Taking the English National Curriculum as its main example, this article argues that an overly nationalistic, normative and ‘fact-based’ citizenship education curriculum is failing to engage the dimensions of young people’s identities which they experience as deeply meaningful. There is thus a chasm – albeit a false one – between official discourses and pedagogies of citizenship and what young people consider to be their ‘real’ selves. I argue that citizenship education must develop a more sophisticated understanding of the complexities of how identities are formed and performed, especially in light of globalisation and increasing migration. I also make a somewhat unorthodox argument for conceptualising ‘relating-to-otherness’ in the same way that we think of music consumption. This has implications for how we experience, interpret, value and create ‘others’. The article also makes some recommendations for how these ideas can begin to be implemented in educational settings.  相似文献

This paper offers a critical appraisal of citizenship and governance in relation to gender. It draws on poststructuralist themes which look at the relationship between power and discourse. This perspective provides an analytical tool for exploring how gender has been understood in the construction of citizenship and governance values in Europe. Whilst the focus of this discussion is gender, the implications of this analysis for disability and race are also highlighted. The paper argues for a broader, more inclusive, ethical definition of active citizenship that, in turn, will influence how people learn to be citizens and take part in governance. A selected literature identifies different ways in which citizenship is portrayed and learned through texts, schooling, family and social behaviours and traditions. The changing European and globalisation contexts provide additional commentary on the demands for new forms of citizenship and governance. Particular attention is paid to the notion of active citizenship with some recent interpretations of the dichotomy between private (family) and public (political) domains in relation to citizenship and gender. The final sections then analyse different attempts to re-define a gender sensitive concept of citizenship, concluding with the argument for an ethical education which would empower women to play a more active, citizen role in governance.  相似文献

In late 2013 a new curriculum for Civics and Citizenship education was published by the Australian Curriculum and Assessment Reporting Authority for use in Australian schools. In line with previous curricular initiatives concerning education for citizenship in Australia a key rationale behind the new subject is the education of “active citizens”. Research evidence over the last 25 years paints a mixed picture regarding the extent to which the translation of policy intent has been successfully implemented within Australian schools. Exploring the new subject of Civics and Citizenship in Australia in the context of previous initiatives and existing research evidence, we explore the contested and complex nature of active citizenship around three key issues – the scope and form of action that constitutes citizenship in one’s communities, how young people themselves conceptualize and experience participation, the potential that active citizenship opportunities are interpreted as being synonymous with the use of active teaching and learning methods. On this basis we argue that the new curriculum provides some optimism for those committed to education for citizenship in Australian schools, but that this optimism needs to be tempered with a degree of caution.  相似文献

A priority toward creating ‘active’ citizens has been a feature of curricula reforms in many income-rich nations in recent years. However, the normative, one-size-fits-all conceptions of citizenship often presented within such curricula obscure the significant differences in how some young people experience and express citizenship. This paper reports on research that explored the citizenship perceptions and practices of New Zealand social studies teachers and students from four diverse geographic and socio-economic school communities. Attention was drawn to the scale of their citizenship orientations and participation (local/global). Drawing on Bourdieu’s conceptual triad and his species of capital in particular, the author posits that the differences observed between school communities can be usefully explained by a concept of participatory capital. The paper concludes with some reflections on the implications for young people who fail to access the ‘symbolic’ global participatory capital associated with much contemporary citizenship education.  相似文献

历史知识及方法关乎人们认识自我和社会的深度,关乎公民教育的质量,以至凡涉及人的权利、义务、道德、态度、价值观等教育内容时,历史知识及方法就成了理解人、社会和人的精神世界的核心内容之一。我们之所以为人,除了历史成就的人文文化外,还因我们有推进自己的历史不断文明且更具智慧、更有道德、更为人道主义的愿望和能力。公民教育正是依靠这种愿望和能力养成有知识、有道德、负责任的公民。因此,与其说社会科教育需要包含历史教育——作为人的基本的知识素养,不如说公民教育要求社会科必备良好的历史教育——作为现代公民所必需的、与现代意识养成密切关联的一整套观念体系的核心部分。  相似文献

In this article we argue for a shift in educational research, policy and practice away from teaching citizenship to an understanding of the ways young people learn democracy. In the first part of the article we identify the ways in which the discussion about citizenship in Britain has developed since the Second World War and show how a comprehensive understanding of citizenship, which has underpinned much recent thinking about citizenship education, has been replaced by a more overtly individualistic approach. In the second part of the article we delineate the key problems of this individualistic approach and make a case for an approach to citizenship education that takes as its point of departure the actual learning that occurs in the real lives of young people. In the concluding section, we outline the implications of our view for research, policy and practice.  相似文献

This paper reports on a research study which drew attention to the constitutive nature of the everyday world in young people’s subjectivities and practices of citizenship. Central to the aim of this research was a need for alignment between the focus of the research (‘everyday’ citizenship), with methods which could illuminate the day-to-day experiences of being a citizen. In this paper, I re-examine some of the ‘everyday’ data generated by two research methods which were initially discounted as rambling or divergent. This data characteristically had frequent interjections, incomplete sentences, questions and queries, or a sense of ambiguity and uncertainty. Through a re-analysis of this data, I consider the potential it offers to contribute conceptual and theoretical insights into young people’s citizenship dispositions and practices. The research revealed the diverse, complex and contested understandings of citizenship that young people were forming in the context of day-to-day social and spatial interactions.  相似文献

