School districts within the USA face ever-decreasing autonomy in rendering decisions regarding instruction, curriculum and the leading and managing of schools at the local level due to the ever-increasing accountability measures implemented by district, state and federal governments. This study investigates a joint university–school district partnership designed to develop turnaround administrators by exploring the tensions between autonomy and accountability. The findings indicate that mandates force educators to find new spaces that are contextually appropriate and effective in exercising their autonomy and accountability within a conceptual model for partnerships between schools, districts, universities and the governing bodies that regulate them.  相似文献

This article examines the issue of internal legitimization and its importance in securing high-quality community engagement in K-12 schools. Drawing on the literature from the fields of community engagement, school reform, school–university partnerships, and school–community partnerships, this article describes some of the prevailing challenges and barriers external partners face when conducting reform oriented partnership work in K-12 schools. The discussion focuses on four factors that contribute to enhancing external partners’ internal legitimization within K-12 settings. The article offers a set of strategies for working through each of the four components.  相似文献

This article uses a critical race theory lens to explore how members of one community-district partnership understand “community.” Engaging the community through full service schools (Dryfoos & Maguire, 2002), parent engagement programs (Comer & Emmons, 2006), lab schools through universities (Goldring & Sims, 2005), and other partnerships have become a major strand of reform in schools and districts. However, there is a dearth of critical scholarship that explores the contested meanings and implications of evoking community-laden terminology and approaches (Sanders, 2003; Warren, 2005). Using a grounded theory approach, this case study draws from a combination of ethnographic observations of governance meetings, committee meetings, and events over a year and a half; semi-structured interviews with 11 governance council members from the school district and other partners; and document analysis. Iterative rounds of coding identified ten concepts that were organized into three key categories: geographical and sociocultural conceptualizations of community, “community” as a euphemism, and structuring constraints and empowerment through advisory roles. These findings have broad implications for how we engage in community development and district partnership work in ways that are constructive, effective, and socially just.  相似文献

There is an increasing trend towards the use of external providers in primary schools. The added value of external providers in enhancing aspects of children’s learning is supported in the physical education literature. Less is known, however, about the experiences of classroom teachers working with these external providers. To address this gap and guided by the question ‘What are primary school teachers experiences of external providers?’ we conducted qualitative semi-structured interviews with primary school classroom teachers who had used external physical education providers (n?=?10). A thematic analysis of the data involved systematic coding from which themes were constructed. Findings alert to the limited partnership between classroom teachers and external providers currently. Teachers’ perceptions of external providers as having greater expertise resulted in classroom teachers engaging minimally in communicating with external providers and taking little part in lessons taught by the external provider. Overall findings indicate communication and involvement in pedagogical decision making as areas to address in reconceptualising the relationship between classroom teachers and external providers.  相似文献

As school districts move toward systemic approaches to instructional reform, they are increasingly collaborating with outside organizations in this complex work. While emerging research touts the benefits of insider–outsider collaboration, we know little about the underlying processes by which partnerships are negotiated and maintained at the district level. Drawing on data from a longitudinal case study of a collaborative effort between an urban school district and a university-based research center, we investigate the role of authority and status in an insider–outsider partnership at the district level. We use conceptual tools from frame analysis and sociological theories of authority to describe the process by which authority and status relations develop. We then show that both authority and status shape how negotiation between insiders and outsiders unfolds. We argue that those with authority have a greater range of tools for negotiation and thus have greater influence. Status relations are important but are often mediated by authority relations. In addition, we argue that the organizational structure of the district shapes how the process unfolds in consequential ways. We conclude with implications for scholarship on and the practice of insider–outsider collaborations at the district level.  相似文献

The increased interest in parent involvement as a strategy for school reform stems from two bodies of parent involvement research. One set of studies examined family learning environments; the other investigated the impact on student learning of school‐initiated parent involvement programs. This article reviews these two bodies of research, which have influenced current discussions about home‐school partnerships, shows the relationship between practices of successful home‐learning environments and effective schools research, and uses this relationship to propose a typology of home‐school‐community partnership roles and activities. When the research on effective family practices is combined with effective schools research and placed within a typology of partnership roles, schools have a framework for examining current parent involvement practices and exploring strategies that will enhance student learning both at home and at school.

