In contrast to the private-led initiative typified by the U.S. Information Superhighway project in the early 90s, the Korean government was in the forefront of directing the Korean Information Infrastructure (KII) project (1995–2005), which was aimed at building a nationwide broadband backbone network. This study first looks at how the developmental mechanism of Korea during the KII project signifies the weaker status of the civilian government of the 90s. This study then shows how in the KII project, the government served primarily as a moderator mediating conflicts between the private sector and the relevant public agencies. To describe the close state–capital linkages in the KII project, this study focuses on the government's financial investment system for enticing the private sector to install the IT infrastructure, the neatly coordinated policy networks between the public and private entities, and the policy discourses by which the government achieved a national consensus on IT-driven economic development.  相似文献

[目的/意义] 政府数据开放共享已纳入国家大数据战略。本文旨在针对国家大数据战略,提出我国政府数据开放共享的政策体系。[方法/过程] 采用循证政策研究方法,构建我国政府数据开放共享的政策体系。[结果/结论] 我国政府数据开放共享的政策体系分为基础设施层、数据管理层和政府治理层三个层次。基础设施层包括数据及其元数据政策、IT技术政策(包括社交媒体政策)、数据中心政策、数据平台标准指南、具备互操作性的系统政策、数据存储仓库规范等;数据管理层有数据创建与汇集政策、数据处理政策、数据归档与保存政策、数据开放和共享政策、数据获取与利用政策;政府治理层由数据安全政策、数据权益政策、公众参与政策、数据能力政策、组织支持政策、资金投入政策等构成。该体系为政府数据开放共享提供了政策框架,为后续政策的深入研究提供了方向。  相似文献

E-governments have become a popular topic in recent decades and have attracted widespread attention on a global scale. Previous research mainly investigating the direct impact of IT infrastructure on e-government performance lacks in the context of other organizational resources and contingency factors. This study uses a panel data from Chinese prefectural cities and further exams the effect of interaction between IT infrastructure and other organizational resources (financial and human resources) on e-government performance through the moderating role of environmental uncertainty (environmental turbulence and complexity) based on resource-based and contingency views. Interaction between IT infrastructure and financial resources has a positive effect on e-government, while the interaction between IT infrastructure and human resources has a negative effect on e-government performance. Additionally, the effect of the interaction between IT infrastructure and organizational resources (financial and human resources) on e-government performance increases with a decrease in environmental turbulence and with an increase in environmental complexity. This article helps practitioners recognize the importance of IT infrastructure in developing e-government performance and provide actionable insights on financial and human resource allocation, while considering IT infrastructure. The paper offers evidences for government managers seeking resource combination to address turbulent and complex environments.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

The objective of this article is to explore the experience of reconciling the strategic information system (IS) management with the radical transition of the Information Technology (IT) infrastructure in Taiwan's Bureau of Foreign Trade (BOFT) between 1998 and 2003. This investigation will be beneficial for the implementation of IT projects, as well as the comprehension of the organizational and managerial issues related to the discontinuity of IT development in office automation. This paper conducts an interpretative approach by means of qualitative methods – namely through participatory observation and in-depth interviews with fourteen informants – to reveal the managerial issues and their implications on the adoption of electronic government (e-Government). Through the method of content analysis, this study reviews the process of decision making, implementation, and other issues emerging as a result of the adoption of new technologies in public authorities, such as the cognition of the employee toward the benefits and effectiveness of IS in public authorities.  相似文献

