According to public management theory and existing research on information technology (IT) value creation in the public sector, governments should actively strive to generate greater public value with IT, and the capability of public service delivery is at the center of this public value. In this study, we focus on efficiency gains in public service delivery through IT in municipal governments. First, we answer the research question: How much euro efficiency is gained in public service delivery by €1 increase in share of IT costs relative to total municipal costs? Second, we focus on contextual effects of these efficiency gains, by analyzing the effects of workforce mean age, workforce age dispersion and training costs. We use data from Dutch municipalities and study these efficiency gains in the period 2014–2018. Our empirical strategy encompasses a two-step procedure combining a stochastic frontier model and ordinary least squares models. Our analysis suggests that share of IT costs relative to total municipal costs (in short: share of IT costs) can explain efficiency in public service delivery by municipalities. Our results indicate that an increase of €1 in favour of share of IT costs leads to a net cost efficiency gain of €1.08. We also show that this effect in efficiency gains diminishes with a higher share of IT costs. Our results also show that workforce mean age, workforce age dispersion and training costs do not influence the relation between share of IT costs and efficiency.  相似文献

Public administrations are investing in the digital transformation of their citizen-oriented services and internal administrative processes. They are using co-production approaches and include different types of stakeholders into these transformative processes to increase service quality and generate public value. In this study, we investigate how these co-production approaches are implemented in both digital strategy formulation and implementation in Denmark. This content analysis of 251 Dutch and American, public and private, television newscasts draws on empirical research to measure whether elements of visuals, identified in other studies as aiding in recall, are used in news about violence. A literature review on the contributions of visuals to television news learning pointed to a paradox: although getting attention is necessary for comprehension, over-emphasizing attention attributes may impede comprehension. This study concludes that although visuals from public broadcasters contain more elements identified as increasing the comprehensibility of a news item, visuals primarily have attention- gaining attributes, regardless of country or broadcast system.  相似文献

In this article, we examine content supply as a public service strategy in Finland, one of the forerunner countries of digital terrestrial television in Europe. Regarding digitalization, European broadcasters face several options from full service to a specialized mission. The case at hand is the first full digital year of 2002 in Finland. The focus is on one of the traditional principles of public service broadcasting, the diversity of programming, as it is realized in the new, digital, multichannel environment. We examine content diversity by comparing channel profiles as well by analyzing indexes of the horizontal and vertical breadth and dissimilarity of programming. In a market of two public service and two commercial analogue generalist TV channels, the five new thematic digital channels have radically altered the amount of system-wide supply, but the diversity of programming has not suffered. This is due to the specializing strategy of the public service broadcaster. Its approach to focus on factual programming is clear in its digital output but can be detected in moderation also in its analogue supply. However, with the expected increase on commercial digital supply also in terrestrial networks, there is the possibility of the generalist public service broadcaster to turn into a fragmented one.  相似文献

The Digital Video Recorder (DVR) was often considered the awaited revolution in the way people use television; however, TV recipients seem reluctant to adopt this innovation. This article suggests a new perspective in that the DVR should be interpreted as a supply-side service innovation instead of a hardware consumer innovation. Evaluating the perceived attributes of the DVR as an innovation, it turns out that the supply-side service innovation is more likely to succeed. The article discusses the possible impact of the DVR on the value chain of television and on the exploitation chain of motion picture rights. Focusing on the features of time shifting and advertising avoidance, it is shown that the relevance of broadcasters will diminish in comparison to the distributors'. Finally, the article discusses how the DVR might develop as a new profit window in the exploitation chain of motion picture rights and thereby make a lead into video distribution without a physical medium. Altogether, it is shown that the distributors will benefit more from the DVR than the recipients will, and therefore, it is indicated to change perspectives and evaluate the DVR as a supply-side innovation.  相似文献

