The continuous use of eGovernment services is a de facto for its prosperity and success. A generalised sense of citizens' self-efficacy, expectations, and satisfaction offer opportunities for governments to further retain needed engagements. This study examines the factors influencing citizens' continuance use of eGovernment services. Through the integration of Social Cognitive Theory, Expectation Confirmation Theory, DeLone and McLean IS success model, and E-S-QUAL, a survey of 471 citizens in the UK, engaging in online public services, found that prior experience, social influence, information quality, and service quality, personal outcome expectation, and satisfaction, are significant predictors of citizens' intention to use eGovernment, when they are regulated, through citizens' self-efficacy. The present study extends the roles of pre-adoption and post-adoption by offering a self-regulating process. Therefore, it demonstrates how critical it is for the government's leaders to understand the patterns of the long-term process for electronic systems continually.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

As a citizen's information system, the World Wide Web (Web) has led to a revolution in the information providing use of government services. It has also led to major changes in the very relationships that citizens have with their governments. The present work is an empirical analysis of the Web sites maintained by the Spanish regional government administrations. The aim is to determine the current degree of development of the technological application, the alternative service that the citizen is offered, and its evolution since 1997. The results show there to be different degrees of regional development, a notable advance in the number of new entities offering Internet-based services. They also demonstrate a slow evolution in the introduction of substantial changes into Web sites that have already been created and a great heterogeneity with respect to services provided (personnel directories, that is, addresses of functionaries and political appointees working in an Administration, press releases, tourist information, statistics, etc.). This study forms part of a broader investigation of the incidence of Internet technology within the Spanish Administration, that is, the hierarchy of organizations that administer Spain's public services.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

This paper develops a framework to assess the text-based public information provided on program level government agency Web sites. The framework informs the larger e-government question of how, or whether, state administrative agencies are using Web sites in a transformative capacity—to change relationships between citizens and government. It focuses on assessing the degree to which text information provided on government Web sites could facilitate various relationships between government agencies and citizens. The framework incorporates four views of government information obligations stemming from different assumptions about citizen–government relationships in a democracy: the private citizen view, the attentive citizen view, the deliberative citizen view, and the citizen–publisher view. Each view suggests inclusion of different types of information on government agency web sites. The framework is employed to assess state Web sites containing information about chronic wasting disease, a disease effecting deer and elk in numerous U.S. states and Canada.  相似文献

This article presents a case study of the open data project in the Chicago area. The main purpose of the research is to explore empowering potential of an open data phenomenon at the local level as a platform useful for promotion of civic engagement projects and provide a framework for future research and hypothesis testing. Today the main challenge in realization of any e-government projects is a traditional top–down administrative mechanism of their realization itself practically without any input from members of the civil society. In this respect, the author of the article argues that the open data concept realized at the local level may provide a real platform for promotion of proactive civic engagement. By harnessing collective wisdom of the local communities, their knowledge and visions of the local challenges, governments could react and meet citizens' needs in a more productive and cost-efficient manner. Open data-driven projects that focused on visualization of environmental issues, mapping of utility management, evaluating of political lobbying, social benefits, closing digital divide, etc. are only some examples of such perspectives. These projects are perhaps harbingers of a new political reality where interactions among citizens at the local level will play a more important role than communication between civil society and government due to the empowering potential of the open data concept.  相似文献

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

Governments across the world are experimenting with smart city technologies but recent studies suggest that not all citizens support this development. However, a comprehensive understanding of citizen discontent with the smart city is missing. This study systematically reviews academic research addressing citizen discontent with the smart city. Based on a set of 58 articles, two perspectives on citizens' discontent are identified. One perspective focuses on active discontent: citizens are dissatisfied with the technology, democratic process, and societal impact of the smart city and show different types of behavior to express their discontentment. The other perspective emphasizes passive discontent: citizen discontent does not manifest itself due to citizens' lack of awareness and skills and the absence of channels to express their discontentment. Both perspectives on discontent suggest different government responses respectively to overcome citizen discontent through ‘the right technologies’, ‘the right rules’, and ‘the right information’, or to stimulate critical citizenship through ‘the right to smart city education and empowerment’ and the ‘right to participate and challenge’. Based on our findings, a fine-grained understanding of attitudes and behavior, and government actions to address citizen discontent is developed.  相似文献

