Whether public and private school choice initiatives usher in widespread enrollment changes or whether they cater to a small niche of students critically depends on the decisions that parents make on behalf of their children. Thus far, participation rates in most programs have proved disappointing. This article focuses on parents' knowledge of and interest in the choice provisions under the No Child Left Behind Act (NCLB), for which a miniscule percentage of qualifying students nationwide have enlisted. Drawing from a survey of Massachusetts public school parents completed in the summer of 2003, 18 months after NCLB's enactment, two basic findings emerge. First, although parents claimed to be familiar with NCLB, the vast majority of those who in fact qualified for the act's choice provisions did not know that their child's school was on the state's list of underperforming schools. Second, parents with children in underperforming schools were especially interested in pursuing alternative schooling options. This interest, however, did not derive from pointed dissatisfaction with their current schools, and it was regularly directed toward options that NCLB does not afford-specifically, private schools. An essential point underscores these findings: If advocates of NCLB are to boost participation rates, and if scholars are to accurately predict the likely scope of other kinds of school choice programs, parents require considerably greater attention than they have received up until now.  相似文献

In Spain, the exercise of choice by parents of a suitable school for their children is not practised by all families in the same way. The evidence shows that an increasing social polarisation and a substantial disequilibrium in schooling are taking place in compulsory education. There is a high concentration of immigrant students in public schools in contrast with what happened in the centros concertados (private schools with public funding). This situation is especially unbalanced in some Autonomous Communities, such as the Community of Madrid, Catalonia, Valencia and Andalusia. The inequalities in the distribution of students in the network of public schools and private schools financed by public funds are producing significant responses from parents, teachers, experts, and also from other social groups. Some of the proposals made by different experts and by the Spanish Ministry of Education are analysed in order to reach to a quality education in more equitable conditions for all students.  相似文献

School choice survey data from the Metropolitan Nashville Public Schools, a large county‐wide school district, is analysed to examine the characteristics of parents who consider choosing private schools for their children and those who do not. We examine differences in background, including race, educational attainment and socioeconomic status, as well as differences in parent satisfaction with their child’s previous school, parent involvement in school, parents’ priorities in school choice, as well as parents’ social networks. After controlling for background characteristics, we find that parent satisfaction with their child’s previous school was not a predictor of considering a private school. Rather, parent involvement seems to be a more important indicator of whether or not a parent would consider sending their child to a private school. In this case, parents are not ‘pushed’ away from public schools, contrary to much public rhetoric that suggests private schools are somehow inherently ‘better’ than public schools and parents who are dissatisfied with their public schools will opt for private schools. Instead, these findings suggest a ‘pull’ towards private schools. Parents may perceive that parent involvement and parent communication are more easily facilitated and valued in private schools.  相似文献

The American experiment with charter schools advanced on dual impulses of increasing opportunities for disadvantaged students and unleashing market competition. While critics see these independently managed schools as a form of privatisation, proponents contend that they are public schools because of funding and accountability arrangements and potential benefits, and believe that the economic logic around these schools will produce equitable educational opportunities. This analysis considers how charters are or are not instances of privatisation in education, showing that the marketised environment they are intended to nurture serves as a route for profit-seeking strategies. In reviewing the research on charter school organisational behaviour and outcomes in marketised environments, I find evidence of de facto privatisation in function if not in form. As charter schools often act like profit-seeking entities, but fail to achieve expected academic and equity outcomes, the concluding discussion considers how these schools are placed between conflicting goals, and serve as entry points for private organisations seeking to penetrate the publicly funded education sector. I conclude that perhaps their most important role is in serving as a vehicle for privatising public policy—diminishing the public while enhancing the position and influence of private interests and organisations in education policymaking.  相似文献

Abstract

In this paper, we consider the relationship between the existence of private schools and public attitudes towards questions about educational provision. Data from the 2010 British Social Attitudes survey suggest that parents who choose to send children to private schools may become more entrenched in their support for more extensive forms of parental partiality, with potential ramifications for the future supporting of progressive education policy. We suggest that addressing questions about the existence of certain forms of education and school choice policies requires consideration of the broader ethical environment.  相似文献

