从定量分析的角度对科技论文外流的特点、科技论文外流的文献经济损失构成及深层次原因进行剖析.研究发现:各单位制定的科研评价政策,其主要依据为SCI论文及影响因子.在此科研评价导向的作用下,67.59%的作者选择国外期刊投稿,16.39%选择国内中文刊,仅有0.3%选择国内英文刊,导致国内期刊优秀稿源匮乏.认为端正科研导向、创办具有国际知名的英文刊是抑制优秀稿源外流的主要措施.  相似文献

The growing complexity of scientific challenges demands increasingly intense research collaboration, both domestic and international. The resulting trend affects not only the modes of producing new knowledge, but also the way it is disseminated within scientific communities. This paper analyses the relationship between the “degree of internationalization” of a country’s scientific production and that of the relevant citing publications. The empirical analysis is based on 2010-2012 Italian publications. Findings show: i) the probability of being cited increases with the degree of internationalization of the research team; ii) totally domestic research teams tend to cite to a greater extent totally domestic publications; iii) vice versa, publications resulting from international collaborations tend to be more cited by totally foreign publications rather than by publications including domestic authors. These results emerge both at overall and at discipline level. Findings might inform research policies geared towards internationalization.  相似文献

Although the novelty of scientific publications has been the subject of previous studies, most have examined the distribution of references in the bibliography, which may not be effective in capturing implied scientific knowledge. We propose an analytical framework for measuring the novelty of scientific publications using a paper's title. At the heart of the framework, fastText is used to construct a vector space model in which papers with similar scientific knowledge are located close to each other, and the local outlier factor is used to measure the novelty of scientific knowledge implied in the papers on a numerical scale. The feasibility and validity of the analytical framework were assessed by comparing the average novelty scores of papers recommended with novelty-related tags in Faculty Opinions to those of papers without such tags. This case study of 15,653 papers published in a biomedical journal confirms that our framework is a useful complementary tool for the continuous assessment of the novelty of scientific publications and can serve as a starting point for developing more general models.  相似文献

Language distribution in scientific communication reflects the influence of different languages on science in global perspective. The study, based on over 450 thousand scientific tweets of all publications indexed by Scopus in June 2015, reveals the language distribution in informal scientific communication. Moreover, this result is compared with the language distribution in formal scientific communication reflected in scientific publications. Results show: (1) The language of scientific tweets is concentrated in English (91%), Japanese (2.4%) and Spanish (1.7%), while the language of scientific publications is concentrated in English (90.6%), Chinese (5%) and German (1.1%). (2) Both scientific tweets and scientific publications present disciplinary differences in language distribution, reflecting the different amount of attention that authors of different languages have on certain disciplines. (3) Except Saudi Arabia, investigated countries all over the world, regardless of whether their native language is English or not, all have English scientific tweets in the dominant position. For the vast majority of these countries, the native language scientific tweets only rank the second position. (4) Overall, 26% of tweeters use more than one language to tweet scientific products, while 49% of scientific tweeters tweet everything in English only. The results indicate that English has undoubtedly become the lingua franca in informal scientific communication.  相似文献

The decline in federal support of educational programs has made it difficult for libraries to apply new technologies to improve practices and services. While federal support has declined in constant dollars, there has been a modest increase in grants from private foundations. Current U.S. policies require federal agencies to recover full costs of rendering services (Circular A-25) and require the transfer of many federal service-oriented activities to the commercial sector (Circular A-76). Additionally, the Paperwork Reduction Act of 1980 is inhibiting the production and dissemination of federal publications. Government pursuit of these policies adds a heavy economic burden to libraries and threatens to reduce access to the scholarly and scientific record.  相似文献

This paper gives the results of the scientometric analysis of foreign publications by Kazakh authors that was reflected in the SCOPUS DB in 1991–2008. The publication activity is expressed in 3883 documents, the citation index of which is 10 132. The average share of Kazakh publications in the total worldwide flow is equal to 0.017%. The citation rate of publications was revealed to have significantly grown since the 1996–2000 period. It is shown that most articles were written in English and published in periodical editions. The main themes of publications are represented by physics and chemistry. The leading foreign partners of Kazakhstan in the scientific sphere were determined. Kazakh-Russian scientific cooperation is developing most fruitfully.  相似文献

We discussed several issues related to the systematization of scientific publications in the field of chemistry and chemical technology that are contained in abstract databases such as the Web of Science Core Collection, Scopus, and the VINITI RAS Chemistry Database. Next we noted a rapid growth of interdisciplinary publications authored by chemists. We discussed the problems of information support in view of the intensifying interdisciplinary and multidisciplinary nature of research. Then we presented the results of an information search performed across several abstract databases for the main subject areas. In the end, we discussed an increase in the number of scientific publications in the field of chemistry and chemical technology, which has accelerated in recent years in comparison to other fields of science.  相似文献

The purpose of the Kazakh publication citation indicator that has been developed in Kazakhstan since 2005 is to carry out scientometric analysis of scientific publications to determine their citation rate. At present, the bibliographic database (BDB) on citation includes information on the publication activities and citation index of approximately 30000 Kazakh scientists and specialists. They had over 18000 scientific papers published in over 500 domestic and foreign journals. The total quantity of references to papers by Kazakh scientists was more than 28000. The Kazakh analogue of the science citation index determination system is an efficient tool for analytical work with the BDB of scientific publications, which makes it possible to calculate publication activities and citation parameters, which are used to define the value and demand for the results of scientific work in various fields of domestic science.  相似文献

The current details of publishing in the scientific and technological field are analyzed. Attention is paid to the reinforcement of the information noise that accompanies administrative approaches to the improvement of the citation index. The roles and functions of publishers that deal with scientific-journal literature are investigated. The need for a strict ranking of scientific publications based on their scientific value established through high-quality peer review, as well as the difficulties in the organization of peer-review work, are highlighted. The possibility of organizing a centralized peer review of scholarly journal publications on the basis of peer-review centers is presented and discussed. It is assumed that this will help to eliminate one of the major barriers to open access to scientific articles.  相似文献

The purpose of this research is to study co-authorship and scientific publications of faculty members at Shahed University, located in Iran, during the period of 2000 to 2008. Scientometrics methods were used to evaluate scientific publications. The rate of co-authorship is high (91.27%) in comparison with single authorship (8.73%). Moreover, there is a great number of scientific collaborations among Shahed University faculty members but international collaboration is low. The article provides insight into co-authorship at Shahed University and provides useful information for researchers who are seeking to learn about the collaboration in scientific works by Iranian researchers at the national and international levels.  相似文献

The differences between the use of copyrights for scientific literature and all other types of publications are specified. In those cases where the government contributes to the funding of scientific literature through research foundations, it is proposed to limit the role of publishing houses to technical functions related to layout design and thus ensure the subsequent inclusion of scientific publications in open free access. The possibility of expanding the list of scientific literature items that can be supported publicly is justified.
