This essay explores the use of Walter Lippmann’s ideas in three areas of mass communications research: message-driven media effects research and related studies of agenda setting, priming, and framing; social histories of U.S. journalism, advertising, and public relations; and interpretive accounts of the field’s genesis. It offers a new understanding of the role Lippmann played in yoking together a range of communication-related issues under a single problematic. In the process it exposes a critical lacunae stretching across (and beyond) scholarship in communications research: a lack of attention to the rhetorical deployment of Lippmann, characterized by an inclination to endow this figure’s political philosophy with the power to stand in for a range of developments occurring across an emerging communications field. This essay addresses the implications of being positioned to speak not only for a field of research but for history as well, being able to so perfectly mirror shifts in cultural attitudes and emerging institutional practices.  相似文献

This article presents the innovative application of social network analysis to agenda setting research. It suggests that the approach of network analysis enables researchers to map out the interrelationships among objects and attributes both in the media agenda and the public agenda. Further, by conducting statistical analysis, researchers are able to compare the media agenda networks and public agenda networks in order to explore a third level of agenda setting effects. Concrete procedures for applying network analysis in agenda setting research are presented, and a set of hypotheses are suggested in this article.  相似文献

Public agencies need to distribute information to their manifold audience quickly and directly. The emergence of social media platforms has sparked positive projections about future government-public interactions via the internet and almost every EU agency has created social media presences on the leading social media platforms. However, social media accounts of agencies receive strongly varying amounts of public attention and therefore display varying degrees of usefulness to connect with the public. This research examines which factors influence how much long-standing and temporal attention social media accounts of EU agencies receive. Using an extensive Twitter dataset of EU agencies and a new methodology that employs supervised text classification through the novel BERT language model to classify agency tweets, possible explanations of social media attention are tested. Results show that long-standing social media attention (i.e., size of the followership) is mostly explained by salience in traditional news, account age, and tweeting frequency, whilst a more interactive communication style tends to yield more temporal attention (i.e., number of retweets). The findings underline previous assumptions that employing a more interactive communication style maximizes public organizations' potential to connect with their audiences on social media.  相似文献

Satellite broadcasting in India can be seen as a metaphor for an integrated national agenda, but the newly deregulated marketplace appears to be setting new agendas for satellite broadcasting by government‐controlled Doordarshan. This qualitative analysis argues that moving to total free market may lead to too little development communication. On the other hand, controlled information may lead to cultural domination ('internal media imperialism') over either one of, or both, rural and urban societies. Diffusion of information may work for rural areas, while urban audiences can afford to spend more time on mass entertainers. There is a need to redefine ‘modernization’ in a non‐global context, and that definition should lead a government towards developmental media policy goals. Further, media policies should be bifurcated to address different developmental goals.  相似文献

基于共现分析的网络议程设置研究从认知心理学的角度出发,分析媒体议程与公众议程网络,更加贴近回答李普曼所说的“我们脑海中的图景”,但该方法只能体现议程网络中关键词间的显性关系。本文提出通过基于上下文语义的word2vec模型,测度网络议程设置中关键词隐性关系的研究方法。以“红黄蓝事件”为例,揭示党媒、都市类媒体、商业媒体、知乎意见领袖以及公众的议程网络及其相似度。研究发现,知乎意见领袖对公众议程的影响程度最大,其议程主要是对事件背后因果关系的梳理以及对策建议的提供。在媒体方面,党媒和都市类媒体报道基本一致,且二者对公众的影响均高于商业媒体。本研究是对现有网络议程设置研究的补充,对议程设置的本土化研究有一定的启示。  相似文献

Public organizations often face numerous barriers when it comes to adopting and using social media to communicate and engage with the broader public. This research aims to better understand how barriers to social media adoption can be tackled by zooming in on one specific type of organization: the police. Our research answers the following question: to what effect do police forces manage barriers to the adoption of social media with social media policies? Firstly, by systematically reviewing previous studies using a typology of barriers to ICT adoption, this study identifies the types of barriers that the police are often faced with. Secondly, by qualitatively analyzing two frontrunner cases, the United Kingdom and the Netherlands, this study analyzes how social media policies address and can help overcome these barriers. The empirical analysis indicates that in addressing barriers to social media adoption, a combination of exploration and exploitation is needed to address both structural and cultural barriers to social media adoption. We argue that this fits an approach of the ‘perpetual beta’: ongoing technological innovation requires organization capacity to continuously adapt to socio-technical change.  相似文献