Given state cuts to US public education, overcrowding and underfunding in urban district schools continue to grow. Yet, how parents understand the role of state disinvestment on underfunded and overcrowded public schools remains relatively unexamined. Drawing from an ethnographic study of school choice in Arizona, I explore how a group of white parents from diverse income and educational levels, who exited their child from a district school to enroll in a charter school, articulated state disinvestment in their everyday lives. Findings show that parents blamed local schools for what were largely the effects of state disinvestment. In particular, parents connected underfunding and overcrowding with a lack of district responsiveness to individual concerns to express the view that dire conditions were a personal and not a collective problem. Concurrent with the view that they were ‘were forced to choose’ a charter school due to a lack of district responsiveness, parents developed the belief that choice makes education more equal, especially for students who don’t ‘fit in’ to the district school. In total, findings highlight how technologies of choice enter into local cultural and material struggles to transform the relationship between parents and schools from a social to an economic one.  相似文献

This articles deals with the question why Dutch upper‐middle‐class parents resort to fee‐paying private education, a tiny, recently developed sector of the Dutch educational system. The research is based on interviews with 37 parents and 20 students attending private schools, and on a survey among 376 parents involved in private schooling. From the data is concluded that ‘lack of discipline’ is the main reason for parents and students alike to choose a private school. Failing to succeed in secondary school lessens the chances of reproduction of parental class position. Analysis of the interviews shows that the parental style of upbringing, marked by negotiation and mutual consent, can make it difficult to acquire the discipline that is needed to follow a successful educational career. Moreover, parents criticize the regular schools for their lack of discipline on the one hand, attention to individual needs on the other. The private schools, characterized by strict rules, permanent supervision, and intense engagement with students, take over the discipline neither parents nor regular schools can provide. In that way, students are able to qualify for tertiary education, needed to ward off future downward mobility.  相似文献

This paper analyzes the parent decision-making processes underlying school selection in Nepal. The analysis is based on primary survey and focus group data collected from parent meetings in diverse local education markets in two districts of Nepal in 2011. It highlights three main arguments that are less frequently discussed in the context of school choice, including in developing countries. First, children who go to public schools play a significant role in their own decision-making on schooling; this complicates the currently predominant conceptualization that schooling decisions are primarily made by parents and school officials. Second, the gradual growth in private schools has led to significant sorting of students and created a stigma around public education. Finally, in contexts such as Nepal, that suffer from political conflict, and poor conditions for law and order, a school’s proximity to their home becomes a greater priority for students and families.  相似文献

What are the social and educational benefits and costs of being educated in a largely white environment? And what will be the benefits and costs as private schools themselves become increasingly black? A substantial body of research has shown how white, middle-class parents in urban school districts use school choice as a tool to pursue educational advantages for their children. The purpose of this qualitative research was to examine the debate over neighborhood schools and school choice among a diverse group of parents in a gentrifying, yet highly diverse New York City neighborhood that I call “Prospect Point.” My central focus was studying a parent advocacy group that supports neighborhood schools. Findings show that about one third of families living in Prospect Point choose to send their children to charter or gifted and talented (G&T) schools located outside of the neighborhood. Given this outflow of parents and resources via school choice, most of the gentrifier parents in the sample who opted in to the local schools viewed their choice as a politically charged decision, and they credited the parent advocacy group as having influenced it. As a group, they rejected the consumer model of school choice, which they believed put the local schools at a disadvantage and was the norm for their racial/ethnic and socioeconomic demographic. Opt-in parents in this context recognized their privilege, and their children’s privilege, in the school-choice process and actively sought to diminish it through their choice to opt in. This research has important implications for the transformative role that parent mobilization can play in the future of diverse, high-quality public education and our democratic society.  相似文献

