R&D consortia have been regarded as an effective means of promoting innovation. Several R&D consortia obtain public financial support, which may affect their governance structure and performance. This study investigates the governance mechanisms of publicly funded R&D consortia and their effects on innovation performance. Few studies have empirically addressed the effect of project monitoring by the government or the role of project leadership in R&D consortia. Focusing on a major support program for R&D consortia in Japan and using a sample of 251 firms that participated in publicly funded R&D consortia from 2004 to 2009, we empirically confirm that to enhance firms’ innovation performance, both project leadership as internal discipline and government monitoring as external discipline matter. Our results show that project leadership directly improves firms’ innovation performance, while firms’ commitment indirectly affects performance. Project leadership and government monitoring also promote commitment. Furthermore, both factors are complementary: consortia members are more willing to accept a project leader’s coordination under stricter government monitoring.  相似文献

This paper analyzes how different R&D strategies of incumbent firms affect the quantity and quality of their entrepreneurial spawning. When examining entrepreneurial ventures of ex-employees of firms with different R&D strategies, three things emerge: First, firms with persistent R&D investments and a general superiority in sales, exports, productivity, profitability and wages are less likely to generate entrepreneurs than firms with temporary or no R&D investments. Second, start-ups from knowledge intensive business service (KIBS) firms with persistent R&D investments have a significantly increased probability of survival. No corresponding association between the R&D strategies of incumbents and survival of entrepreneurial spawns is found for incumbents in manufacturing sectors. Third, spin-outs from KIBS-firms are more likely to survive if they start in the same sector, indicating the importance of inherited knowledge. These findings suggest that R&D intensive firms are less likely to generate employee start-ups, but their entrepreneurial spawns tend to be of higher quality.  相似文献

政府补贴对企业开展创新活动和持续性发展意义重大。为了探讨政府研发补贴与非研发补贴对企业创新投入的影响,以及企业金融化与所有权性质在两者间的调节作用。本文运用我国2007-2019年上市企业数据,基于信号理论分析政府研发补贴与非研发补贴对企业研发投入的非对称影响,并探讨企业金融化与所有权性质在政府补贴影响企业研发投入的联合调节效应。结果发现:(1)政府的研发补贴会对企业研发投入产生倒U型影响,政府非研发补贴会对企业研发投入产生积极影响;(2)企业金融化会使得政府研发补贴对企业研发投入的倒U型影响效应更凸,并负向调节政府非研发补贴对企业研发投入的影响;(3)国有企业属性会负向调节政府非研发补贴对企业研发投入的影响,且国有企业的金融化对政府研发补贴与企业研发投入的倒U型关系的调节作用弱于非国有企业;(4)不同地区和上市板块异质性分析发现,企业的政府研发补贴与非研发补贴对企业研发投入存在的非对称影响存在较大差异。  相似文献

Using information on 31 in-depth cases of individual M&A deals, we show that technological and market-relatedness between M&A partners distinctly affects the inputs, outputs, performance and organisational structure of the R&D process. While the findings in the literature on the effect of M&A on R&D are quite mixed, we can sharpen results by analysing data at the level of the R&D process. This comes at the price of a smaller sample and more qualitative data, for which caution in the interpretation is necessary. M&A between partners with ex-ante complementary technologies result in more active R&D performers after the M&A. In sharp contrast, when merged entities are technologically substitutive, they significantly decrease their R&D level after the M&A. Moreover, R&D efficiency increases more prominently when merged entities are technologically complementary than when they are substitutive. These two findings on the R&D level and the performance support the scope economy effect of M&A, on the one hand, and reject the scale economy effect of M&A, on the other. Next, for cases in which partners were active in the same technological fields before the M&A, the reduction of R&D is more prominent, while the R&D efficiency gain is smaller if merged entities were rivals in the product market prior to their merger than if they were non-rival. This paper investigates the effect of tax incentives on R&D activities in Taiwanese manufacturing firms. The propensity score matching (PSM) estimates show that recipients of R&D tax credits appear on average to have 53.80% higher R&D expenditures than that they do without receiving tax credits, while there is no significantly higher growth rate of R&D expenditure. This study further employs the panel instrumental variable (IV) and generalized method of moment (GMM) techniques to control for endogeneity of R&D tax credits and firm heterogeneity in determining R&D expenditure. The R&D tax credit is witnessed to exhibit a significantly positive influence on R&D expenditure and its growth, especially for electronics firms. The marginal effect is moderate, ranging from 0.094 to 0.120. Specifically, the R&D elasticity concerning tax credits tends to increase gradually along with the approaching expiration of R&D tax credits measure, lending a supportive view on its efficacy.  相似文献