Many studies have established that there is a degree of audiencelearning from the mass media, especially of new issues enteringthe news. But recent studies show an agenda-setting effect atdeeper levels beyond broad news categories. Audiences also absorbthe attributes of news—the frames and slants in the waynews is presented—and this suggests that while the massmedia do not tell us what to think, the mass media do have considerablepower to tell us how to think about topics, with implicationsfor social policy. Beyond these two levels of agenda setting,however, is something more significant—agenda melding.Agenda melding argues that individuals join groups, in a sense,by joining agendas. There is a powerful impulse to affiliatewith others in groups as one leaves the original family setting,and one joins these groups via media of connections, mostlyother people but also other media. This paper suggests a modelof agenda melding that accounts for the role of media (massor interpersonal) in helping individuals move toward or awayfrom groups. This attempts to build toward general social theoryby suggesting the role of media in how individuals functionwith others in a coherent social system.  相似文献

The work of the modern police apparatus is highly dependent upon media technologies. This article traces crucial developments in this history, analyzing the central role that media have played in policing practices since the advent of the modern patrol in the late eighteenth century. We trace how the governmentalized police force has used media to govern efficiently what Foucault calls the three great variables: territory, speed, and communication. In conclusion, we consider the possibilities for resistance in a time when digital police media have given rise to alarming strategies for surveilling populations, stifling dissent, and exerting control over public and private space.  相似文献

Community structure research investigates the influence of the local community and specific demographic groups in the community on the degree of emphasis that particular public issues receive in a local newspaper. In contrast to this internal source of influence, intermedia agenda setting emphasizes the external influence of other news media and the national journalistic culture on the news decisions of local daily newspapers. To invoke a cliché, the agenda-setting and community structure perspectives are opposite sides of the same coin and should be considered in tandem. The research design and procedure for statistical analysis presented here, which involves the simultaneous investigation of the influence resulting from community structure and intermedia agenda setting, is a path for new research that can present a detailed explication of the balance between local and national influence on the issue agenda of local daily newspapers.  相似文献

As more police departments adopt body cameras (BCs), there is a hope that the devices will help usher in a new era of police accountability. Turning to the first online archive of BC footage, this article examines the emergent possibilities and problems that arise when human actors interact with technical designs in applied contexts. Communication affordance theory is used as a framework to situate the archive within discussions about police use of social media, visibility, transparency, and police–community relations. A web application using YouTube’s public API was used to analyze the usage and interaction statistics of the archive. Then, a focus group was conducted to discuss the usability of the archive and its benefits and drawbacks for police–community relations. Findings show that despite the visibility of social media, the videos have low view counts, little interaction, are not easily searchable, and raise more questions about police–community relations than they answer.  相似文献

When considering the role of local journalism in a networked media environment, it is crucial to examine how audiences attribute news with the power to define social knowledge. In particular, television news programs need to appeal to audiences by reinforcing a sense of local journalistic authority to assert the parameters of who and what is worthy of coverage. This article presents the findings from interviews with a range of commercial television news viewers in Sydney, Australia. It positions viewership in the context of people’s wider engagement with news, and in relation to their interpersonal and digital social interactions. The paper argues that local audiences have conflicting attitudes to the role of television news, both contesting and re-inscribing the programs with the power to demarcate social, political, and cultural knowledge. It traces how local audiences challenge the ability of news to convey boundaries within the community through processes of exclusion, connecting the contestations to the lived experiences of the individuals. It identifies that television news programs nurture journalistic authority in terms of their local relevance, and it contributes insights on the significance of local news by engaging with the means by which audiences themselves attach social power to journalism.  相似文献

Social media has become a key medium for discussion and dissemination of news stories, fuelled by the low barrier to entry and the ease of interaction. News stories may be propagated through these networks either by official news organisation accounts, by individual journalists or by members of the public, through link sharing, endorsing or commenting. This preliminary research aims to show how computational analysis of large-scale data-sets allows us to investigate the means by which news stories are spread through social media, and how the conversation around them is shaped by journalists and news organisations. Through the capture of more than 11 million tweets relating to 2303 Twitter accounts connected to journalism and news organisations, we are able to analyse the conversation within and around journalism, examining who spreads information about news articles and who interacts in the discussion around them. Capturing the tweets of news organisations and journalists and the replies and retweets of these micro-blogs allows us to build a rich picture of interaction around news media.  相似文献

