FDI行业集聚效应是指跨国公司在东道国某一行业大量聚集,不断加强与本地企业合作联系,促进当地产业结构升级、行业技术外溢并且形成行业创新网络体系的一种外部效应。本文从行业的角度对1999--2006年国内15个行业的时间序列数据进行了回归分析,计量结果表现出明显的行业差距。由此,得出以下结论:第一,FDI对于中国行业整体的集聚效应明显;第二,采掘业、制造业等9个行业集聚效应为正,表明外商直接投资在我国这些行业已经产生了良好的集聚效应,促进了相关行业技术外溢并且形成了行业创新网络体系;第三,农、林、牧、渔业等6个行业集聚效应为负,证明FDI在这些行业目前还没有形成显著的集聚效应。同时,也说明了这些行业吸收FDI的能力有限。  相似文献

For the past four years the Georgia Department of Education has been involved in a statewide effort to establish standards and procedures for certification of educational personnel based on competency demonstration. As part of this effort, a project was commissioned to develop a performance-based system for the certification of school counselors. In this chapter, the authors propose and evaluate an accountability system based on indicators that combine elements of both inputs and outcomes. The authors stress the importance of ensuring that accountability systems in education are flexible and sensitive to the sometimes competing ends that schooling systems pursue. This approach places considerable emphasis on open inquiry and discussion between centralized authorities and constituent schooling units. The authors envision a four phase accountability strategy which attempts to move the system away from a reliance on penalties and rewards and toward a system based on cooperation and communication. An overview of an effort to implement this kind of approach in New York State is provided.  相似文献

In an optometry subject which utilised group projects, students complained that awarding the same mark to all group members was often not a fair reflection of individual effort. Accordingly, an examination was made of procedures for assessing the contribution of an individual to a group project. A classification system for such schemes is given. One subject in the optometry course used a system which modified the group mark by a two‐part weighting factor. A detailed evaluation and critique of this scheme is given. A simpler scheme with a one‐part multiplicative weighting factor was derived from the best elements of the initial scheme. The simplified scheme is described and examples of the calculations given. Its use in another subject in the same course is described and evaluation data presented.  相似文献

Abstract

The theory of expectancy which provides a clear path to a desired goal was applied through the delivery system of contract grading in order to determine if business student motivation and effort could be increased. Experiments were conducted during the 1974-75 school year using nine classes of college students with 280 total participants. Seven classes experienced contract grading and two experienced traditional grading methods. Results showed that student effort increased significantly using the contract grading method.  相似文献

Assessment is an ongoing process that evaluates samples of completed student assignments to determine whether the underlying curriculum effectively produces the desired learning outcomes. Each year, the current system of tracking and storing artefacts for assessment becomes increasingly difficult. Compiling the results is a time-consuming process. EAST provides a cohesive web-based solution for managing assessment artefacts. EAST aids the assessment effort through the ability to easily store artefacts in electronic form, support and record the assessment of student work, and ease the development of reports. This paper discusses the analysis, development and features of EAST. The first section discusses the analysis phase of the project, highlighting the system objectives and the requirements of the EAST system. The second section details how the EAST system was developed and implemented. In the last section, features of the system are described and its contribution to the school's assessment effort is discussed.  相似文献

Self-worth theorists have claimed that students of lower ability may reduce effort in likely failure situations to avoid the attribution of poor performance to their own incompetence. The likely success of mastery learning, an instructional technique stressing student persistence, has been questioned because of this phenomenon. Several studies which examined the hypothesized relationship between achievement, effort, and perceived ability within a mastery context were conducted. In none of the studies did it appear that students reduced effort because of the threat of failure or that expending effort led to lower estimates of ability. In fact, students expending effort rated their ability as having a more positive influence on performance than less persistent students. It is argued that mastery learning, like some achievement change programs, encourages students to attribute their performance to their level of effort.  相似文献

For more than 15 years, Vietnam has worked to develop a quality assurance (QA) system as part of its effort to reform higher education. The government’s effort seeks to respond to widespread criticism over the quality of training in higher education. The appropriation of western QA mechanisms and the effectiveness of the QA system as it has been implemented, however, is still viewed with scepticism. This paper reports on a study of academics and QA practitioners’ perceptions of quality assurance. Documentation and in-depth interviews were used in the study. The findings show that QA remains a new concept in the country, which appears to have promoted a compliance-driven approach to mandated policies rather than a system that promotes academics’ engagement in continuous improvement. Moreover, the appropriated mechanism may be seen as contradictory to the values respected by academics and rooted in a Confucian society.  相似文献