ABSTRACT:  Over the last few years there has been a renewed interest in questions of citizenship and in particular its relation to young people. This has been allied to an educational discourse where the emphasis has been upon questions concerned with 'outcome' rather than with 'process'– with the curriculum and methods of teaching rather than questions of understanding and learning. This paper seeks to describe and illuminate the linkages within and between these related discourses. It advocates an inclusive and relational view of citizenship-as-practice within a distinctive socio-economic and political, and cultural milieu. Drawing upon some empirical insights from our research we conclude that an appropriate educational programme would respect the claim to citizenship status of everyone in society, including children and young people. It would work together with young people rather than on young people, and recognise that the actual practices of citizenship, and the ways in which these practices transform over time are educationally significant.  相似文献

We explore the perceptions of teachers concerning citizenship and enterprise in Hungary and England. Contextual matters are described and research methods outlined prior to a discussion of emerging issues. We argue that citizenship in both countries is understood broadly in terms of what it means to be human. The English teachers emphasized community issues and being socially active more often than those in Hungary. Hungarian teachers were less positive about state and civil society and more patriotic about their country. In both countries those in provincial towns (rather than those in capital cities) suggested a belief in the need for a greater adherence to rules. There was greater enthusiasm for citizenship education in primary rather than secondary schools in both countries. All teachers seemed wary about a form of enterprise education that relates directly to the economy and this was especially true for the Hungarian sample. Teachers in both countries, while recognizing the current emphasis on competition between and within schools, tended to characterize citizenship education as a constructive social enterprise (rather than an economic enterprise), in which young people are encouraged to explore problems and develop their initiative and capacity for action. All teachers favoured a collaborative and broad‐based pedagogical approach in which young people are allowed to explore social and political issues through dilemmas.  相似文献

This paper is concerned with questions of identity, citizenship and social change as these are experienced by young people in the UK today. In the course of recent changes to the context and content of youth transitions the notion of citizenship has come to the fore as a means of discussing young people's move into independent membership of society. Debates about citizenship in the UK currently encompass a range of complex themes - competency, responsibility and active (community) participation which go beyond an understanding of citizenship as a simply technical or legal term. In this paper we adopt a broad conceptualization of citizenship in order to explore the identity work that young people engage in as they negotiate their way through to social majority. In particular, we consider how young people's need for space, and their emergent sense of place, are aspects of a citizenship identity which young people 'learn', work at and negotiate over in their leisure time.  相似文献

The purpose of this study, the first part of a recently concluded project, is to describe and analyse the perceptions that European university students have of European citizenship and to offer some insight into the term. Before describing our findings, we offer a brief review of the concept of citizenship, attempting to define it in the European context and showing how it can be attained, while demonstrating that, contrary to what one might expect, the concept is by no means easy to grasp, as young people do not have a clear idea of what Europe means or what Europe wants. Drawing on Ulrich Beck’s theory of “freedom’s children”, the present contribution examines contemporary concerns about educating young people for citizenship as well as educating them about citizenship. Under the first theme, the author focuses on the citizen as learner, highlighting some of the gender- and class-related inequalities that are typically associated with individualisation. Under the second theme, she looks at the learner as citizen in view of the fact that citizenship education courses often prepare learners for a gender-divided world — even though the processes of individualisation have themselves significantly reshaped contemporary gender relations. In light of current challenges facing citizenship education, the study concludes by reflecting on gender-related dimensions of individualisation and their implications for democracy and the learner-citizen.  相似文献

In this essay I attempt to show that compassionate and imaginative action have the potential to extend some of the fundamental dimensions of democratic citizenship education: deliberative argumentation and the recognition of what is other and different. I argue that cultivating democratic citizenship in schools and universities cannot focus solely on teaching students deliberative argumentation and the recognition of difference and otherness. Students must also be taught what it means to act with compassion and imagination because the latter (imaginative action) seems to be desirable in promoting civic reconciliation — a practice necessary to building relations of care, justice, and trust in university and school dialogical actions. In this way, a different democratic citizenship education agenda can be engendered — one that not only connects with the lived stories of people but that also opens up possibilities for the realization of civic reconciliation.  相似文献

Participatory research with young people has enjoyed a decade of sustained development including the development of a range of embodied and visual methodologies. Much of this has been in the service of a participatory citizenship agenda, as articulated in the Every Child Matters agenda in England, in the work of the UK's Children's Commissioners and through service provider commitment to consultation with young people more generally. However throughout this period there has also been a sustained critique of the UK Government's citizenship agenda for young people, and consequently of the role of participatory research and consultation processes within this. Much of this critique questions what kind of citizenship young people are being asked to participate in, juxtaposing the construction of ‘inclusive’ participatory spaces with an increasingly stratified and exclusionary context for participation in the social and economic arenas of society. This article reflects on this debate using material from a two-year ethnographic project with a small group of year six and seven primary school girls from a Scottish urban area long designated as having a high concentration of people struggling with socio-economic disadvantage and exclusion. The project blended the more traditional ethnographic approach of observation and reflection with a series of participatory activities with the group. These activities took place within an after school club which they named ‘Community Matters’. This article examines the various activities of the club and the differing meanings of and associations with ‘community’ that the girls depicted and discussed. These situated meanings are then contrasted to the assumptions that underpin children's role within the evaluation systems that govern services to children.  相似文献
