ABSTRACTInformation centers are increasingly being confronted with the challenges of shifting information environments. The development of a digital information society has dictated that libraries devise strategies to capture, describe, and provide access to these digital documents in addition to physical formats. This is nowhere more apparent than in the field of government information. With a public access mandate and a distribution model that has forever been destabilized by the development of low barrier Web publishing technologies, libraries providing access to government information face more challenges than ever. This article looks at the possibility of using topic modeling to increase access to the growing number of poorly described digital texts distributed to libraries and archives. The article provides a basic overview of what topic modeling is and its potential applications in libraries, describes some popular tools and potential workflows, and illustrates how the author tested a potential workflow. 相似文献

In a world characterized by the use of rapidly advancing technology, public libraries are championing the rights of the individual to equitable public access to information provided over the Internet. But beyond general connectivity, libraries are also facilitating citizens' access to networked community information (CI) by actively linking users with relevant sites, by hosting pages for other service providers, and by participating in community networking initiatives. For individuals, the availability of networked CI means that they can access it at anytime and from any place, including the home, office, and public library. This article reviews recent trends in the networked CI literature, including public library involvement, and then discusses a major study underway for which multiple methods are being used to collect data from users, librarians, and service providers in three states. Particular attention is given to explaining the use of theory specification to apply Dervin's sense-making framework in an online environment. 相似文献

Abstract The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet. 相似文献

ABSTRACTCitizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives. 相似文献

This article presents a literature review of methods for evaluating serials, or networked electronic resources, usage, and focuses on point-of-use intercept Web surveys. In the context of the MINES for Libraries protocol administered by the Association of Research Libraries (ARL) and derived from the indirect cost study methodologies developed by Franklin and Plum, the article discusses a variety of point-of-use Web survey implementation methodologies used in libraries. It discusses sampling plan options and articulates issues related to the mandatory and optional versions of the point-of-use Web survey protocols with an emphasis on nonresponse bias. The article provides a set of methods that libraries can use to continue to evaluate their networked electronic services in innovative ways to better serve the research, teaching, and learning needs of their users. 相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. Digitized historical publications, bibliographies, and an agency history enhance services for researchers. 相似文献

Australia has a well-established history of access to government information and publications by citizens, much of it through libraries. The changes in the 1990s and 2000s with the move to electronic publishing and Internet access have led to significant changes in the accessibility of information. In 1997, the Australian Government framework for electronic delivery of information service was established by the report Management of Government Information as a National Strategic Resource. Since this report, there has been a rapid increase in the availability of government information, including government publications. There has also been an increased demand for public libraries to support access. The paper reviews establishment of the initial framework and changes in the past decade. Trends in production of government information, citizens' use of electronic Australian Government publications, satisfaction with online government services, and implications for libraries are analyzed. 相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government. 相似文献

Abstract Geospatial information access continues to be central to the mission of geography and map libraries. Providing or facilitating access has been, and continues to be, a dynamic process in light of both technological change and policy challenges. While technological changes in providing access have gathered much attention in the literature, substantive discussions regarding policies and practices preventing or assisting information access have been lacking. Even more troubling is the fact that archiving digital geospatial information receives even less attention. This first paper reviews developments and trends with regard to digital geospatial libraries, as this concept has become the primary metaphor by which access is measured. The second paper will focus on international trends related to the effect of policy and practice in terms of promoting the sharing and use of geospatial information needed to bridge gaps in access. These comparative policy and practice perspectives are also needed in order to point to the true promise held by new technologies for sharing, exemplified by digital libraries designed for geospatial information. 相似文献
