Abstract

The information age is bringing about a change in the world division of labor. Many of the great trading cities that arose during the Industrial Revolution as shipping, railroad, and financial centers are now facing new challenges, challenges brought about by global telecommunications. Information technology and the changing nature of business and government offer new opportunities and threats to these and other cities as they strive to acquire or retain treasured economic activity. Telecommunications and computation capacity are among the tools cities can use as they vie with one another for this commerce.

This study describes how U. S. cities are affected by these trends and summarizes some of the key technological and policy issues involved. Several case studies are reported, which show the various strategies used by large cities such as New York and Boston, progressive Midwest cities such as Omaha, and small cities such as Heathrow, Florida. Some preliminary principles of success are adduced.  相似文献

Abstract

The developing countries, although not homogeneous, share a growing recognition of the importance of information technology for fostering the development process. Rapid advancements in computer and telecommunications technologies offer new opportunities for improved resource management and for the successful employment of these tools in rural areas. Although developing nations have responded enthusiastically to the advantages of modem information technology, they are equally cognizant of the negative impact that reliance on foreign technology and services may have. As a result, developing countries are taking a number of actions—at the national, regional, and international levels—to ensure their active participation in the emerging Information Age.  相似文献

Abstrat

The inclusion of informatics supporting trans‐border data flows (TDFs) in research and action related to the New World Information Order is essential. Documents prove the fact that information has been treated by developing countries as a critical element in the establishment of a New International Economic Order.

The author calls for the recognition of TDFs as an integral element of the debate over information. Such issues as free flow of information, national sovereignty, and dependent development are addressed. In the conclusion, it is argued that the International Telecommunication Union is well equipped to expand its domain of jurisdiction to TDFs in coordination with a maturing Intergovernmental Bureau for Informatics.  相似文献

Abstract

“At present, the majority of [radio] programs heard are from sources outside of Canada. It has been emphasized to us that the continued reception of these has a tendency to mold the minds of the young people in the home to ideals and opinions that are not Canadian. In a country of the vast geographical dimensions of Canada, braodcasting will undoubtedly become a great force in fostering national spirit and in interpreting national citizenship.”1

This statement, written fifty years ago, could just as well have been written today. But, while the basic issue has remained unchanged over time, the uses to which information and communications can be put have steadily grown. The scope of the issue has also therefore increased.

Included under the heading of communications and information today are such diverse but interconnected matters as broadcasting both by TV and radio, the newspaper, magazine, and book publishing industries, the film industry, advertising, computers and all computer communications, telephone and telecommunications, communications satellites, remote sensing, and, to a point, industrial know‐how and research and development.

In this paper, I shall examine how communications and information affect such issues as Canadian unity, Canadian cultural identity, and Canadian economic viability. I shall concentrate on how Canadian governments have seen this issue, and, to a lesser degree, will show where the views of individuals and other interest groups may differ from government policy.  相似文献

Abstract

A critical success factor for businesses in the twenty‐first century will be their ability to meet the environmental demands for complex coordination of action and rapid adjustments to volatile markets and global competition. Business teams are effective mechanisms for addressing the need for dynamic, flexible organizations that can effectively cope with complexity and turbulence.

Business teams are not a new phenomenon, but there is a new element in the equation: the use of information technologies (IT) to leverage team effort. Information technologies can enhance team performance through support of interaction processes by providing two types of functionality: coordination support and task execution support.

An agenda for action for moving forward a team‐based organization and use of information technologies for support of business teams is provided.  相似文献

Abstract

The evolution into the age of information has produced a number of consequences that were never considered during the move into this new era. Among them is a phenomenon called the electronic immigrant. The worldwide telecommunications infrastructure has made it possible to telecommute from any location where the worker can link up with the network. Thus, new potentials and problems have evolved along with the electronic technology. Abstract