本文基于资源基础理论、信号传递理论及制度观等,以我国纺织行业上市公司为研究样本,研究政府补贴对纺织企业研发投入的影响,并分析地区知识产权保护水平与企业所有权性质的调节作用。研究发现:政府补贴在一定界限内会促进研发投入增加,超过一定界限时会产生挤出效应,政府补贴与研发投入之间呈倒U形关系;企业所有权性质与地区知识产权保护水平都有显著调节效应,政府补贴发挥的激励作用在民营企业内更强,在地区知识产权保护水平较高的地方也较强;联合调节作用表现为:当地区知识产权保护水平较高时,政府补贴对研发投入的影响会因为企业所有权性质不同而有较大差异,且在民营企业内促进作用更显著,反之,政府补贴对研发投入的影响程度在国有和民营企业中差异不明显;政府补贴与企业研发投入之间的关系在纺织业、纺织服装业、化纤制造业3个子行业中有区别,政府研发补贴对化纤制造业研发投入激励作用最大,其次是纺织服装业,而纺织业中则不显著。  相似文献

We analyse whether public subsidies supporting collaborative research and development (R&D) projects in small and medium-sized enterprises (SMEs) are able to encourage persistent R&D investment and interorganisational networking more than subsidies supporting individual R&D projects. Adopting a counterfactual approach to policy evaluation, we compare subsidies for collaborative R&D and for individual R&D implemented in the same Italian region in the same period. Our findings suggest that, once public support is no longer available, the two subsidies have different effects on different types of SMEs. If the policymakers’ objective is to increase the number of R&D-performing SMEs over time, they should provide subsidies for collaborative R&D to firms with modest R&D experience. If their objective is to increase the amount of spontaneous R&D investment over time, they should target SMEs with some prior R&D experience, using either subsidy. Finally, if their objective is to induce SMEs to network with external organisations, subsidies for collaborative R&D projects should be preferred to subsidies for individual R&D projects.  相似文献

Many countries spend sizeable sums of public money on R&D grants to alleviate debt and equity gaps for small firms’ innovation projects. In making such awards, knowledgeable government officials may certify firms to private financiers. Using a unique Belgian dataset of 1107 approved requests and a control group of denied requests for a specific type of R&D grant, we examine the impact of subsidies on small firms’ access to external equity, short term and long term debt financing. We find that obtaining an R&D subsidy provides a positive signal about SME quality and results in better access to long-term debt.  相似文献

The ‘triple helix’ of the university-industry-government relationship and habitat are accepted as important determinants of innovation and entrepreneurship. However, empirical explorations of the effects of these variables and their interrelationships on regional entrepreneurial activities are highly limited. To fill this gap, we investigate the effect of the triple helix system and habitat on birth and death rates of U.S. firms at the state level. As expected, we find that industrial R&D expenditure plays an important role in promoting regional firm birth. However, university and government R&D also generate a synergistic effect that indirectly influences regional firm birth rates. In addition, we find that the synergy between university and industrial R&D enhances the sustainability of firms, while the interactions between (1) university and government R&D and (2) government and industrial R&D are associated with an increase in firm death. Other factors linked to more favorable conditions for firm formation include higher educational attainment in a region, lower tax rate, and habitat factors affecting quality of life, such as lower housing prices and higher rates of health insurance coverage. In regions with high entrepreneurial activity, we find positive synergistic effects of the interactions between (1) university and government R&D and (2) university and industrial R&D on firm birth rate, suggesting that university R&D plays an important role as an ‘entrepreneurial mediator’ among the three spheres in the triple helix system. In low entrepreneurial regions, the only triple helix system factors significantly influencing firm birth rate were tax rate. This finding suggests that the independent and interdependent components of the triple helix system and habitat are less powerful in low entrepreneurial regions.  相似文献

