State government websites are a main information portal for people. The primary objective of this study is to examine 50 U.S. state government websites to evaluate the status of their accessibility in comparison with federal government and randomly selected commercial websites. The results show a significant difference among the three groups (F(2, 101) = 11.81, p < 0.001) with respect to accessibility. In particular, the state and federal government websites provide more accessible service to their users than the commercial websites (p < 0.01). The most frequent barriers to accessibility found on state government websites are also listed here for web designers and developers to enable them to improve their quality of service in the future.  相似文献

This study uses e-government and corporate usability benchmarks to compare municipal government websites in Alabama and examine correlations between usability scores and population, as well as usability scores and per capita income. E-government in Alabama is on the rise. At the state level, in 2008, Alabama ranked in the top 10 states in e-government after three years of being in the bottom three. Improvements in state-level e-government have not, however, necessarily trickled down to the municipal level, and this study found no correlation between usability and a municipality's population or per capita income. Indeed, the study reveals substantial problems with municipal website usability, including accessibility; such problems could erode the web credibility of municipalities trying to engage citizens, to create or strengthen sustainable practices, and to attract companies that can bring new jobs and improve the local economy.  相似文献

The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

This paper examines the presence, usage, and effectiveness of Egyptian government social media websites. The adoption of social media technology provides an illustration of the application of New Public Service (NPS) theory to public administration. The first phase of this study examined the presence of social media applications on these government websites. The second phase analyzed the use of Facebook by governmental entities in Egypt. The use of Facebook, Twitter, and YouTube were the top social media applications in Egyptian government websites, which is consistent with other government surveys of social media found in developed countries. In terms of effectiveness of these social media websites, they were used mainly to post information, with very little two-way interaction between citizens and government. The analysis in this paper shows that social media in Egypt is not much in line with the NPS theory.  相似文献

The purpose of this research is to investigate the current state and trend of government website information cited by social science and humanities (SS&H) journal articles in China. The Chinese Social Science Citation Index (CSSCI) was used as the benchmark and the Social Science Citation Index (SSCI) journals as the reference samples. It analyzed 204,019 web citations (N = 5,063,237) found in 925,506 articles that were published in CSSCI journals during the 1998–2009 period. The findings unveil that web citations accounted for only 4.03% of the total number of citations (N = 5,063,237), and that citations of Chinese government websites constituted 6.6% of the total number of web citations (N = 204,019). The study disclosed detailed information regarding citations derived from ministries and commissions directly under the State Council websites (N = 69), government online media (N = 7), government website citation subjects (N = 21), and various types of government website information (N = 5). Although government website information has limited influence on SS&H, their impact is currently growing rapidly. In comparison with international research community, influence of government web information on Chinese social science is higher, while its influence on humanities is lower. Essentially, Chinese scholars put emphasis on citing information from authoritative central government websites or highly visible state-owned media information as supporting evidences in their articles. In general, the citation of information from Chinese government website tends to hot social issues of society. Finally, it is necessary to promote the visibility of local government websites, to develop policies and guidelines to encourage the disclosure and the diversity of data, so that there will be more citation balances between social and technological topics.  相似文献

This paper contributes to the literature on government transparency by addressing the question of what drives the differences in local government levels of transparency. Our main objective is to ascertain whether transparency is mainly driven by the leadership, capacity and other political traits of the local governments themselves – “supply-side determinants” – or, rather, if it hinges on social, cultural and/or other local community factors (“demand-side” determinants). We test the hypotheses derived from this theoretical framework using the results of the Municipal Transparency Index which is based on the information disclosed in the local governments' official websites and was applied to all Portuguese municipalities for the first time in 2013. Our findings indicate that municipalities with less financial autonomy, run by male mayors, with a larger number of consecutive terms in office, and smaller margins of victory in local elections display lower levels of transparency. On the demand-side, the unemployment rate and the average age of the municipal population emerge as the best predictors and are both negatively associated with transparency.  相似文献

This study examines the role of content professionalism and public outreach, along with partisanship in the availability of online local public information. Comparing county and school board websites in Florida, the author suggests that online public records serve as a proxy for the entity's overall level of transparency. A content analysis of 134 local government websites reveals that school boards had a higher level of transparency than counties in Florida, while websites with a more professional look and those located in communities with a high Republican proportion had greater transparency than others. Finally, implications for scholars and government leaders are discussed.  相似文献

