This article presents the concept of electronic record as articulated by the first phase of the InterPARES (International research on Permanent Authentic Records in Electronic Systems) Project (1999-2001) and discusses it in light of the findings of the second phase of the Project (2002-2006). While InterPARES 1 focused on records produced and/or maintained in databases and document management systems, InterPARES 2 examined records produced and/or maintained in interactive, experiential and dynamic environments. The authors describe the characteristics of these environments and of the entities found in them in the course of case studies conducted on systems used for carrying out artistic, scientific and e-government activities, and propose the new concept of record that InterPARES 2 is eleborating, which expands on that formulated by InterPARES 1. The authors would like to thank InterPARES 2 research assistant Randy Preston for his careful editing and constructive criticisms. An Australian Research Council project, Electronic Health Records: Achieving an Effective and Ethical Legal and Recordkeeping Framework, brought together experts in recordkeeping, privacy, confidentiality, intellectual property, torts, medical law and ethics to address concerns with a major networked Australian health record initiative. The research required developing innovative research tools and understandings, which provides an exemplar for methodologies to address multiple-disciplinary concerns and priorities that set a precedent for future inter-disciplinary collaborative projects concerned with the analysis and design of such systems. This article provides an analysis of the research design, methods, tools and findings of the project which operated within a records continuum framework.

Dr. Livia Iacovino   is an Honorary Senior Research Fellow with the Centre for Organisational and Social Informatics in the Faculty of Information Technology, Monash University, Australia, where she has taught the legal and ethical curricula in the recordkeeping courses. Her research and publications are focused on interdisciplinary perspectives of archival science, law and ethics, in particular ownership, access and privacy of electronic records. She has been a Chief Investigator for Electronic Health Records: Achieving an Effective and Ethical Legal and Recordkeeping Framework, an Australian Research Council Discovery Grant and has collaborated internationally with the InterPARES Project and the International Records Management Trust. Barbara Reed   has been involved with industry, teaching, research and standards setting, in the course of her 25 years in the recordkeeping and information management communities. She has been the Director of The Recordkeeping Institute since 2000 and has over 20 years consulting experience to all levels of government, private and public companies and not-for profit organisations. She has developed and negotiated Standards for recordkeeping at state, national and international levels. She has published widely on metadata definition and deployment, recordkeeping, interoperability, management of resources over time and digital preservation. She was a Research Associate in the Electronic Health Records: Achieving an Effective and Ethical Legal and Recordkeeping Framework, 2002–2005, and Clever Recordkeeping Metadata, 2005–2006, both ARC Projects.  相似文献

This article explores the use of contemporary archival diplomatics as a method of inquiry in two recent electronic records research projects, namely,The Protection of the Integrity of Electronic Records Project (the UBC Project) and theInternational Research on the Preservation of Authentic Records in Electronic Records Systems Project (the InterPARES 1 Project). The first part of the article examines the historical and contemporary literary warrant underpinning diplomatics as a method of inquiry; the second part provides case studies of two illustrative examples of the process and results of the application of contemporary archival diplomatics in the abovementioned research projects; the third part considers the current status and possible future directions for the use of contemporary archival diplomatics as a research method and concludes with some observations about the value of multiple methods and alternative interpretive frameworks in archival research.  相似文献

The paper focuses on the convergence of Finnish research and education in archival science with information science in general and in records management with information management in particular. Two issues influencing this development are: the convergence of professionals previously worked in the archival and library sectors and in information management and services; and the wide-spread, extensive growth in the use of digital technology to manage internal and external organizational information. At the level of society the opportunities provided by digital technology to manage heritage information in memory organizations like archives, libraries and museums, are tremendous and the role of documentary heritage at the global, European and national levels is well recognized. These developments are changing the information and operating environments of memory organizations and public and private enterprises. These changes, in turn, are generating new requirements in archival science and records management education and research. This paper focuses on the implications of these changes for the planning, implementation and further development of an information studies curriculum. This curriculum development is considered crucial in order to respond to the new demands, and is also implicitly linked to the emerging Finnish information society. Transitioning to electronic health records (EHRs) provides an opportunity for health care systems to integrate educational content available on interactive patient systems (IPS) with the medical documentation system. This column discusses how one hospital simplified providers’ workflow by making it easier to order educational videos and ensure that completed education is documented within the medical record. Vendor records are one of the key components underpinning the acquisitions record in the integrated library system. Acquisitions and collection development practitioners increasingly need to record, access, and manipulate acquisitions vendor metadata for purposes not foreseen by the architects of current generation ILSs. The authors posit that vendor records can serve as an appropriate metaphor for the entire acquisitions record in the development of standards. The analysis of data elements and proposed grouping into fields, records, and metarecords suggests a direction for further development and enhanced functionality. The authors call on librarians, systems vendors, and materials vendors to engage in a dialog aimed at creating an accepted standard for vendor records that will meet the needs of all parties.  相似文献