The network neutrality debate is closely related to social, political, and economic debates over the public information network and the duties of its private carriers. The paper begins by defining network neutrality before discussing the technology underpinning network neutrality. It then contextualizes the issue in terms of policy, innovation, values, and society of Korean context. It compares the different approaches adopted by other countries to the regulation of network neutrality. Regulatory approaches to net neutrality can be either devising a comprehensive regulatory framework or abandoning the option of regulatory intervention altogether. We propose a careful combination of government intervention and market forces as a Korean model for allowing networks to remain a free and open marketplace of ideas and economic, political, and social interactions. The paper describes the role of information and Information Technology (IT) and discusses the infrastructure, human resources, telecommunications, and research and development in IT within the Indian context. It highlights the features of the liberalization of the Indian government software policy of 1986, including developments in networking and the growth of the IT industry in the country, and documents the proliferation and application of IT in India in various fields. It provides a detailed look at the socio-human dimensions of IT in terms of its impact on the socioeconomic conditions of the people, especially in the countryside. The paper describes the limitations of the Indian digital revolution in reaching out to the general masses and the various factors responsible for the lopsided character of the information revolution.  相似文献

This study examines the debates and discussions surrounding the Korean government's Me2Day, the largest social networking and microblogging site in the country used by 26 government bureaus, including the Blue House. Me2Day users post messages composed of up to 150 characters and establish links with other users through multimedia-based information and knowledge obtained from their browsers, desktop computers, e-mail messages, and mobile phones. This study provides a better understanding of the characteristics and structures of cyberspace communication between the Korean government and citizens. The results indicate that although each bureau had different goals in terms of using Me2Day, users were more likely to use the service if their bureau actively posted messages or responded to user comments. Users tended to have critical attitudes toward the Korean government when they were allowed to freely post messages and share information.  相似文献

South Korea has been very active in broadband development for the last decade, which has made major strides in its development. This study evaluates the evolution of Korea's broadband development from the year 2000 to the present day. Historic and archival data related to Korean broadband projects are reviewed in this paper, drawing on broadband ecosystem as a framework for assessment. The purpose of this study is to provide insight into challenges and create a prospectus by offering a socio-technical analysis of broadband development. This will involve the in-depth investigation of the social dynamics, political discourse, and technological choices inherent in the design and development of the next generation of networks. Despite active investment and proactive drive, uncertainty still remains surrounding the evolution of broadband and what impact it may have on the new broadband milieu in Korea. This study will offer an effective adoption/diffusion strategy as well as a viable information policy model for more advanced infrastructure in other countries.  相似文献

Despite congressional initiatives and the Clinton administration's increased attention to information technology (IT) management policy, as part of its reinventing government and National Information Infrastructure (NII) initiatives, it is not evident that current IT policy initiatives will effectively address IT management problems. Nor is it evident that these efforts will result in the IT management improvements required to improve significantly Federal agency performance. This may be true because the government fails to recognize fundamental conflicts in the conceptualization of Federal IT management—conflicts perhaps best exemplified by the National Performance Review's (NPR) simultaneous call for reductions in bureaucratic red tape, reductions in the Federal workforce, limited support for IT education and training, and improved integration and oversight of IT management. After identifying some representative issues related to these program initiatives, the authors offer recommendations to improve Federal management of IT.  相似文献

It then reviews the state of the information infrastructure in Somalia before the collapse of the government in 1990, examining both existing and proposed components of the infrastructure and identifying associated problems. In its final section, the article delineates an “appropriate” information infrastructure which would be consistent with the conditions and needs of information users in that environment. Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

Although there is broad agreement that more and better information technology (IT) can produce government efficiencies and provide long-term savings, short-term budgetary constraints are making such investments extremely difficult. At minimum, the current fiscal stress demands implementation of creative alternatives for funding such projects, bringing into focus some budgeting opportunities which should not be overlooked. This article examines the relationship between IT planning and budget formulation, use of the franchise fund concept newly implemented in a pilot project by the Office of Management and Budget, and cost implications for outsourcing or privatizing the IT function.  相似文献