This paper presents an in-depth research investigation of the role information quality plays in the use of community municipal portals. These portals are a new type of website spearheaded by local governments and community agencies in response to citizen calls for a more user-friendly, comprehensive, and convenient way of accessing community-based and local government information via a single entry point. Prior empirical evidence on electronic government adoption and use shapes the study's theoretical model. The model was tested via a survey completed by 1279 respondents across five community municipal portal sites in the province of Ontario, Canada. The survey polled respondents' uptake and perceptions of these portals. Cross-validation using structural equation modeling analysis indicates that information quality plays a critical but indirect role in influencing a person's use of a community municipal portal. In addition, other end-user factors, namely perceived ease of use and compatibility, also affect usage. Importantly, the need to pay attention to the information quality of community municipal portals is raised as a means of rallying citizen response to this new type of website specifically, as well as to local government websites more generally.  相似文献

This study examines the relationship between the quality of electronic service delivery (ESD) and the levels of Internet access across the 12 official regions of the United Kingdom. A random sample of 236 local government websites was assessed for the quality of ESD. The results indicate that in contrast to regions of high household Internet access, the quality of local government websites in regions of low household Internet access was significantly poorer in terms of information content and relatively limited in terms of the range of e-enabled services. The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department.  相似文献

This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.  相似文献

Important content is increasingly published on the Web, and not all of it is being preserved by large projects such as the Internet Archive's “Wayback Machine.” As new technologies transform the publishing industry, libraries will need to identify new forums for scholarly communication as they develop, and take steps to ensure that relevant materials do not slip through the cracks. Delivering public services to citizens via the Internet is the basic goal of E-government. Although websites are becoming essential elements of public e-services in local public administration in China, little is known about their efficiency and effectiveness. The objective of this paper is to evaluate the actual status of Web-enabled public services to citizens in municipal e-government implementation in the Yangtze River Delta. Eight categories of public services to citizens delivered through the Internet have been identified in the websites of the 14 local municipal governments. These public services include birth, marriage, domicile register, education, social security, public utility, health and traffic. Using the methodology of service maturity, this study evaluates the quality and usage of public e-services to citizens in the Yangtze River Delta. The results of this study show that almost all city governments are shifting from the traditional bureaucratic paradigm to the e-government public service paradigm, albeit with significant differences in public e-services level in these cities. At present, e-government public services to citizens in almost all the cities studied are mostly limited to on-line presentations of government information with a low degree of development of interaction and on-line transaction. The municipal governments and policymakers in the near future will have to strengthen the interactivity of their websites with citizens and improve the on-line transaction level in order to deliver citizen-centric public e-services.  相似文献

Various studies show that the display of a privacy statement on an organization's website can be a potent, but simple way of acquiring clients' and users' trust, which results in the completion of transactions with the organization through its website. Empirical studies that analyze the contents of privacy statements on commercial websites are profuse, while privacy statements posted on the websites of non-commercial organizations have been largely ignored by researchers. In this study, the contents of privacy statements on Dutch municipal websites are analyzed. Using the important provisions of the Wet Bescherming Persoonsgegevens (WBP) or the Dutch Personal Data Protection Act, the study also looked into the conformity of the contents of privacy statements with the existing law on privacy protection in the Netherlands. We also looked into the availability and findability of privacy statements on Dutch municipal websites. Three important findings resulted from this study: first, not all municipal websites bother to post privacy statements on their websites; second, most municipalities do not ensure that their online privacy statements are findable; and third, privacy statements on Dutch municipal websites emphasize diverging assurances and promises—with some privacy policies containing all the important provisions of the WBP, and others offering only general, and sometimes rather vague, guarantees.  相似文献

There are diverse measurement systems to assess the advance of digital government, but all are based on the evolutionary perspective. This view consists on a linear, progressive and add-on evolution of digital government, emphasizes the critical role of technology, and the learning sharing or imitation among governments. Official websites and portals have been subject of various studies using multiple metrics and indicators. The existing measurement approaches and traditional estimations present different limitations for assessing the complex characterization of digital government evolution overtime. Up-to-day there is no agreement of what constitute the proper approach to assess digital government evolution and more sophisticate techniques need to be developed to capture a more realistic metric of digital government advance. This article challenges the assumptions of the evolutionary perspective and argues in favor of the potential of the computational tools for the evaluation of these assessment tools of digital government performance. In particular, the technique of neural networks analysis and self-organized maps have the potential to describe the multi-parametric characterization of multiple metrics and indicators of this phenomenon and its evolution overtime. A database of a digital government ranking of Mexican states during the period 2009–2015 is used as a case study. This computational technique was useful data mining and visualization tool of patterns and profiles of digital government performance overtime. The procedure automatically arranges the available data into clusters of characteristics that subsequently are illustrated using visualizations through bi-dimensional maps to analyze the evolution of digital government advance. The results indicate that the evolutionary assumptions do not hold across states in Mexico and the dimensions of information, participation and transaction are relevant for improving digital government evolution overtime. Several theoretical and practical implications are discussed.  相似文献