This paper investigates domestic and foreign innovating firms’ determinants of R&D collaboration with domestic universities and public knowledge institutes in Finland and the Netherlands. We put particular emphasis on the impact of incoming academic spillovers on the probability to co-operate with these public R&D institutes.Based on data from Community Innovation Surveys we find that foreign firms in the Netherlands are less likely to co-operate with domestic public knowledge institutions than domestic firms, while in Finland no significant difference can be detected. Another result is that incoming knowledge spillovers are an important determinant for R&D collaboration with domestic public knowledge institutions in both countries. In case of foreign firms in Finland, incoming knowledge spillovers affect the probability to co-operate with public knowledge institutions more positively compared to domestic firms. For the Netherlands no substantial difference could be found in this respect. Further, innovating firms in Finland that require academic or basic knowledge do not co-operate significantly more with public knowledge institutions than those that need applied knowledge. At the same time they are willing to share knowledge with public R&D partners. In the Netherlands innovating firms that require relatively more basic than applied knowledge, increase the probability of co-operation with Dutch universities and public knowledge institutions but there is reluctance to share proprietary knowledge with public R&D partners. For both countries no significant difference between foreign and domestic firms with regard to academic knowledge requirements could be found. This raises the issue whether Finnish innovation policies with a strong focus on R&D co-operation provide incentives for strategic behaviour by domestic public partners to put more emphasis on applied research.  相似文献

政府创新补贴是一国扶持农业企业技术创新的重要政策工具,政策目标是促进农业企业的R&D投入杠杆效应而非形成补贴依赖,但补贴绩效如何尚缺乏系统研究。本文利用手工方式从涉农上市企业公开披露信息整理出的2012-2014年三年样本数据,构建联立方程模型实证分析了政府补贴对农业企业R&D投资的影响效应及其差异性。研究结果发现,政府补贴对涉农企业R&D投入的激励效应显著,但行业之间存在较大差异;涉农企业的绩效增长短期对主营业务R&D投入会发生杠杆效应,但长期来看效应微弱,R&D投资行为具有一定的补贴依赖倾向。此外,涉农上市企业内部治理与经营水平也是影响政府补贴对R&D创新投入效率的重要因素。最后,本文从政府补贴的资助对象、方式和监管补贴用途等方面提出了相应的政策建议。  相似文献

In recent decades, with the rapid development of the knowledge economy and science, countries have embraced technical innovation and have gradually increased investment in research and development (R&D). A vast literature indicates that the relationship between R&D and firm performance is highly complex. The evidence suggests that R&D positively influences firm performance, yet findings on the process by which this happens are mixed. Rigorous analyses are required on how R&D investments affect energy consumption. This study explores the impact of R&D investment on the performance and energy consumption of 476 firms in Ethiopia by employing a combination of fixed-effect, propensity score matching, and endogenous treatment effect estimation methods. The empirical results reveal that investment in R&D positively influences both innovation and long-term financial performance but negatively impacts short-term financial performance and energy consumption. The results also show that the impacts of R&D activities vary significantly across different categories of firms, confirming that heterogeneity may be an issue among the firms considered. The results also indicate that the availability of credit is a more important moderating factor in the relationship between R&D investment and firm performance than the legal system is. These results have important implications for firms with growing R&D operations, especially those in developing countries such as Ethiopia. Ethiopian firms should invest more in R&D activities, such as in fundamental and applied research, to improve performance and enhance competitiveness.  相似文献

This paper investigates the extent to which a regulatory environment for R&D subsidies shapes the magnitude and direction of R&D subsidies set by a government and consequent innovation paths. When the WTO adopted a permissive regulatory environment, we find that the Korean government increased R&D subsidies significantly (89.21%) and selectively so for firms and industries with higher returns. Recipient firms conducted less basic research and more development research. Improvements in innovations were mostly incremental and minor. However, such changes did not persist once the WTO switched to a restrictive regulatory environment. Our findings show that the regulatory environment imposed by the WTO largely affects allocation of R&D subsidies and suggest that a permissive regulatory environment may not necessarily maximize the potential for breakthrough innovations.  相似文献