The University of Pittsburgh Electronic Recordkeeping Research Project established a model for developing functional requirements and metadata specifications based on warrant, defined as the laws, regulations, best practices, and customs that regulate recordkeeping. Research has shown that warrant can also increase the acceptance by records creators and others of functional requirements for recordkeeping. This article identifies areas related to warrant that require future study. The authors conclude by suggesting that requirements for recordkeeping may vary from country to country and industry to industry because of differing warrant.  相似文献

This article provides an overview of evolving Australian records continuum theory and the records continuum model, which is interpreted as both a metaphor and a new world-view, representing a paradigm shift in Kuhn's sense. It is based on a distillation of research findings drawn from discourse, literary warrant and historical analysis, as well as case studies, participant observation and reflection. The article traces the emergence in Australia in the 1990s of a community of practice which has taken continuum rather than life cycle based perspectives, and adopted postcustodial approaches to recordkeeping and archiving. It “places” the evolution of records continuum theory and practice in Australia in the context of a larger international discourse that was reconceptualizing traditional theory, and “reinventing” records and archives practice.  相似文献

Drawing on his experience at the Australian Archives in policy development on electronic records and recordkeeping for the Australian Federal Government sector the author argues for greater emphasis on the implementation side of electronic records management. The author questions whether more research is a priority over implementation. The author also argues that if archival institutions wish to be taken seriously by their clients they need to pay greater attention to getting their own organisations in order. He suggests the way to do this is by improving internal recordkeeping practices and systems and developing a resource and skills base suitable for the delivery of electronic recordkeeping policies and services to clients.  相似文献

In 1999–2000 the National Archives of Australia (NAA) adopted a functions-based approach to appraisal. Since that time functional appraisal projects have for the most part been conducted in cooperation with individual agencies. What has been missing is a broad whole-of-government or macroappraisal framework which might assist with the strategic prioritisation of projects, the allocation of resources and the identification of high-value functions, activities and record classes. This article describes a project commenced by the NAA during 2003–2004 to research and develop a functions-based macroappraisal framework for current and prospective appraisal and for retrospective application to records of the past 30 years of the Australian Government. The article compares the Australian approach with macroappraisal strategies pursued in Canada, the Netherlands and South Africa.  相似文献

In the last ten years, influential voices within and on the periphery of the record keeping community have succeeded in establishing the preservation of “evidence” as the governing purpose of contemporary archival theory and methods development. Afterglow offers a critique of the concept of evidence in archival discourse. Its main contention is that one can put records into evidence; one cannot set out to put evidence into records. The argument rests on the following assertions: (1) current discussions of evidence rest on a blindness to certain contradictions embedded in claims that record keeping principally involves evidence keeping, or “evidence management”; (2) a politics of temporality, under which an interplay of disciplinary knowledge claims and professional interest is discernible, helps to account for the contemporary rhetoric describing the relationship between “record” and “evidence”, and (3) the late-twentieth century legal, political, and cultural climate, along with the technological environment, explain the increasing prominence of “evidence” in these knowledge claims and professional ambitions. The essay concludes with recommendations for addressing these issues. The author, a senior lecturer at Edith Cowan University in Australia, discusses the literature used to teach macroappraisal of electronic records through distance education techniques within an environment rooted in the Australian records continuum. In this context, students are given a sound grounding in systems analysis and design, as well as functional appraisal and the importance of metadata. A key teaching element is the International Standards Organization's Information and Documentation—Records Management (ISO 15489), which she demonstrates has strong parallels to the principles of systems analysis and design.  相似文献

For the definition of electronic records, the use of new terms, like literary warrant, is not necessary, and for the European perspective even not understandable. If this expression simply means best practice and professional culture in recordkeeping, we only to know what creators did for centuries and still do today and probably will do also in the future, by referring to the archival science, diplomatics and archival practice for clarifying definitions in the recordkeeping environment. A multi-disciplinary approach is still required for the electronic recordkeeping system as it was in the past for traditional records, but the theory and the terminology should be consistent and based on the deep understanding of essential characteristics of records and essential requirements of good recordkeeping to produce in the first place and maintain reliable and authentic records. Of course, a record is more than recorded information created in the course of business activity: a record is the recorded representation of an act produced in a specific form – the form prescribed by the legal system – by a creator in the course of its activity.  相似文献

This article expands the concept of original order and presents two systematic views of the order of electronic records. In one view, abstract conceptual order can be used as guidance for the physical arrangement of records storage media and intellectual arrangement of records through a software interface. In the second view, organising electronic records entails managing the relationship between electronic records and the paper records in the same collection, between electronic records and their metadata, among different electronic records, as well as managing the relationships among the different copies, different versions and different captures of the same electronic records.  相似文献

ABSTRACT

As more archival metadata and archival records become available online, providing effective interfaces to those materials is increasingly important to give users access. This article describes five approaches from the hypertext and visualization research communities which can be used to improve such access: (1) navigating hierarchical structures, (2) illustrating networks of relationships, (3) viewing organizational processes, (4) using time and space as organizing structures, and (5) spatializing arguments and discussions. This article addresses particular challenges in applying these visualization techniques to archival records and considers novel challenges introduced by them for both archival organization and for visualization research.  相似文献