As the number of charter schools has grown nationally, there is increasing discussion of the consolidation of such schools into charter districts in which all schools would be charter schools from which parents would have the freedom to choose the school that they wished their student to attend. A major question is how such a charter school district would be organized to support its schools and who would perform the different functions required. It is argued that three economic guidelines need to be an important determinant of the solution to this question: the presence of economies of scale; transaction costs; and externalities. The article describes the application of these guidelines to the formation of a charter school district and suggests the different possibilities for addressing a range of important roles by schools, their districts and intermediate organizations and markets.  相似文献

This article examines findings from a qualitative investigation of how school district administrators in four mid to large sized urban school districts (10,000–50,000) identify and address differences in school performance. The analysis explores the interaction between district policies and actions that centralize and standardize expectations for teaching, learning, and leadership, and those that lead to the differentiation of district support to schools depending upon their identified needs. The findings demonstrate variability in district orientation and capacity to understand school needs to improve performance, as well as in district strategies for actually differentiating support to schools. Differentiated assistance can focus both on strengthening implementation of district expectations in order to improve school performance, and on supporting experimentation with non-standard solutions to performance challenges that are not solvable through use of established programs and practices.  相似文献

School–community partnerships have shown promise as an educational reform effort. In these partnerships, schools expand their traditional educational mission to include health and social services for children and families and to involve the broader community. Such partnerships have been found to enhance student learning, strengthen schools and support struggling neighbourhoods. Little is known, however, about the implications for school and community leadership in different types of partnerships. A previous review of the literature indicated four basic types of partnership, each with a different scope and purpose and different implications for leadership. Informed by interagency, leadership and social capital theories, this article describes the leadership practices that support each model and the dilemmas these partnership leaders face. The overall goal of the article is to deepen understanding of leadership in these models in order to strengthen the conditions for school–community partnership success.  相似文献

The gap in achievement in mathematics between at-risk students and their more advantaged counterparts is a persistent problem of the U.S. education system. Although some research-based curricula and pedagogy have demonstrated promise in supporting students from diverse backgrounds to develop conceptual understanding and procedural fluency in mathematics, scaling up instructional change across a district organization is a significant challenge. The Middle School Mathematics and the Institutional Setting of Teaching (MIST) Project is a research–practice partnership seeking to understand how large urban school districts can support the development of rigorous and equitable middle-school mathematics instruction at scale. This article enumerates the goals and design of this multiyear, multidistrict partnership, and describes one illustrative example of how our partnership activities informed and supported one district's efforts to improve mathematics instruction over multiple years. Abstract

Analysis of a recent survey in the United Kingdom of the roles, concerns, training needs and support priorities of secondary school Information Technology Co-ordinators has revealed a number of factors and relationships amongst these variables and with other variables concerning the characteristics of schools. In this article we present and discuss the results of a recent survey in the United Kingdom of the roles, concerns, training needs and support priorities of secondary school Information Technology Co-ordinators (ITCs). We draw conclusions concerning the unique problems faced by ITCs as a result of the expectations placed upon them, not only to teach their own subject, but also to train and support other teachers in the pedagogical application of information technology (IT). In response to a great variety of needs, there is only limited support provided for them formally by their schools and by external sources. The most highly valued support comes from informal sources. We consider the implications of these conclusions for those concerned with providing professional development in IT education. We suggest that partnership approaches may provide the basis for much improved support for ITCs, with the aim of raising the standard of teaching in schools, both of IT as a subject and with IT as an aid. We also highlight the challenges for the partnerships between schools and higher education institutions which are attempting to provide initial teacher education for IT specialists.  相似文献

ABSTRACT

Teleconsultation is being increasingly used in schools to support children with disabilities; however, further evaluation of the impact of this practice is needed. This study describes a teleconsultation model used to provide educational support for students with visual impairments being educated in their local school districts and examines the initial acceptability and feasibility of this teleconsultation model. In addition, the current study discusses some of the recommendations for improvement regarding program implementation, with the goal of increasing the ease of use of teleconsultation in schools. Stakeholders reported qualitative and quantitative data indicating that the teleconsultation model is acceptable to and feasible for families and school district staff.  相似文献

Theory-based Change and Change-based Theory: Going Deeper, Going Broader   总被引:1,自引:1,他引:1  
This article examines the questions of sustaining and extending theory-based educational change reforms, which are designed by laboratories outside of schools and whose motivating theoretical base assumes change in elemental aspects of classroom practice. This article defines sustainability of theory-based reform as more than maintaining current implementation, rather as deepening reforms in ways that allow for flexible response to changes in student, curricular, and school contexts. It draws upon five years of research in schools and classrooms engaged in one of three theory-based reforms to discuss five essential factors affecting sustainability: resources, reformers' learning, knowledge of the first principles of the reform and the support of a community of practice, the principal, and the district. This article then turns to ``scaling up.' Rather than merely replicating structures, extending theory-based reform to new sites requires building compatibility between the normative base of the reform with that in the classrooms, schools and districts in which they are growing as well as the capacity of the classroom, school, and district to see it through. This article suggests three main factors that reform founders must focus upon to scale up their reforms – attention to site selection, a proactive stance toward district contexts, and planned transfer of authority. The article concludes that issues of invention, implementation, sustainability, and scale occur simultaneously when going deeper and broader with theory-based change.  相似文献

