关联数据的应用正迅速发展并涉及到商业、媒体、出版、政府等领域。在关联数据发布、消费和再创造的过程中,必然涉及参与者的利益问题,需明确不同类型和归属的数据(或数据集)的所有权、发布权、使用权、收益权等。关联数据的发展迫切需要相关的许可协议。目前关联数据用到的协议主要有CC(知识共享)家族的CCBY-SA、CC0、CC BY、CC BY-NC和ODC(开放数据共用组织)的PDDL(公共领域奉献和许可),ODbL(开放数据许可)、ODC-By(开放数据共享署名许可),以及OGL(Open Government License,开放政府许可协议)等。对开放数据相关许可协议在国内的应用提出建议。  相似文献

[目的/意义] 对国外政府数据开放许可协议采用的情况进行调查与分析,拟为我国政府数据开放采用许可协议的类型提供参考。[方法/过程] 调查国外政府采用的许可协议,包括知识共享许可协议、开源软件许可协议和各国政府制定的许可协议3种类型;分析国外政府数据许可协议的适用范围和许可条件,并从许可协议的兼容性角度,比较分析不同类型许可协议对政府数据开放的适用性。[结果/结论] 我国已有的地方政府数据开放平台尚未采用统一的许可协议,知识共享许可协议的应用范围广泛、兼容性强,建议我国政府数据开放采用知识共享许可协议。  相似文献

知识共享许可协议的兼容性问题比较复杂。不同知识共享协议之间的不兼容是由创作者选择偏好决定的,应该尊重创作者的选择,保留这种不兼容。如果取消移植项目,同一知识共享协议的版本数量将大为减少,兼容性问题也会有所缓解。知识共享组织目前正尝试解决知识共享许可协议与GNU自由文档许可协议、自由艺术许可协议和GNU通用公共许可协议等协议之间的不兼容问题,并决定在4.0版本中修改知识共享兼容协议的定义。  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献

Course management system software has much to offer the faculty and students in universities that adopt this technology. Libraries have used this technology to provide links to library resources, but they can also have a role in implementing the adoption of the course management software. The Penn State College of Medicine successfully implemented the ANGEL course management system under the guidance of a medical librarian. Tasks specific to the librarian included communication and promotion of ANGEL, in addition to providing training and technical support.  相似文献

The study investigates and provides results on the current status of research data management at a medical school in a developing African country. The study focusses on four aspects of research data management: generation; preservation and backup; competencies; and challenges. Quantitative data collected using a questionnaire from 84 health researchers and 16 librarians was complemented by qualitative data gathered through conducting structured interviews with the Director of Research of the university. The study results provide the research community with a better understanding of research data management perspectives amongst health researchers in a developing country. This could help research data management stakeholders to adopt better strategies for championing research data management activities in this particular country and in other developing countries. The study notes that the current research data management status creates an opportunity for an academic library to consolidate and fortify its widely viewed natural role in research data management. In view of the findings, the study proposes that the adoption of research data management policies is essential in inspiring the conceptualisation, popularisation, adoption, and operationalisation of various research data management activities within the African university environment.  相似文献

This paper examines the impact of Customer Relationship Management (CRM) technology on organizational change in local governments in the United States. The bureaucratic and e-Government paradigms are examined with regards to this technology impacting organizational change. Survey evidence on the adoption of CRM is examined from the perceptions of Chief Administrative Officers (CAOs) in cities and counties that have adopted this technology. Survey results indicate that both the e-Government and bureaucratic paradigms impacted organizational change from CRM adoption. Factor analysis shows that management change, efficiency change, and leadership and organizational change are the three most common factors in the models. Regression results indicate that local governments that score high on these factors are more likely to take an enterprise approach in the adoption of CRM for their local government. The results of this study imply that organizational change is not just influenced by the more recent e-Government paradigm, but traditional attributes of the bureaucratic model are present as well.  相似文献

When a disaster occurs, government agencies are responsible for managing the response and recovery efforts of the impacted communities and infrastructure. Crowdsourcing and social media are widely used in disaster response, yet their primary implementation and application are often via non-governmental agencies and private citizens. A review of the literature suggests that government emergency management agencies in Canada have made little documented progress in adopting crowdsourcing or social media for emergency management. Most of the literature around crowdsourcing and social media for emergency management focus on its use or role outside of Canada (e.g. the USA, Australia, etc.). In order for government agencies in Canada to progress, it is important to identify the Canada-specific barriers and constraints. This study offers a new perspective from Canadian government emergency management agencies to address this gap. Through a series of semi-structured interviews with 15 government officials from 14 agencies, this study identifies the primary challenges and constraints faced by Canadian agencies looking to adopt crisis crowdsourcing. Results indicate that organizational factors, policies, and federal legislation in Canada present barriers to crisis crowdsourcing (including crowdsourcing through social media) adoption within agencies at various levels of government. Based on these results, recommendations are made to support the adoption of crisis crowdsourcing amongst Canadian government agencies.  相似文献