Public service broadcasters (PSBs) around the world are restructuring their constituencies to meet the new challenges of increasing media diversification. New PSB management approaches include the diversification of transmission channels and development of contents. The optimum deployment of distribution channels and content genres, referred to as Portfolio Management, is now a major management priority and will provide the most efficient strategic allocation of management resources. In this article, we take NHK (Nippon Hoso Kyokai), Japan’s PSB, as a research target and analyze and evaluate its portfolio management. NHK has introduced the Value for Money (VFM) index through the measurement of WTP (Willingness to Pay), and has initiated channel-genre matrix management. This study aims to estimate the WTP of viewers’ reception fees from viewer surveys, and then distribute these WTP values to the channel-genre matrix. We then use Propensity Score Matching (PSM) to evaluate how NHK’s channel-genre matrix management is oriented toward public service value by dividing the sample population into high citizen orientation and low citizen orientation groups, and examining how the distributed WTP to genres differs between the two groups.  相似文献

Motivated by the growing significance of the sharing economy, we discuss the roles the public sector may play within the sharing economy and the corresponding implications for public values. The sharing economy represents a transformative agent for the public sector within the current landscape of digital transformation. While the public sector has so far acted mainly as a regulatory body in the sharing economy, we here discuss implications for other roles the public sector may take on, including the roles of customer, service provider, and platform provider. Framed within the context of the public value ideals (professional, efficiency, service, and engagement), we examine the opportunities and challenges of each role for the four public values. Finally, we identify areas for future research, focusing on the implications of public values for the public sector in the sharing economy.  相似文献

Today more than half of all radio listening in the UK is occurring through digital platforms. Within this context the BBC’s current arts proposition provides a valuable insight into how public service broadcasters are adapting and responding to this burgeoning digital audience. In particular, attention is drawn to the ways in which digital platforms are used to supplement and enhance the auditory listening experience. In doing so, the present article argues that radio continues to occupy a significant position in furthering public engagement with the arts due to, rather than despite of, advances in digital technology.  相似文献

A content analysis of Canadian press coverage of public service and private broadcasting conducted by NewsWatch Canada, a media monitoring project at Simon Fraser University, shows that the Canadian Broadcasting Corporation receives far more coverage than do private broadcasters. Moreover the institutional structures, mandates, and principles of private media networks tended to be excluded. These findings suggest that commercial media are viewed as private property and therefore outside the boundaries of legitimate political discussion. Both public and private broadcasters received more positive than negative coverage.  相似文献

The purpose of this paper is to offer a critical discussion of information system adoption in the public sector (often referred to as e-government) and to contribute to the debate by offering a public value perspective. The paper points to the public value paradigm as an alternative approach to studying ICT-enabled public sector reforms. This paradigm, we argue, proposes an alternative way of framing the nature of the problems faced when ICT enabled public sector reforms are initiated and studied. The public value perspective proposes a new and richer context in which to study and research these phenomena. It also calls for the redefinition of the ways we assess e-government in the context of public sector reforms. It is therefore seen as vital to evaluate the socio-political impact of ICT adoption in the public sector.  相似文献

The current policy of European public service broadcasters (PSBs) of acquiring expensive sports rights does not correspond with welfare economic principles. The Listed Events regulation prevents sports events of major importance for society from migrating to pay-TV broadcasters. Handing over expensive sports programs to commercial rivals will release resources that can be used on other activities, including programs that have characteristics of externalities and merit goods. A theoretical framework for big data analytics-enabled customer agility and responsiveness was developed from extant IS research. In on-demand service environments, customer agility involves dynamic capabilities in sensing and responding to citizens. Using this framework, a case study examined a large city government's 311 on-demand services which had leveraged big data analytics. While we found the localized big data analytics use by some of the 22 departments for enhanced customer agility and on-demand 311 services, city-wide systemic change in on-demand service delivery through big data analytics use was not evident. From the case study we identified key institutional mechanisms for linking customer agility to public value creation through 311 services. We posit how systemic use of big data analytics embedded into critical processes enables the government to co-create public values with citizens through 311 on-demand services, indicating the importance of creating a culture of analytics driven by strong political leadership.  相似文献