The expression “transborder data flows'’ (TBDF) is shorthand for a complex set of issues that have come to the forefront as a result of the electronic transfer or exchange of information across national boundaries. It involves the flow of digital information across borders for the storage or processing in foreign computers and reflects the interests of governments in regulating or otherwise intervening in the free flow of such exchanges for a variety of reasons including economic, social, political, and cultural. This paper provides an overview of these TBDF issues and discusses the policies and experiences of the U.S. National Library of Medicine pertaining to the transfer of biomedical information worldwide. Trends in the international interchange of all types of scientific and technical information are noted and the future of U.S. information policy is addressed.  相似文献

Information technology (IT) has transformed business practices in the last several decades: operations, product strategies, distribution, and customer service have become increasingly dependent on IT. Moreover, IT has changed its orientation from that of pure operational utility in the 1960s and 1970s to that of a competitive weapon in the 1990s and today. These phenomena have affected the way modern organizations are managed, as well as the way IT affects the strategic activities of an organization's value-chain.In particular, aligning an organization's business and IT strategies in order to deliver higher business performance presupposes a strategic business opportunity to which information systems technology is integral. In other words, Strategic Alignment between business and IT can have a positive business impact only if we see an organization's IT components as parts of a well-integrated organizational system. If business strategy is viewed separately from IT strategy or IT strategy is viewed only as a “support” tool, then there is little likelihood that the above positive impact of strategic alignment can take place.This research suggests, develops and tests a strategic co-alignment model by examining three types of integration that impact the planning process and the overall performance of information-intensive organizations: technological integration (TI), functional integration and strategic integration (SI).The results of this research yield some useful set of guidelines for theory building for IS, as well as for the business practice aspect of IS: most interesting is the role of consistency (co-alignment) between an organization's business and strategic information systems plans to improve overall firm performance. Other recommendations include having a high degree of involvement of IS executives in corporate planning, the use of outsourcing services to promote organizational systems integration, and the importance of internal coordination mechanisms to facilitate both systems consistency and lower transaction costs. Finally, this study has employed cluster analysis and discriminant analysis to interpret the research findings.  相似文献

There is a substantial amount of public concern about patient safety, as, according to estimates from major studies, hundreds of thousands die in hospitals each year all over the developed world as a result of medical errors that could have been prevented. Unprecedented research commissioned by the EU has found that almost one out of every four families has experienced a serious medical error. Greek citizens concerning about serious medical errors in the hospital environment, were at the top of the list. Greek Ombudsman's report on medical errors has raised the debate among health policy makers as to the appropriate response to the problem. Proposals range from the implementation of nationwide mandatory reporting with public release of performance data, to voluntary reporting and quality-assurance efforts that protect the confidentiality of error-related data. Any successful safety program will first require a national effort to make significant investments in information systems, along with providing an environment and education that enables to contribute to an active quality improvement process. In this paper we propose the development and implementation of Medical Error Reporting Information System (MERIS), in order to identify, collect, analyse and report medical errors and patient adverse events, as a tool for enhancing patient safety and health care quality. We also describe the necessary organisational structure and the infrastructure environment of the system and the barriers to its successful implementation.  相似文献

This paper provides a general philosophical groundwork for the theoretical and applied normative evaluation of information generally and digital information specifically in relation to the good life. The overall aim of the paper is to address the question of how Information Ethics and computer ethics more generally can be expanded to include more centrally the issue of how and to what extent information relates and contributes to the quality of life or the good life, for individuals and for society. To answer that question, the paper explores and provides by way of a theoretical groundwork for further research, the concept of wisdom understood as a type of meta-knowledge as well as a type of meta-virtue, which can enable one to both know in principle what a good life is and how to successfully apply that knowledge in living such a life in practice. This answer will be based on the main argument presented in this paper that the notion of wisdom understood as being at once a meta-epistemological, meta-axiological and meta-eudemonic concept, provides the essential conceptual link between information on the one hand and the good life on the other. If, as we are told, this is the Age of Information, both the theoretical examination and analysis of the question of how information relates to the good life and the provision of an adequate answer to that question are essential for developing a deeper understanding of how to evaluate the theoretical and practical implications and ramifications of information for the good life, for individuals and societies generally.  相似文献