Universities and schools have a long history of partnering with one another to achieve a range of educational goals in America's schools. For many years, the needs of the universities were the primary impetus for partnership. Universities needed practicum sites for student teachers and other educational professionals, as well as participants for the research of university social science faculty. In more recent years, the balance has begun to shift dramatically so that the needs of schools are increasingly driving the formation of school–university partnerships. This article briefly describes the recent history, development, and major foci of school–university partnerships. After identifying a relatively neglected area of school–university partnerships, the article describes an existing partnership that addresses this area in order to illustrate the potential and opportunities for partnership. Finally, this article closes with a discussion of the challenges and potential benefits of school–university partnerships.  相似文献

Abstract

This article focuses on decentralisation of financial control as a strategy used to develop school-based management (SBM) and improve performance. SBM is a management mechanism aimed at improving schools by shifting decision-making powers regarding the budget from the central level to the schools (Raywind 1990, 142). The article examines the role of the state in decentralisation by exploring the current South African education policy on this aspect of educational reform as expressed through the Norms and standards for school funding (RSA 1998). The policy was designed in response to the demands for educational reform and restructuring initiatives.

A common feature in the implementation of this policy is the devolution of decisionmaking authority over the management of resources to schools. This includes devolution of state-allocated budgets and delegation of financial management responsibilities to school-based financial management structures through the district as a primary education service delivery system for the state. To assist both the district and the school in carrying out their responsibilities, a model for school-based financial management is presented in this article.  相似文献

Partnerships between informal learning environments and schools have been cited as an innovative, effective way for museums, galleries and schools to work together to enrich classroom curricula, support student success, and facilitate the utilisation of available community museum and cultural resources. This article reports on findings from a multi‐year, exploratory arts outreach programme for 31 elementary and secondary visual art educators from a rural school district in the American South. The outreach programme was conceived in partnership with faculty from the neighbouring university's art department, school of education and university art gallery. Utilising a partnership framework, the travelling exhibit was developed through a collaborative research relationship with the participating visual art educators. Findings from this programme indicate that travelling exhibits can be an effective mode of programme delivery for informal learning environments while also supporting the content needs for classroom arts educators if the programme stresses transformative partnerships across all invested parties.  相似文献

Abstract

School–university partnerships also known as professional development school (PDS) partnerships provide potential for universities and schools to establish partnerships that can benefit university faculty, school teachers, university students, and school students. This study examines the impact of a PDS partnership in which the author served as a school-based mathematics coach for two years in a high-need elementary school. Data sources included interviews, surveys, and field notes from classroom observations. Inductive qualitative analyses which were situated in a multi-level framework for researching professional development found that teachers posed more cognitively demanding mathematical tasks and high-level questions in year two compared to year one of this project. Further, student achievement was noted on both state-wide and district-created assessments. Also teachers reported that the school-based approach to professional development led to some teachers taking on more informal leadership roles to support their colleagues’ mathematics instruction. Implications for school-based learning opportunities across the world include the need to establish specific university–school partnerships, and carefully designing research studies to examine the impact of these learning opportunities.  相似文献

Initial training partnerships between schools and universities can appear to be driven by the demands of external accountability. Resultant managerial models of partnership support simplistic interpretations of application of subject knowledge: competence-based assessments and reflective practice in initial teacher training. A consequent focus on “performativity” (Ball, 1994) seems to militate against an emphasis on how student teachers best learn. A Neo-Vygotskian model which incorporates understandings of teaching and learning is offered as a possible framework for initial training partnership. Data collected from an early years teaching school-university partnership programme illustrate discussion of the framework. The complexity of roles and responsibilities in training partnerships is emphasized.  相似文献

In this article, we consider the ways in which family engagement practices foster sites of possibility for immigrant families in the public schools. As demographic change leads to a growing number of new immigrant destinations and amidst increasing hostility toward immigrant communities, educational institutions play an increasingly important role in supporting these students and their families. Drawing on a study of one school district’s partnership with a local university to identify and resolve engagement gaps between immigrant and nonimmigrant families, our article discusses asset-based approaches to family engagement practices. In addition to discussing district initiatives to engage immigrant families in 2-way communication and minimize barriers to participation, we also consider the role of university partners in building sites of possibility for immigrant youth and their families. We conclude with implications for expanded efforts to develop equitable family engagement practices in districts serving immigrant communities.  相似文献

This article presents a conceptual framework for analyzing how researchers and district leaders perceive and navigate differences they encounter in the context of research–practice partnerships. Our framework contrasts with images of partnership work as facilitating the translation of research into practice. Instead, we argue that partnership activity is best viewed as a form of joint work requiring mutual engagement across multiple boundaries. Drawing on a cultural–historical account of learning across boundaries (Akkerman & Bakker, 2011) and evidence from a study of two long-term partnerships, we highlight the value of the concepts of boundary practices in organizing joint work and boundary crossing as a way to understand how differences are recognized and navigated. The framework has implications for how partnerships can surface and make productive use of difference in organizing joint work and for how funders can better support the work of research–practice partnerships.  相似文献
