Governments around the world are adopting facial recognition technology (FRT) to improve public services and law enforcement. Past research has shown that such applications may result in discriminatory effects and threaten privacy. This study shines light on the question of what drives public opinion regarding FRT in different socio-political contexts. Based on an online survey and semi-structured interviews, this study finds that citizens in China, Germany, the United Kingdom, and the United States differ in their acceptance of the official public use of FRT. China has the highest approval rates, Germany and the US have the lowest, and the UK lies in the middle. Our results show that people are generally more willing to accept FRT in public spheres when they trust government institutions, believe the technology should be managed by the central government, and have an affinity for technology. People's awareness of a country's previous history of surveillance further shapes their perceptions of FRT. Across all four countries, we also show that privacy concerns, especially of FRT compromising one's privacy, have the biggest influence on respondents' attitudes. Expanding on existing research into FRT acceptance and usage, our results suggest that policymakers urgently need to address the current regulatory vacuum.  相似文献

In the last decade, two online archaeology data repositories, Digital Antiquity's The Digital Archeological Record (tDAR) and the Alexandria Archive Institute's (AAI) Open Context, have emerged in the United States as key players in the development of technology and Web platforms for preservation and public online access to archaeological research data. The need for these services has intensified since 2011, in the wake of U.S. federal open access mandates and funding agency data management plan requirements for grant applications. Through a comparison of selected features of tDAR and Open Context, this article highlights similarities and key differences in their designs, data management policies, and practices, and provides guidance to subject specialist librarians and others who advise archaeological researchers about how these differences can impact the suitability of each repository for specific data characteristics.  相似文献

In the summer of 2004, it was revealed that the U.S. Census Bureau had provided tabulations in 2002 and 2003 on Arab Americans to the Department of Homeland Security that included detailed information on the number of people of Arab backgrounds living in selected ZIP codes. Although not a violation of law, the Census Bureau realized that this perceived breach of confidentiality would have a negative impact on public trust, and within a few months following the news of the Arab American tabulations it announced that it would no longer assist law enforcement and intelligence agencies with tabulations on ethnic groups and other sensitive populations. In spite of this damage control, we believe that the Bureau's tabulation of Arab Americans provides momentum to a process that adversely affects data quality by increasing both non-response and the cost of obtaining survey and census data. We argue that there are no “methodological fixes” that can repair the damage, and further that public relations campaigns and internal administrative changes are not optimal solutions because of the governing structure within which the Bureau currently operates. Ultimately, the best way to limit the damage already done is to effect a political solution. Toward this end we describe short- and long-term actions. In the long run, we recommend removing the Census Bureau from the Executive branch of government and re-structuring it under a permanent and non-political oversight panel similar to either the Federal Reserve Board or the Congressional Budget Office. Such a move would make a strong statement that the Bureau is non-partisan federal statistical agency.  相似文献

The U.S. Bureau of the Census has announced its intention of making the Internet and other electronic systems the primary sources for gaining access to its statistics. The Bureau has begun to design the Data Access and Dissemination System (DADS) as the delivery system for the 2000 Decennial Census and ultimately as the single information system for access to all Census statistics. On the basis of consultations with users, the Bureau adopted a set of design principles for DADS. Most custom products available over DADS will be fee-based. Census is also considering the use of partnerships with private sector parties. The Bureau is also developing a metadata system for use in accessing all agency data. Data users have the opportunity to voice their views about the design of DADS.  相似文献

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.  相似文献

U.S. emergency alert systems (EAS) run on legacy software with aging hardware and limited cybersecurity. While EASs are an essential component of the U.S. critical infrastructure, they are often under-funded, and workers frequently lack the knowledge to protect these systems adequately. Recent compromises of various EASs have not inspired public confidence. We present a method for EAS authorities to engage with external cybersecurity researchers to find, recover from, and disclose vulnerabilities using coordinated vulnerability disclosure (CVD) policies. Clearly written CVD policies set guidelines and legal bounds for cybersecurity research, taking advantage of researcher expertise while working to strengthen the cybersecurity of the patchwork public-private-government networks comprising EASs. We intended to investigate the CVD policies of EASs in seven southeastern states; however, we could find no CVD policies through the entire supply chain. Instead, we investigated the CVD policies of the top 10 technology firms on the Fortune 500 list, analyzing best practices in terms of publication of a CVD policy, as well as: setting eligibility requirements, describing the submission process, delineating researcher restrictions, outlining agreements on sharing credit, and explaining bounties (if relevant). We recommend that EAS authorities develop CVD policies in line with suggested criteria, using policies from top technology organizations combined with the proposed framework, and using cybersecurity researchers as a valuable component of the EAS supply chain.  相似文献