Although much research has focused on the public school experiences of African American students, few studies exist that explore their race-related experiences within an independent, private school context. Studies have suggested that, while private, independent schools may elevate the quality of African American students’ education, many of these students experience social isolation from their peers. Using a qualitative methodology, the current study explores the experiences of African American students attending a private, independent school. Moreover, this investigation explores how schools as well as parental contexts contribute to racial identity development. Results indicated the importance of parents, schools and other significant institutions as racial socialization agents as well as their influence on specific identity-related processes. Traditionally, most systems have required that parents send their children to a school within the district of residence and close to the family home, sometimes with an elite private system co-existing alongside. In recent years, this basic model has been modified, with some countries witnessing more extensive changes than others. This article outlines the range of change that has taken place along the dual axes of promoting diversity and establishing room for the exercise of parental choice. The synthesis article draws on the material submitted by all the countries participating in the OECD study, and not only those which feature specifically in this issue.
The first section reviews the current situation regarding parental choice of school and evidence relating to how that choice is exercised by different groups of parents. For choice to be exercised, there must be alternatives to choose from, and hence there follows a review of some of the policies and practices for diversity. The article then examines diversity in more forms contrasting selective and non-selective schools, public and private schools, and formal and home schooling. Several countries have moved to greater diversification of public education, allowing for different types of schools accommodating different student ability levels or parents' educational preferences. The role of demand is clearly a central element in their emergence and differing fortunes. This in turn is closely, but not exclusively, related to the familiar factors of social advantage and reproduction as well as to issues of value choices and beliefs.  相似文献

The current system of educating disabled students provides financial incentives to schools to overidentify students as disabled and underserve those that are identified. The incentive to overidentify is caused by providing schools with additional funds as more students are placed in special education categories that are ambiguous to diagnose and require relatively low additional expenditures to address. The incentive to underserve is caused by high information and transaction costs imposed on parents using the legal process to obtain desired services. An efficient alternative to the current system is to offer disabled students vouchers worth the cost of their education in public schools with which they can attend a private school if they wish. This article considers empirical analyses of the relationship between financial incentives and overidentification as well as the potential benefits of vouchers for special education. It concludes that vouchers for special education are a promising idea for improving the quality of education for disabled students while constraining growth in special education enrollments.  相似文献

In this paper we develop a conceptual framework for analyzing school choice decisions, evaluate past empirical research, and estimate an individual level model of choice using a unique data set. Previous empirical work modeling households' decisions to send their children to public or private schools frequently employed incomplete or aggregate data that precluded firm policy conclusions. The data employed here merges 1980 individual level census data with information about schools in New York. The results suggest that parents are sensitive to the relative quality of school offerings, the tuition of religious schools, characteristics of other students in each alternative, and socioeconomic characteristics of the family. The empirical findings contribute to our understanding of the existing school choice structure and provide insights concerning new school choice proposals.  相似文献

While the current debate about the effects of vouchers focuses on the effects of private schools on achievement, it is also important to examine how the introduction of need-based scholarships influences change in school systems. This study uses a qualitative method to examine the influence of a privately funded scholarship program on strategic adaptations within urban public and private schools in a major metropolitan area. The study revealed that senior administrators in public and private schools rapidly adapted their strategies to contend with the new program: suburban public schools prevented scholarship students from enrolling; urban public schools increased choices for public school students; and private schools actively recruited students. However, the scholarships had little influence on the ways these administrators viewed school choice.  相似文献

Concerned that public schooling leads to mediocrity rather than meritocracy, many middle-class parents are seeking other options such as private schools, alternative public schools, and charter schools to develop their children's academic, creative, and athletic talents. Based on a mixed method investigation of school choice among parents (N = 1,871) in the two largest cities in the Province of Alberta, this paper examines the logic, values, and concerns that inform parental decision-making and the impact of social class differentiation in the process of selection of elementary schools. This study investigates how much the racial composition of communities influences the private school enrollment rates of members of different racial groups. Some scholars argue that private school enrollment contributes to racial segregation in public schools because White families attempt to enhance the social status of their children by leaving public schools serving communities with higher percentages of children who are Black. A second group of scholars argue that private school enrollment is primarily based on nonracial factors. A third, related perspective argues that race is of diminishing importance in driving behaviors such as school choice. This study explores these perspectives using 1990 and 2000 Public Use Micro Data Samples to estimate private school enrollment rates by student race and community racial composition. Findings indicate that private school enrollment rates among Asian, Black, and Hispanic students do not fluctuate much with community racial composition. By contrast, private school enrollment rates among White families are strongly and positively correlated with the percentage of children in their communities who are Black—even after holding constant a series of individual and community-level factors that may account for this trend. Moreover, the association between race and choice has changed little between 1990 and 2000.  相似文献