The authors considered a model of commercial television market with advertising with probabilistic viewer choice of channel, where private broadcasters may coexist with a public television broadcaster. The broadcasters influence the probability of getting viewer attention through the amount that they spend on programming, so that their advertising capacity depends on their own program outlays as well as on those of their competitors. A larger number of broadcasters will reduce overall capacity even when total program outlays are kept fixed, because the attention of viewers is split among a larger number of channels. The authors derive properties of equilibrium in an oligopolistic market with private broadcasters and show that the number of firms has a negative effect on overall advertising and viewer satisfaction. If there is a public channel that also sells advertisements but does not maximize profits, this will have a positive effect on advertiser and viewer satisfaction.  相似文献

Public organizations are looking for new ways to use digital technologies to increase the efficiency of their internal processes and improve their interactions with clients, whether citizens or businesses. In response, scholars suggest that public organizations be proactive in digital public services such that the organizations approach their clients, rather than the other way around. In the most extreme form of proactivity, clients do not have to do anything to receive a public service. Although various examples of proactive public services are in use, how proactivity changes the conceptual understanding of digital public services remains unclear. Therefore, we derive the changes that proactivity causes in a conceptualization of digital public service by means of a conceptual analysis through the lens of a seminal theoretical work on proactivity. The results indicate that proactivity can ensure equal accessibility to a subset of public services, rely on more comprehensive integration of IT systems on the back end, and change how value is co-created in the service process. We formulate the changes as propositions that future work can investigate empirically and discuss proactive digital public services as a way to reduce clients' administrative burden. We contribute to theory by clarifying the conceptual changes in digital public services that proactivity invokes and call for joint research by scholars of public administration, information systems, and service management to relate the research streams of administrative burden and proactive digital public service.  相似文献

The deregulation of television and resulting implications for programming and the public interest have been the focus of considerable debate. This study investigated perceptions of issues related to current policy, perceptions of the effectiveness of television in meeting informational needs, and whether perceptions have changed since deregulation. Significant differences were found between pre‐ and post‐deregulation attitudes toward policy‐related issues and the quantity of commercials on television. Perceptions of the amount of news broadcast, coverage of local issues, and the extent to which programming meets local needs revealed no significant change since deregulation. The results revealed strong public support for the requirement that broadcasters cover more than one side of controversial issues.  相似文献

In light of the increasing importance of citizen-centricity in public services, one approach technologically advanced public organizations take is to integrate proactivity into their services. Scholars agree with the potential for proactivity in public services and study some aspects of the topic, and some publications deal with the concept of proactivity itself. However, opinions regarding the characteristics of proactive public services diverge in both research and practice, and despite—or maybe because of—the growing body of research, the literature still lacks conceptual clarity. We address this issue by developing a taxonomy for proactive public services using Nickerson, Varshney, and Muntermann's (2013) taxonomy-development method. Using eight empirical and conceptual iterations that draw on a structured literature review, two semi-structured interviews, investigation of 67 real-world objects, and an evaluation with nine potential users, we propose a taxonomy of eight dimensions and 23 characteristics. The outcome of this work enriches scientific knowledge about digital government by detailing the concept of a proactive public service and serving as a basis for further research. Moreover, practitioners can be inspired by the 23 characteristics of proactive public services to identify possible next steps in the design of their services, such as determining which proactive public services are feasible and in what form. In addition to the taxonomy, our collection of 67 practical examples of proactive public services from a variety of countries contributes to digital government research and practice.  相似文献

This study of Sky News, run by Britain's main satellite station, suggests that its decision to provide intensive coverage of the 1997general election was determined less by hopes of commercial payoff than a desire for self-respect and the admiration of politicians and fellow broadcasters. This symbolic agenda boosted the self-image of Sky staff as major media players and ensured a continued adherence to conventional notions of public service broadcasting.  相似文献