With continued adoption of course management systems, librarians are assuming new roles and challenges with regard to providing information resources and library services in a digital environment. For approximately five years, the Indiana University School of Medicine has employed Angel as its online teaching environment, and the Ruth Lilly Medical Library has been actively involved in the adoption of Angel. As the implementation phase was completed, a post-implementation evaluation was due. The authors conducted an evaluation of the Angel system to evaluate utilization level, content types, and library resources/services integration. While archival scholars have identified some of the most important steps for deciding to use and implement metadata standards in archives, very little systematic empirical investigation within the archival science literature regards either how implementation processes actually unfold or the factors affecting implementation. This article analyzes the organizational factors and processes that come into play during implementation of metadata standards, using PREservation metadata: implementation strategies (PREMIS) as an exemplar. Adapting a theoretical framework for secondary adoption of technologies from Gallivan (Database Adv Inf Syst 32(3):51, 2001), the authors apply their model to the PREMIS technology standard and investigate PREMIS implementation by projects/programs on the Library of Congress PREMIS Implementation Registry. Using data from a series of in-depth semi-structured interviews, the authors develop a model for the secondary adoption of PREMIS and outline implications for the secondary adoption of technology standards based on the results of this study.  相似文献

This study attempts to estimate the effects of internet adoption on reducing corruption by using a panel consisting of 70 countries covering the period from 1998 to 2005. The results of Granger causality tests reveal that, while causality running from internet adoption to corruption reduction can be established, the causality between internet adoption and corruption is bi-directional. To deal with the problem of endogeneity, the dynamic panel data (DPD) models are employed. The estimation results show that the effects of internet adoption on corruption reduction are statistically significant but not too substantial. Our findings suggest that the internet has shown a capacity for reducing corruption, but its potential has yet to be fully realized.  相似文献

To succeed in a period of change, German book publishers need to adopt innovations, e.g., implement e-books into their product portfolio. Yet, in the book industry, the adoption of new technologies is not commonplace: Despite being the second biggest book market worldwide, only 1.2 % of all published books in Germany are available as e-books. This problem leads us to investigate the factors that determine whether publishing companies decide in favor or against entering the e-book market. Based on a standardized survey of more than 240 German publishing houses, barriers to innovation adoption are examined from a micro, meso and macro perspective. Our main findings show that individual characteristics of management and the company’s corporate culture strongly predict adoption. Also, organizational communication seems to be critical. Taking this into account, the key resource to enable innovation seems to be information underlining the necessity of communities of practice.  相似文献

This research has as its objective the discovery of the critical factors that enable citizens to adopt e-Government (e-Gov) at different stages of service maturity. To accomplish the objective, this research has explained the related concepts and theories and developed a research framework grounded on a strong theoretical and literature review background. The empirical study was conducted in Canada, which is a leader in providing mature e-Gov services. From our results, we have observed two ontological differences from the present literature in the adoption behavior of e-Gov where organizational and financial perspectives have distinct implications over parsimonious technology adoption behavior. First, technology adoption model (TAM), diffusion of innovation theory (DOI), and theory of planned behavior (TPB) cannot capture and specify the complete essence of e-Gov adoption behavior of citizens. Second, e-Gov adoption behavior also differs based on service maturity levels, i.e., when functional characteristics of organizational, technological, economical, and social perspectives of e-Gov differ. Our findings indicate the critical factors that enable citizens to adopt e-Gov at different stages of service maturity. Public administrators and policy-makers have potential implications from the findings of the adoption behavior of e-Gov at different maturity levels.  相似文献

Digital radio policy in Canada has moved from a position of seeking to migrate all radio broadcasting onto a single digital transmission system (Eureka-147) to a multi-platform, cross-media and multimedia approach. The most recent digital radio policy of 2006 suggests a range of new possibilities for radio broadcasting, including multimedia broadcasting, but as a result has compromised the early adoption of the Eureka-147 standard. This paper contrasts the different policy contexts of 1995 and 2006 and argues that the competing technological options for digital audio delivery now pose significant dilemmas for broadcasters and policy makers.  相似文献

Artificial Intelligence (AI) implementation in public administration is gaining momentum heralded by the hope of smart public services that are personalised, lean, and efficient. However, the use of AI in public administration is riddled with ethical tensions of fairness, transparency, privacy, and human rights. We call these AI tensions. The current literature lacks a contextual and processual understanding of AI adoption and diffusion in public administration to be able to explore such tensions. Previous studies have outlined risks, benefits, and challenges with the use of AI in public administration. However, a large gap remains in understanding AI tensions as they relate to public value creation. Through a systematic literature review grounded in public value management and the resource-based view of the firms, we identify technology-organisational-environmental (TOE) contextual variables and absorptive capacity as factors influencing AI adoption as discussed in the literature. To our knowledge, this is the first paper that outlines distinct AI tensions from an AI implementation and diffusion perspective within public administration. We develop a future research agenda for the full AI innovation lifecycle of adoption, implementation, and diffusion.  相似文献

Technology adoption research has a tradition of using and improving Davis' (1989) “Technology Acceptance Model” (TAM) and extended versions of it. This article suggests a break with this tradition by showing that the TAM is limited in its understanding of technology adoption. Two alternative approaches are proposed that focus on the role of knowledge and user-technology match, and on the role of temporary dynamical contexts in the process of adoption decision-making. Together with the TAM, both approaches were empirically tested and compared to the TAM by incorporating them in a questionnaire regarding the adoption intention of HDTV in the Netherlands. Results show that the constructs of both approaches show significant relations with the respondents' adoption intentions of HDTV and, together, offer a good alternative to the TAM. This result can be seen as a basis for more future research that uses technological and contextual factors as a starting point for adoption research. Using this starting point will contribute to a better understanding of future technology adoption processes.  相似文献