The business sector has already recognized the importance of information flow for good management, with many businesses adopting new technology in data mining and data warehousing for intelligent operation based on free flow of information. Free flow of information in government agencies is just as important. For example, in child welfare, entities that fund social services programs have increasingly demanded improved outcomes for clients in return for continued financial support. To this end, most child welfare agencies are paying more attention to the outcomes of children in their care. In North Carolina, many county departments of social services have successfully adopted the self-evaluation model to monitor the effects of their programs on the outcomes of children. Such efforts in self-evaluation require good information flow from state division of social services to county departments of social services. In this paper, we propose a comprehensive KDD (Knowledge Discovery and Data mining) information system that could upgrade information flow in government agencies. We present the key elements of the information system and demonstrate how such a system could be successfully implemented via a case study in North Carolina. The next generation infrastructure in digital government must incorporate such information system to enable effective information flow in government agencies without compromising individual privacy.  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献

[目的/意义] 政府数据治理问题研究是当前政府信息管理领域的前沿热点问题,对于有效衔接和推进政府信息公开、开放数据以及公共信息再利用等政府信息管理的关键问题具有重要理论指导意义。[方法/过程] 通过文献调研、概念比较、背景分析以及逻辑推导等方法,着重探讨政府数据治理概念的内涵与构成要素,并从数据驱动型行政、经济、社会以及数据风险防范等角度指出政府数据治理概念出现的必然性。[结果/结论] 站在宏观、中观和微观的不同视角详尽分析政府数据治理的主要内容和程序,进而指出其在体系结构的整体性、管理的有序化以及治理结构的耦合性、风险应对的紧迫性等方面的基本特征。最后,着重分析政府数据治理在与IT融合、内外融合以及价值融合过程中所面临的主要问题和挑战。  相似文献

This article examines how South Korean and Japanese public diplomacy organizations employ digital media to embrace the principle of ‘networked public diplomacy’ through analyses of the web and social media practices. A network analysis was used to map interorganizational information networks among core public diplomacy organizations in each country. To reveal the key organizations' communication strategies on Facebook, a content analysis was also conducted. The findings indicate that Japan had a strong internal network infrastructure achieved through dispersed connections and partnerships; however, Korea had a centralized network, including a limited number of dominant actors. The results of content analysis suggest that both South Korea and Japanese public diplomats focused on promoting their cultural products and national values through their use of texts and visual images. In addition, user profile analysis gaged the degree of users' engagement in the organizations' profiles and identified the demographic features of users. Comparative data suggest the Korean public diplomacy organization was more successful at attracting and engaging with foreign public than the Japanese public diplomacy organization. These results imply that although these two countries had similar sociopolitical backgrounds and perspectives of public diplomacy, they had distinct forms of internal information networks, communication strategies, and social networking performances with public.  相似文献

The number of migrant farmer workers in China has increased so rapidly that they can't be ignored anymore as a vulnerable group in the coming information society. This study formulates a theoretical framework on the process of seeking for government information online and employs a method of questionnaire survey to investigate the information needs of migrant farmer workers and their behavior of using e-government service. The findings drawn include inconsistency of information seeking behaviors with information needs, and conditions of transfer from potential users of e-government services to actual users, such as information literacy, IT environment, the influence of social networks, the operations of government websites, and targeted services. Several policy recommendations are presented based on these findings, including improvements in the workers' information capacity, construction of special e-government programs aimed at such workers, and enhancement of public library systems and government service offerings to this target group.  相似文献

Building on the findings of a 2013 NEH Digital Humanities Start-Up funded project, in early 2016 we began working on an IMLS Sparks! funded project: Digital Scholarship Applications Dashboard. The project is a collaborative initiative between University IT and the Library's Center for Digital Scholarship. We are currently evaluating an efficient and user-friendly dashboard solution that will allow faculty and student to easily choose, configure, deploy, and evaluate any of a set of common web applications in a shared and virtual hosting environment. The service is similar to those offered by commercial hosting providers for deployment of popular web applications, but our Scholars Dashboard service will focus on tools more relevant to digital scholarship and digital humanities. The prototype leverages OpenNebula, an open source cloud-computing platform for managing distributed data center environments, and Amazon Web Services for deploying virtual machines. In this article, we will describe the work we have done in the last year and further discuss the role of digital scholarship teams within academic libraries in providing cloud-based infrastructure for digital scholarship and research.  相似文献
