The National Historical Publications and Records Commission (NHPRC) is a small grant-making agency affiliated with the U.S. National Archives and Records Administration. The Commission is charged with promoting the preservation and dissemination of documentary source materials to ensure an understanding of U.S. history. Recognizing that the increasing use of computers created challenges for preserving the documentary record, the Commission adopted a research agenda in 1991 to promote research and development on the preservation and continued accessibility of documentary materials in electronic form. From 1991 to the present the Commission awarded 31 grants totaling $2,276,665 for electronic records research. Most of this research has focused on two issues of central concern to archivists: (1) electronic record keeping (tools and techniques to manage electronic records produced in an office environment, such as word processing documents and electronic mail), and (2) best practices for storing, describing, and providing access to all electronic records of long-term value. NHPRC grants have raised the visibility of electronic records issues among archivists. The grants have enabled numerous archives to begin to address electronic records problems, and, perhaps most importantly, they have stimulated discussion about electronic records among archivists and records managers.  相似文献

Archivists in North America have described, discussed, and debated the necessary and optimal content, configuration, and venue for archival education for close to a century but have given little consideration to integrating technology within archival curricula. Increasingly, archivists are faced with a high tech world in which they must understand issues including information systems, the nature of electronic records and databases, record migration, digitization, and web design and creation for provision of access. This paper explores the nature and extent of information technology and information science coursework and knowledge discussed in the Society of American Archivists’ Guidelines for a Graduate Program in Archival Studies and that students have available to them while in archival programs. It concludes with a proposal for Library and Information Science education programs that prepare archivists to explore developing Certificate of Advanced Studies programs in archival management on top of master’s degrees to allow for additional information science coursework.  相似文献

The Center for Electronic Records of the National Archives is the unit of the National Archives and Records Administration responsible for the appraisal, accessioning, preservation, and provision of access to the permanently valuable electronic records of the Federal government. Recent changes in technology, especially the development of global networks of computers, have changed the way some archivists view the role of archives, especially for electronic records. During the last 15 years, records managers and archivists have focused on defining requirements for functionality and metadata of electronic records management systems. So far little is known about metadata that are actually created in these systems. This study examines metadata in records of a Finnish government agency. The metadata comply with the national SÄHKE records management metadata specification. The main findings are that a substantial number of metadata elements in SÄHKE remained unused. Generated metadata were largely about event history. Optional metadata elements were used rarely. The metadata show clear patterns, which may suggest systematic recordkeeping processes and possibly minimal human intervention in metadata creation.  相似文献

Abstract

The archival profession is dynamic, adaptive, and undergoing continual change. This is particularly true in the areas of reference (or researcher) services and outreach. This article advocates reexamination of these functions, relating them more closely to each other. It maintains that archival records are underutilized and that archivists should address this issue by proactively reaching out to researchers and encouraging research use. Special skills are required to assist researchers to ensure that their use of archival records meets their information needs. The increasing creation and use of electronic records occasions even more attention to archivists' relations with researchers. Finally, there are several areas where archivists and researchers can and should work together to address common needs.  相似文献

ABSTRACT

Scrapbooks present a particularly challenging set of preservation issues to archivists. However, as an intriguing combination of diaries, photograph albums, and ephemera, their format and arrangement are an essential part of their usefulness as sources to researchers. The fascinating link between scrapbooks and quilts, evident in a brief history of scrapbooks and an exploration of several types, indicates that scrapbooks are a particularly rich source for researchers interested in women's history. In order to facilitate the richest understanding of these unique and fascinating sources, material literacy should be increased among both archivists and researchers. In particular, archivists should understand the important function these records have to researchers, and how their storage and preservation choices affect that function.  相似文献

New to the Journal of Archival Organization, the “Technology matters in archives” column examines how technology affects archives and archivists. This inaugural column explains the nature of the column and sets the stage for topics and issues that it will address. It examines the meaning of the term technology. Further, the column explores the notion of technological dependence-- not just dependence on digital or electronic systems--as a lens in which to examine the archival enterprise in grappling with twenty-first century issues. Concluding with the suggestion that technology can be considered from three categorical points of view: soft (philosophical approaches and practices), medium (codified processes, guidelines and standards) and hard technology (hardware and software).  相似文献