State and local governments regularly disclose financial information to the public so that the current financial status of the government is recognized publicly. The purpose of such disclosure is to achieve accountability and inform citizens about governments' financial decisions. Despite the efforts to improve the accessibility and readability of financial information, we do not know whether and how the financial information is processed by citizens. This study investigates how citizens assess the financial condition of governments when different financial information is presented. We conduct an online survey experiment to understand how disclosed financial information shapes citizens' perceived level of a government's fiscal stress and their attitudes toward governments' revenue-raising strategies. We find that citizens prioritize the financial indicators that they are familiar with, such as debt and surplus ratios. While both historical and social reference points play an important role, social reference is more effective in influencing citizens' perception. We only find limited evidence to support the relationship between citizens' perception of fiscal stress and their support toward governments' decisions to raise revenues.  相似文献

The research work on understanding whether citizens will readily accept to engage with governments in e-participation initiatives through social media remains limited. Therefore, this study investigates the factors that are influencing citizens' intention to engage in government-led e-Participation initiatives through Facebook. To that end, the study proposes and validates a citizen-centric acceptance model. The proposed model extends the model primarily established on the theory of planned behavior, by incorporating additional factors that emerged from relevant literature. The research data were collected from a survey of 400 Facebook users in Jordan using a probability sample technique. The results revealed that the factors with the most significant influence on citizens' intention to engage in government-led e-participation initiatives through Facebook are: the citizens' attitude, participation efficacy, and perceived behavior control. Subjective norms and perceived value, however, have no direct effect on citizens' intention to engage in government-led e-participation initiatives through Facebook. Furthermore, the results showed that the citizens' attitude is primarily determined by participation efficacy, perceived usefulness and compatibility of Facebook, and perceived value. In contrast, the factors perceived ease of use of Facebook, citizens' trust in government, and citizens' trust in Facebook, have no significant impact on citizens' attitude. These factors have rarely been empirically tested in the context of e-participation. Consequently, this study paves the way towards a better understanding of the important factors that influence citizens' intention to participate, which, in turn, will inform the design and implementation of e-participation initiatives.  相似文献

With the rapid development of Chinese e-government, Chinese citizens are encouraged to access e-government services as their convenience. However, the accessibility of Chinese e-government Web sites has been overlooked. This research study tries to provide an overview of the accessibility of Chinese local government Web sites. Three hundred twenty-four Chinese local government Web sites were examined to find out how accessible they are with reference to the Web Content Accessibility Guidelines 1.0 (WCAG) published by the World Wide Web Consortium (W3C). This research found that all the surveyed Chinese e-government Web sites failed one or more W3C's accessibility measures and thus many disabled Chinese people may have substantial problems to access them. Several valuable recommendations are made based on the research findings and the China's actual conditions.  相似文献

Evidence from literature reveals that good governance practices influence citizens' attitudes and behaviours towards the government. Therefore, grounded on the good governance theory, the current study aimed to empirically examine how good governance practices promote public trust with the underlying mechanism of perceived government response on COVID-19 (PGRC) and moderating role of government agency's provision of quality information on social media (GQS). The data was collected from 491 followers of the Facebook account, Instagram, and Twitter pages of a government news agency, i.e., Associated Press of Pakistan and were analyzed using measurement and structural model by employing SmartPls 3.3.0. The results revealed a direct and indirect association of good governance practices with the public's trust in government via PGRC as mediator. Likewise, results showed that GQS interacts with PGRC and augments public trust in government. This study tried to contribute to the body of knowledge while addressing the gap related to the dearth of literature regarding government use of ICT during the COVID-19 pandemic to harvest benefits from social media while communicating with citizens on a larger scale. Moreover, the current study offers valuable practical and strategical recommendations to agencies and policymakers.  相似文献