In February 2012, the Smithsonian's National Museum of Natural History (NMNH) convened 100 colleagues from 43 organizations to initiate a collaborative learning research agenda focused on examining important areas for innovation to better serve twenty‐first‐century audiences. The conference organizers anticipated that scientists, educators, exhibit professionals, and other members of the natural history community would identify and prioritize research questions about what, how, why, when, and where people learn about natural history. We prepared to engage in a conversation about how natural history museums could change what they do. The participants' overwhelming passion for their work, and for natural history museums and their transformative potential for society, quickly turned the conversation toward how natural history museums should change what they are. The result was an emergent learning research agenda situated within a broader vision for natural history museums.  相似文献

This study examined whether the candidate-controlled public relations tools of political ads and candidate blogs were successful in influencing the issue and news agenda of the major television news networks during the 2004 presidential election. Data showed strong correlations between blogs and the media agenda. Advertisements did not correlate with the media agenda. Cross-lag analyses showed that the media set the candidates' agenda. The authors suggest intermedia agenda setting occurred as the media transferred their agenda to campaign blogs.  相似文献

The crisis of intimate partner violence (IPV) requires a comprehensive array of government services in law enforcement, health, and social services. Impacting over 5 million victims in the U.S. annually, the beating, rape, stalking, assault, and other abuse of IPV force survivors to face multiple points of crisis. Repeatedly, most of these individuals move through separate dynamic situations that require different types of information. Building from the research literature on IPV survivors' experiences, this paper presents an original four-part framework of the Everyday Life Information Seeking (ELIS) information needs of IPV survivors. Using the person-in-progressive-situation approach of ELIS, this framework delineates 16 concrete information needs which occur throughout the four points of change: considering leaving an abuser, actually leaving an abuser, surviving after leaving, and long-term survival after leaving. Police departments are the local government first-responders most directly responsible for IPV survivors at the point of crisis. Their well-established use of community policing techniques requires police to serve as key information gatekeepers for all crime victims but particularly for IPV survivors. Police departments are examined in light of this original framework to determine the extent to which their websites address these situational information needs of IPV survivors. Using the original four-part framework as an analytic lens, this examination of 172 police department websites in the nation's 100 largest metropolitan areas reveals major gaps in provision of essential information. Solving these problems requires more than simply filling the information gaps. The fundamental approach to local e-government social service information delivery must be firmly rooted in the information experiences of individuals' situations. Findings are contextualized in terms of information theory most relevant to individuals in crisis; future research needs are delineated.  相似文献

The rise of digital media labs and spaces for content creation in public libraries has been documented in the scholarly literature. However, fewer studies have investigated the outcomes of media literacy initiatives in community media centers (CMCs) and how they might inform similar programs and services in public libraries. This article reports findings from a study that used qualitative research to investigate the current goals and activities of CMCs across the United States. The findings show that the educational, social, and community benefits of these programs could be useful for public libraries to consider in developing or augmenting their own media literacy initiatives.  相似文献

Increased attention to and scrutiny of fatal police shootings across the U.S. is often credited to the rise of social media sites such as Facebook and Twitter, which provide a platform for citizens to publicly engage with police agencies. On its face, this type of citizen engagement appears to realize the promise of social media in the public sector to increase agency accountability, transparency, and legitimacy. However, research suggests that police agencies primarily use social media as a way to manage their public image, rather than for citizen engagement. In addition, the degree to which citizens use social media to hold police agencies accountable is unclear. We examined both sides by analyzing the emotional tone (sentiment) of over 350,000 police agency Facebook posts and user comments after a fatal officer-involved shooting of a citizen in 2016. On average, police agency posts were decidedly neutral in tone and did not change in the post-shooting time period, suggesting they did not post more positive content after the shooting in an attempt to bolster their public image. While user comments were more negative compared to pre-shooting levels, on average, the magnitude of the change was small, essentially neutral, and increased almost to pre-shooting levels very quickly. We also found small differences in user comment sentiment based on the race and armed status of the victim, but not in the expected direction. The findings provide evidence about how police agencies and users react to a police shooting on Facebook and raises critical questions about the ability of social media to serve as a meaningful tool for citizen engagement and accountability.  相似文献

Broken windows policing came of age when one of the nation's largest and most high-profile police departments began to systematize the philosophy as part of order maintenance policing. This bibliography, comprised primarily of selected readings critical of the phenomenon, not only illustrates the depth and breadth of the criticism of specific order maintenance methods but questions much of the “proof” of their effectiveness. Book-ending the critiques are readings that articulate the founding “broken windows” theory, and cases that provide the legal framework for this particular intersection between social norms theory and law.  相似文献
