the role of competition in electronic markets, as well as the newly found role of intermediaries. Electronic markets in the electricity industry are examined in some detail, i.e. the electronic trading of electricity. This market demonstrates nicely the opportunities, but also potential pitfalls of electronic trading of this commodity, especially given relatively recent experiences with the electricity supply situation in the State of California, as well as the demise of Enron. A number of patterns, trading practices and regulatory concerns are highlighted. At the same time though similar underlying problems are applicable in all industrialized nations and selected examples are provided.  相似文献