Accessibility of much country-level information and many web services, originating from governments are a global standard. The governments of emerging economies in the eastern countries especially need to adopt, without undue delay, the advanced technologies for providing better web services to their citizens. However, consideration and evaluation of the effectiveness and efficiency of governments' web services is currently lacking in previous literature. Thus, this study first adopts a computational approach suggested in the literature to measure the effectiveness of Taiwan's established, city- and county-level (25 cities and counties, and 1411 governmental units) governments' websites. Then, by considering the IT-related input and output resources as suggested by the experts of e-government during several in-depth interviews, data envelopment analysis (DEA) evaluates the efficiency of Taiwan's governmental web services. This study reveals that the well-developed web services provided by Taiwan's government are apparent in two geographically dispersed cities (north and south) and one county in the northern region of Taiwan. In addition, six cities and counties appear to be ineffective and inefficient in providing web services to Taiwan's citizens due to their geographical remoteness from the capital and small regional populations. An additional finding confirms the significant effect of population size on Taiwanese services for e-government in each city and county. Finally, this study suggests applying more attention to website designs for different levels or regions of governments and building alternative communication channels for citizens with different backgrounds. Consequently, providing citizens' most-requested services becomes easier, and the resources' distribution becomes effective and efficient for those in different geographical locations. This study's findings represent a reference for providing better electronic publically accessible services, and a benchmark for scholars conducting further research in this area.  相似文献

E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.  相似文献

Governments have a variety of channels at their disposal to help them interact with their citizens. Having realized that citizens still prefer the traditional channels, governments are now focusing on ways to lead them to the web. Previously, we have shown that citizens prefer the use of soft instruments, such as communication. Communication instruments are characterized by the transfer of information from government to citizens, for example, by means of mass media or a letter. This study focuses on how a communication instrument—in this case a personal letter—can be used to lead citizens to the digital channel. We also show the effects of the instrument both in terms of channel usage and citizen perceptions. Based on a field experiment, carried out in cooperation with a Dutch national government agency, we show that unobtrusive channel marketing can be effectively used to increase usage of government e-services, without negatively affecting citizens' current level of satisfaction with service delivery.  相似文献

Robert Putnam (1995a, 19956) charged that television is the driving force behind the decline in social capital in America. He argued that television viewing has privatized our leisure time, thus inhibiting participation outside the home. However, Putnam's time displacement hypothesis never has been tested. We empirically examined the extent to which television reduces social capital through time displacement. Analyses of data from a Midwestern city (N = 416) did not support the time displacement hypothesis; time spent with television did not affect civic engagement through perceptions of time pressure. There was only a direct negative impact of television viewing time on civic engagement. Time spent reading newspapers enhanced engagement. Moreover, this relation worked indirectly through time pressures-the more time spent with newspapers, the less time pressures one perceived.  相似文献

ABSTRACT

This study explores the current status and features of Pakistan's academic library Web sites. A checklist describing features and content was prepared based on a review of the literature related to academic libraries’ Web sites. Then, all 85 library Web sites of Pakistani universities and degree-awarding institutions recognized by the Higher Education Commission (HEC) of Pakistan were surveyed and analyzed using the checklist. Interviews with library professionals were conducted to learn more about the problems and issues with building and maintaining library Web sites. Results indicate that Pakistani academic library Web sites have effective features such as contrasting color schemes, easily readable text, minimal use of horizontal scrolling, and English-language text. Staff information, OPACs, and navigation features are also widely found on the Web sites. Features found less frequently include the use of Web 2.0 technologies, Web site aid tools, information about library buildings, and general library information. By offering information about the status of Pakistani academic library Web sites, the study can serve as a foundation for discussion between libraries and other parts of the university, as well as a benchmark for evaluating the progress of academic library Web sites in Pakistan  相似文献

This paper tests the extent to which social media is shaping civic engagement initiatives to build trust among people and increase trust in their institutions, particularly the government, police and justice systems. A survey of 502 citizens showed that using social media for civic engagement has a significant positive impact on trust propensity and that this trust had led to an increase in trust towards institutions. Interestingly, while group incentives encouraged citizens to engage online for civic matters, it is civic publications through postings on social media that intensify the urge of citizens for civic action to address social issues. Post-hoc analysis via ten interviews with social activists was conducted to further examine their perceptions on trust towards institutions. The overall findings suggest that institutions, in their effort to promote a meaningful and trusting citizen engagement, need to enhance trust among the public by fostering social capital via online civic engagement and closing the public–police disengagement gap.  相似文献