This paper investigates the role of government R&D subsidy programs in stimulating knowledge spillovers. R&D subsidies are an effective public policy instrument when knowledge spillovers exist yet ex ante it is difficult to identify projects that have the greatest potential to increase innovation and economic growth. This paper derives a set of project and firm attributes that the literature finds generate knowledge spillovers and uses data on project proposals to estimate the degree to which a government R&D program conforms. We find that projects that were awarded R&D subsidies were more likely to have attributes such as participation in new research joint ventures and connections to universities and other firms. Following the post-award activities of firm, we find that receipt of a government R&D subsidy increased the funding from other sources when compared to firms that were not awarded funding.  相似文献

In this study, the determinants of private R&D investment are examined at the level of firms in the Turkish manufacturing industry. We focus our attention on the effect of public R&D support programs. Our findings indicate that public R&D support significantly and positively affects private R&D investment. There seems to be even an “acceleration effect” on firm-financed R&D expenditures. Smaller R&D performers benefit more from R&D support and perform more R&D. In addition, technology transfer from abroad and domestic R&D activity show up as complementary processes. Given the scarcity of studies on R&D support in technologically weaker economies, our hope is that the less-developed countries can exploit these findings in constructing socially beneficial technology policies.  相似文献

R&D subsidies designed to encourage innovation efforts by firms may have intended and unintended effects on the way they organize their innovation process. We present empirical evidence on how R&D subsidies affect firms’ R&D cooperation strategies. In particular, we investigate whether receiving public R&D subsidies affect the probability that a firm will set up an R&D partnership with a public research organization (PRO), or with other firms. Our main findings are: (i) public support significantly increases the chances that a firm will cooperate with a PRO, and (ii) public support also increases the likelihood that a firm will establish private partnerships, but to a smaller extent and only when firms have intangible knowledge assets. These results suggest that public R&D programmes trigger a behavioural change in firms’ R&D partnerships, alleviating barriers to cooperation.  相似文献

There have been many previous studies exploring the relationship between R&D performance and firm size; however, to our knowledge, this issue has never been examined in terms of R&D output elasticity. This paper therefore sets out to re-examine the relationship of the two variables using R&D output elasticity as a measure of R&D performance. A total of 126 manufacturing firms, listed on the Taiwan Stock Exchange over the period from 1994 to 2000, are taken as the analytical sample. One practical consideration for choosing these particular firms is the relative abundance of data available for the variables for a longitudinal investigation. The estimates suggest that there is an approximating ‘U-type’ relationship between R&D productivity and firm size. This finding suggests that both large and small firms have higher R&D productivity, and even when the sample is divided into the high-tech and traditional sectors, such a finding still holds. Therefore, in contrast to the prior studies, this study shows that size offers advantage in R&D performance.  相似文献

This paper shows that firm heterogeneity in technological competence, rather than differences in industry-specific characteristics, is the primary condition determining the long-debated relationship between firm size and R&D. Specifically, by utilizing a formal model of firm R&D that shows that profit-maximizing firm R&D intensity is determined jointly by firm-specific technological competence and consumer preference regarding quality and price, this paper suggests that firm size affects firm R&D intensity not directly, but through its influence on firm-specific technological competence. In particular, four predictions are drawn and tested empirically: (1) in general, the size-R&D relationship is less-than-proportional or inverted U-shaped, especially for low-technological-competence firms; (2) however, the common less-than-proportional relationship disappears, and a more-than-proportional relationship becomes increasingly likely, for firms with high levels of technological competence, plausibly due to competence-enhancing, learning economies of scale and/or scope in R&D; (3) firms with larger accumulated R&D experience are, ceteris paribus, less likely to exhibit the common less-than-proportional relationship; (4) among industries, a greater within-industry departure from the proportional size-R&D relationship is expected for industries with seemingly high, rapidly changing technological-opportunity conditions. These predictions, especially pertaining to the conditioning role of technological competence in the size-R&D relationship, are empirically supported by the unique data by the World Bank.  相似文献

本文基于软件与信息企业的微观截面数据,应用Tobit模型,检验了研发投入与企业规模、所有制类型及政府补贴等因素的关系。研究发现,研发投入与企业规模存在U型关系,国有企业同其他类型企业相比,在研发投入上未表现出显著差异,企业年龄、企业利润率与研发投入具有显著的负向关系,政府补贴有利于企业研发投入,出口、资本密集度对企业研发投入无显著性影响。  相似文献