Abstract

Long‐distance education is now possible because of advancements and improvements in international telecommunications. This paper sets forth the concept of a “University of the World” in which students use computers, radio, and television to take courses in their chosen discipline and, in return, receive course credit and even academic degrees. The author describes the concept, its educational goals and objectives, the availability of courseware, the impact of global instructional technology, and questions of cost and technological capability. The organization, governance, funding, and operation of the University of the World are also described, including remarks on the benefits of membership and the functional value as seen from the student's perspective.  相似文献

Abstract

One facet of the Information Revolution in which the nation finds itself involves the utilization of computers, video systems, and a variety of telecommunications capabilities by those who must cope with emergency situations. Such technologies possess a significant potential for performing emergency public education and transmitting key information that is essential for survival. An “Emergency Public Information Competitive Challenge Grant,” under the aegis of the Federal Emergency Management Agency (FEMA), has sponsored an effort to use computer technology—both large, time‐sharing systems and small personal computers—to develop “computer games” which will help teach techniques of emergency management to the public at large.  相似文献

This article presents an analysis of the concept of disability in Amartya Sen’s capabilities and functionings approach in the context of Information and Communication Technologies (ICT). Following a critical review of the concept of disability—from its traditional interpretation as an essentially medical concept to its later interpretation as a socially constructed category—we will introduce the concept of functional diversity. The importance of human diversity in the capabilities and functionings approach calls for incorporating this concept into the analysis of well-being and quality of life in persons with disability—aspects in which ICT currently plays a major role. When one contemplates these technologies, it becomes clear that factors such as accessibility, design for all, and user participation in development and implementation processes are key strategies in promoting equal rights and equal opportunity for persons with disability in the different environments of the information society.  相似文献

Abstract

Developed countries are rapidly evolving into information economies, and given the increasing internationalization of trade and interdependence, developing countries will also have to become information economies if they are to achieve higher economic growth rates. The essence of the information economy is that information is now the main capital input into manufacturing industry and as such is the key input to economic development. The activities of enquiring, communicating, evaluating, and deciding have become the activities absorbing the major proportion of national resources, with the need to know of the business decision‐maker as the main driving force. In developed information economies, industrial firms have become learning systems and a new division of labor in the economic productive system has evolved. The government‐controlled primary information sector is the source of much of the information input and the provider of the means of information transfer. Developing countries must develop their own primary information sectors as an integrated part of the agricultural and manufacturing sectors. The problems of developing countries are highlighted in the isolation on the one hand of their information generating sectors from the productive sector and on the other of the native small firm sector from all sectors of information. Telematics, as the integration of computing, communication, and information services offers the means to integrate national resources with international and supply the required inputs to local agricultural and industrial development.  相似文献

The transformation of many governments all around the world into new forms, namely, electronic government (e-Government), could not leave the Greek government unaffected. Therefore, it initiated an e-Government project related to national information systems and finance services, the Greek Taxation Information System (TAXIS). The purpose of this paper is to investigate the success of TAXIS from the perspective of expert employees, who work in public taxation agencies. This topic is interesting, because TAXIS is applied in a tax-driven country, under a mandatory setting. Also, it is the first time that the success of this project is examined, from the perspective of employees, using IS success models. The study adapts DeLone and McLean [DeLone, W. H., & McLean, E. R. (2003). The DeLone and McLean model of information systems success: A ten year update. Journal of Management Information Systems, 19(4), 9–30] and Seddon's [Seddon, P. B. (1997). A respecification and extension of the DeLone and McLean model of IS success. Information Systems Research, 8(3) 240–253] information systems success models. The model developed includes the constructs of information, system and service quality, perceived usefulness and user satisfaction. The results provide evidence that there are strong connections between the five success constructs. All hypothesized relationships are supported, except for the relationship between system quality and user satisfaction. The empirical evidence and discussion presented can help the Greek Government improve and fully exploit the potential of TAXIS as an innovative tool for taxation purposes.  相似文献