The quantity of government records has grown dramatically since the rapid development of information technology starting in the mid-twentieth century. This ever-expanding body of records has challenged the limited resources of government archives. Though U.S. government archivists constantly try to identify valuable government records among the geometrically increasing total, in order to justify spending public money on their preservation, little is known about how U.S. state archives and records management programs go about the process. The study discussed in this paper is the first to empirically investigate nationwide archival appraisal practice in U.S. state archives and records management programs. The study answered two research questions: How do U.S. state archivists and records managers conceptually define archival appraisal? How do U.S. state archivists and records managers practice archival appraisal of state government records? The study used an online survey and interviews for data collection and SPSS software and NVivo8 software for data analysis. This paper discusses the research topic and concludes with recommendations for practitioners and further studies.  相似文献

The profession of digital archivist is crystallising, fundamentally challenging traditional archival roles. The very nature of digital records also challenges the sustainability of archival systems and collections. Records that used to stay stable for decades in an analogue world now risk being lost or damaged within moments of creation. How should archivists react to these changes? Archivists have to lift ourselves out of our analogue environment and focus more effort on forging a new path, to reposition archives, archival institutions and archival practitioners more strategically for the future. To do this, archivists must resist the temptation to think that we and we alone – as people, as archivists or as today’s archivists as opposed to yesterday’s archivists – can come up with the ultimate solution to the world’s recordkeeping problems. Archivists must keep innovating, absolutely. But we also need to be agile and flexible, remembering that anything we come up with today will be superseded at some point in the future – increasingly, in the very near future. Archivists need to forge links with archives, systems and people in order to come up with approaches to records and archives care that remain usable now and flexible well into the future.  相似文献

Abstract

As the American labor movement continues on its path toward reorganization and rejuvenation, archivists are challenged to ensure that the organizational, political, and cultural changes labor unions are experiencing are fully documented. This article examines the need for labor archivists to reach out actively to unions and the problems they face in getting their message across-not only to union leadership but also to union members who can benefit from the knowledge of labor's struggles, triumphs, and defeats. Outreach by labor archivists is vital on three critical fronts: the need to secure union funding in support of labor archival programs; obtaining union cooperation in reviewing and amending obsolete deposit agreements; and coordinating efforts with unions to save the records of closing district and local union offices. Attempting to resolve these outstanding issues, labor archivists are pulled between two distinct institutional cultures (one academic in nature, the other enmeshed in a union bureaucracy) and often have their own labor archival programs compromised by the internal dynamics and politics inherent in administering large academic libraries and unions. If labor archivists are to be successful, they must find their collective voice within the labor movement and establish their relevancy to unions during a period of momentous change and restructuring. Moreover, archivists need to give greater thought to designing and implementing outreach programs that bridge the fundamental “disconnect” between union bureaucracies and the rank and file, and unions and the public.  相似文献

Archival interfaces are criticalnodes in archival systems where archivistsnegotiate and exercise power over theconstitution and representation of archives. Drawing on notions of interfaces from physical,technological, and computer systems, archivalinterfaces are both a metaphor for archivists'roles as intermediaries between documentaryevidence and its readers and a tangible set ofstructures and tools that place archivaldocuments in a context and provide aninterpretative framework. Interfaces in moderninstitutions and technological systems areneither natural nor neutral. In probingarchival interfaces, what may appear as neutraland objective processes are revealed as placeswhere archivists determine what constituteslegitimate evidence of the past and shapesocial memories. In response to the information management and technology changes proposed by the Government’s NHS modernization initiative this article examines the issues that GPs feel to be of major significance to their work. Although information and communications technology is widely used in general practice there is no one agreed standard system. The level of technology and the manner in which it is used is also diverse throughout the profession, as are the attitudes that exist amongst GPs regarding the value of information management and technology, and the benefits efficient information management offers to them and to their patients. The views of three local GPs from practices with varying levels of information technology were obtained through semi‐structured interviews and the findings developed in the light of current discussions in the published literature. The GPs chosen reflect the disparity within general practice and, perhaps, other units of the NHS in the use and understanding of information management. The main conclusions were that there is ambivalence and scepticism about what NHSnet currently has to offer; that local electronic records benefit patient care, but when networked more widely problems of confidentiality and security result. Practitioners were also mindful of the financial costs of changes and concerned, given the impact of PCGs and clinical governance, as to who will be responsible for ensuring a common level of electronic records, IT provision, and financial and technological support.  相似文献

This article presents several key issues facing federal agencies with regards to electronic records management practices. The article identifies selected management, technology, implementation, and definitional barriers that agencies encounter when considering how to create and maintain an electronic records management process. A key question for federal agency technology managers is: If an enterprise creates and manages virtually all of its information in an automated information technology systems environment, does it make any sense to manage its records in a manual environment? Based on research conducted by the author, the article reviews various federal agency electronic records management processes and the implications for those practices.  相似文献