This article examines the practices of, and the policies governing, U.S. executive agency publishing and printing for the period covering 1919–1950s. Particular attention is paid to the activities of the congressional Joint Committee on Printing (JCP) of the 67th Congress, as well as advancements in the graphic arts. Attention is also paid to the inherent, and sometimes bitter, institutional tensions that resulted from the publishing activities of the executive branch. The Census Bureau protects the confidentiality of census records with fervent adherence to the law and with sensitivity to public opinion. Within this framework, the Bureau uses advanced technology to store, transmit, and tabulate data. Because of the responsible manner in which the Bureau applies the new technology, no history of computer abuses exists in connection with the decennial censuses. Our intent in planning the upcoming census is to keep that record intact. This article describes how the agency assures the confidentiality of census information and what it knows about the public's perception of census confidentiality.  相似文献

In October 2001, Congress passed the USA PATRIOT Act to strengthen the ability of the U.S. government to combat terrorism. Unfortunately, some sections of the Act strike at core values and practices of libraries and archives, especially in the areas of record keeping, privacy, confidentiality, security, and access to the collections. This article addresses several crucial issues with focus especially on Section 215 of the Act, privacy and confidentiality concerns, record keeping practices, and the development of policies and procedures to prepare archivists for a request from the Federal Bureau of Investigation for researcher records.  相似文献

“Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity,” formerly known as “Statistical Policy Directive 15,” is a classification system that has formed the basis of the U.S. government's collection and presentation of data on race and ethnicity since 1977. During the mid-1990s, it underwent a public evaluation to determine whether the racial and ethnic group categories should be revised. This article examines the history of Statistical Policy Directive 15 from its origins through October 1997 and evaluates its consequences on political, economic, and social life. Among the many lessons that government information specialists can take away from the history of Statistical Policy Directive 15 is that classification systems are not neutral tools that objectively reflect and measure the empirical world. Classification systems cannot be isolated from the larger political setting. They are tightly linked to public policies, and, in the case of racial and ethnic group classification, they constitute highly contested social policy about which there is little public consensus.  相似文献

Growing interest in Federal agencies' management of information technology (IT) has prompted an examination of possible causes for problems in managing information technology. Members of both the Executive and Legislative Branches believe the problems result from ineffective OMB policies. Recent research shows, though, that agency management problems have resulted, in part, from the ineffectual application of OMB policy by agencies. Social media provides athletes an efficient platform on which to build and maintain their online image. Applying the self-representation theory of Goffman (1959), this study explored the gendered differences between the self-portrayals of U.S. and Chinese athletes. Findings suggest that hegemonic gender norms still had a strong hold on Chinese athletes’ self-disclosure, whereas minimal gender differences emerged between male and female U.S. athletes. Results suggested that cultural background had a substantial impact on self-representation for all participants. Although athletes might claim agency when presenting themselves on social media, the practice of self-portrayal should be examined within specific cultural contexts.  相似文献

Communities traditionally have relied on demographic and economic data from the decennial census for key decisions. Those same data are used by Congress and federal agencies to distribute billions of dollars, to administer federal programs, and to evaluate the results of federal policies. As the decade progresses, communities and their financial supports have had no alternative other than to live with the fiction that their areas have not changed since the last census. This article describes the American Community Survey, which the U.S. Census Bureau has designed to provide demographic, economic, and housing information to communities every year instead of every 10 years, providing them with a “video” of changes in their areas, rather than the current decennial “snapshot.”  相似文献

It considers the social and political background of the census and the reasons that Native Americans were not counted by the census until 1890. Demonstrating the practical value of public research has been an important subject in science policy. Here we present a detailed study on the evolution of the citation linkage between life science related patents and biomedical research over a 37-year period. Our analysis relies on a newly-created dataset that systematically links millions of non-patent references to biomedical papers. We find a large disparity in the volume of citations to science among technology sectors, with biotechnology and drug patents dominating it. The linkage has been growing exponentially over a long period of time, doubling every 2.9 years. The U.S. has been the largest producer of cited science for years, receiving nearly half of the citations. More than half of citations goes to universities. We use a new paper-level indicator to quantify to what extent a paper is basic research or clinical medicine. We find that the cited papers are likely to be basic research, yet a significant portion of papers cited in patents that are related to FDA-approved drugs are clinical research. The U.S. National Institute of Health continues to be an important funder of cited science. For the majority of companies, more than half of citations in their patents are authored by public research. Taken together, these results indicate a continuous linkage of public science to private sector inventions.  相似文献

More than 5,000 households with a person identified as having a physical, mental, or emotional condition that impairs participation in activities were surveyed about their opinions concerning barriers to public library use and opinions about efforts by public libraries to be useful to people with disabilities. Results showed that perceptions of accessibility, collections, and presence of assistive or adaptive devices for people with disabilities were slightly more positive if someone in the household had used the public library in the past year. Data used for the study were from the October 2002 Current Population Survey, a federal survey conducted by the U.S. Census Bureau for the Bureau of Labor Statistics.  相似文献

This paper describes the new and inexpensive technologies that have been developed at the U.S. Bureau of the Census in order to assist in data processing of census results in developing countries. The process of U.S. technical assistance in this field is described. The authors then consider differences and similarities in processing and producing census data. The article concludes with a discussion of the available technologies, including microcomputing software developed for the 1990 census round.  相似文献