This article compares four European information and communication technologies (ICT) development projects spawned by national and EU initiatives to create the “European information society.” These projects, which sought to support learning and better use of ICT, were all the result of opportunities opened up by political initiatives. The analysis indicates that the main problems that afflict these projects stem from varied expectations and interests of the major actors. These problems can be mitigated considerably if a feeling of ownership is generated among the participants. This sense of belonging, however, is difficult to foster in a “top-down” project. Hence there is a need for a better balance between the “top-down” and “bottom-up” influences in the development of such projects.  相似文献

Abstract

Analyses of attitudes and concerns about privacy from a national survey sample of 1,532 adult Americans in 1988 revealed several separate dimensions. A modification of Tryon's method of clustering variables (third‐order correlations) yielded groups of variables whose meanings were much more interpretable than they had been when factor analysis was initially used. We tested the validity of the clustering by a highly comprehensive system of item analyses. The main findings were that (1) respondent concerns over telephone privacy were not related to other aspects of privacy, (2) interest in devices like Caller ID that enable recipients to know the number of the caller were not related to other aspects of telephone privacy, and (3) general privacy concerns under conditions where the respondent and the other party know each other were independent of those conditions where they do not know each other. Implications for telecommunications policy and new services are discussed.  相似文献

In this article I review 20 years of writing on communication policy in Prometheus. I examine the contribution Prometheus has made to three areas of knowledge about communication policy: communication itself, its histories, and broad notions of communication policy; telecommunications; and new communication technology. I suggest that it is in the latter two areas focusing on the technological dimensions of communication policy, that the journal has consistently contributed genuinely innovative work. Here the journal has fostered interdisciplinary writing and enquiry where policy and technology developments most required critique and new ideas.  相似文献

Smart cities employ information and communication technologies to improve: the quality of life for its citizens, the local economy, transport, traffic management, environment, and interaction with government. Due to the relevance of smart cities (also referred using other related terms such as Digital City, Information City, Intelligent City, Knowledge-based City, Ubiquitous City, Wired City) to various stakeholders and the benefits and challenges associated with its implementation, the concept of smart cities has attracted significant attention from researchers within multiple fields, including information systems. This study provides a valuable synthesis of the relevant literature by analysing and discussing the key findings from existing research on issues related to smart cities from an Information Systems perspective. The research analysed and discussed in this study focuses on number of aspects of smart cities: smart mobility, smart living, smart environment, smart citizens, smart government, and smart architecture as well as related technologies and concepts. The discussion also focusses on the alignment of smart cities with the UN sustainable development goals. This comprehensive review offers critical insight to the key underlying research themes within smart cities, highlighting the limitations of current developments and potential future directions.  相似文献

Abstract

Like other technical changes, the new information technologies have inspired hopes and fears. The optimists celebrate the “technologies of freedom” and their potential for growth and autonomy, the enhancement of skills and culture, the elimination of unpleasant and boring tasks (Pool 1984). On the other hand, the pessimists fear dehumanized work, growing unemployment, and bureaucracy, with unavoidable threats to privacy (Mosco 1987; Robins and Webster 1983).

In the communication and development debate, similar polarized attitudes are to be found. The technological optimists of the so‐called “modernization paradigm” claim that the transfer of information technologies to the developing world will spectacularly enhance the process of development. Commentators arguing from within this paradigm point out that the transfer of appropriate information technology can contribute to the creation of new social structures that will adequately respond to the needs of the developing world. At the other extreme, however, we have the technological pessimists, “the Luddites of the Information Revolution” (Tehranian 1985, 21). Proponents of this perspective perceive the transfer of information technology as necessarily reinforcing existing structures and thus exacerbating politico‐economic dependency and the loss of cultural identity.

In our opinion, both positions possess partial truths. However, both are based on inadequate theoretical foundations—erroneous conceptions of the nature of technology and its relationship vis‐à‐vis society, and a misunderstanding of the concept of development. Consequently, the policy implications of each approach are less than helpful. Building on what we consider to be a more apt conceptual framework, the central argument of this paper is that the transfer of information technology can play a role, albeit limited, in the development process.  相似文献
