The Information Technology Management Reform Act (ITMRA) of 1996 (P.L. 104–106) established the position of Chief Information Officer (CIO) in the executive branch agencies. Executive Order 13011 (1966), “Federal Information Technology,” created the CIO Council and offers yet additional detail on the responsibilities and duties of the CIO. After three years since these efforts, there is an important need to assess the CIO program at both a government-wide and agency level to: (1) make “mid-stream” corrections that might be needed to continue the government’s efforts to improve information technology management and policy; (2) identify specific costs and benefits of the program, and; (3) review the existing policy basis for the CIO program and assess the need to revise that language. Such an evaluation effort should be undertaken as soon as possible.  相似文献

Growing interest in Federal agencies' management of information technology (IT) has prompted an examination of possible causes for problems in managing information technology. Members of both the Executive and Legislative Branches believe the problems result from ineffective OMB policies. Recent research shows, though, that agency management problems have resulted, in part, from the ineffectual application of OMB policy by agencies. The continuing transformation of our society by information technology presents many opportunities to improve government operations and services. Unfortunately, significant management improvements are required for Federal agencies to take advantage of those opportunities and to avoid wasting billions of taxpayer dollars. Enactment of the Paperwork Reduction Act of 1995 (P.L. 104-13) represents congressional endorsement of a revised approach to information resources management (IRM). The question is whether agencies will be able to discipline themselves to manage their information resources to improve program performance as required by the Act—and as increasingly demanded by Congress, the President, and the public. This article reviews the origins of IRM in the Paperwork Reduction Act of 1980, the Act's implementation and its 1995 reauthorization of appropriations, and current challenges confronting IRM.  相似文献

Replacing the ineffective Federal Reports Act of 1942, the Paperwork Reduction Act of 1980 (PRA) was enacted largely to relieve the public of the mounting information collection and reporting requirements of the federal government. It also promoted coordinated information management activities on a governmentwide basis by the director of the Office of Management and Budget (OMB) and prescribed information management responsibilities for the executive agencies. The management focus of the PRA was sharpened with the 1986 amendments which refined the concept of “information resources management” (IRM), defined as “the planning, budgeting, organizing, directing, training, promoting, controlling, and management activities associated with the burden, collection, creation, use, and dissemination of information by agencies, and includes the management of information and related resources such as automatic data processing equipment.” This key term and its subset concepts received further definition and explanation in the PRA of 1995, making IRM a tool for managing the contribution of information activities to program performance, and for managing related resources, such as personnel, equipment, funds, and technology. The PRA currently authorizes appropriations for its administration by the Office of Information and Regulatory Affairs (OIRA), located within OMB, through FY2001 (44 U.S.C. 3520). Reauthorization of OIRA appropriations provides an opportunity to upgrade the PRA’s provisions and to address prevailing government information management issues.  相似文献

[目的/意义]调查与分析科研数据利益相关者制订的战略规划,为我国科研数据战略规划提供经验借鉴及发展思路。[方法/过程]在文献归纳分析基础上,界定科研数据的利益相关主体。通过网络调查和案例研究方法,收集科研资助机构、图书馆、科研机构、数据中心等利益相关主体制订的战略规划,总结其基本内容、特点及发展动向。[结果/结论]建立一个由核心层、战略层和外围层组成的科研数据战略规划理论模型,提出重视制订专门的科研数据战略规划、建立科研数据联盟、开展数据素养教育、充分发挥图书馆作用等建议,以期提高我国科研数据管理服务水平。  相似文献

The study investigated how three agencies in Sweden were pursuing the implementation of an electronic archive (e-archive). The e-archive was seen by the Swedish National archives as a pre-requisite to the effective management of government information and would help the agencies to comply with the Swedish Public Sector Information (PSI) law which requires them to publish open data. It was also seen as an important component of an efficient e-government. The study further had two objectives: to establish whether the common specifications were being used and how the implementation of the PSI-law was being pursued. Interviews and a literature review were used as data gathering techniques. The Records Continuum Model (RCM) was applied to enhance an understanding of how the agencies were dealing with the publication of open data. Two of the agencies had implemented an e-archive but the third agency lacked one. All the three were publishing open data. The agency that did not have an e-archive was publishing open data that suited its existing information management infrastructure. This has implications since the PSI-law requires full publication of all PSI which has no restrictions. The common specifications were not being used by the agencies.  相似文献

This article discusses the approach of two national governments to the use of the World Wide Web (WWW) as a means for providing information and other resources to the public. Each country has a view of information management and information delivery through the WWW. The United States links the actions of agencies to a strategic planning process involving the use of performance indicators, whereas New Zealand has a lesser commitment to information dissemination. Performance indicators reflecting a customer's perspective could apply to U.S. government WWW sites, thereby improving the public's right-to-know, open government, and public access. The article identifies future directions for research and evaluation, and illustrates that government information for both countries need not appear in textual form.  相似文献

This article presents several key issues facing federal agencies with regards to electronic records management practices. The article identifies selected management, technology, implementation, and definitional barriers that agencies encounter when considering how to create and maintain an electronic records management process. A key question for federal agency technology managers is: If an enterprise creates and manages virtually all of its information in an automated information technology systems environment, does it make any sense to manage its records in a manual environment?
