Delivering public services to citizens via the Internet is the basic goal of E-government. Although websites are becoming essential elements of public e-services in local public administration in China, little is known about their efficiency and effectiveness. The objective of this paper is to evaluate the actual status of Web-enabled public services to citizens in municipal e-government implementation in the Yangtze River Delta. Eight categories of public services to citizens delivered through the Internet have been identified in the websites of the 14 local municipal governments. These public services include birth, marriage, domicile register, education, social security, public utility, health and traffic. Using the methodology of service maturity, this study evaluates the quality and usage of public e-services to citizens in the Yangtze River Delta. The results of this study show that almost all city governments are shifting from the traditional bureaucratic paradigm to the e-government public service paradigm, albeit with significant differences in public e-services level in these cities. At present, e-government public services to citizens in almost all the cities studied are mostly limited to on-line presentations of government information with a low degree of development of interaction and on-line transaction. The municipal governments and policymakers in the near future will have to strengthen the interactivity of their websites with citizens and improve the on-line transaction level in order to deliver citizen-centric public e-services.  相似文献

市民是电子政务服务的主要对象,如何为市民提供高效、优质、规范、透明和全方位的公共服务,是电子政务的本质和宗旨。本文选择了与民生有关的生育、婚姻、户籍、文化教育、社会保障、公用事业、医疗卫生、交通出行共8项指标,采用电子政务公共服务成熟度方法,对长江三角洲各主要城市面向市民的电子政务公共服务进行了评价。结果表明:目前长江三角洲城市电子政务已处于公共服务型阶段,但公共服务的广度和深度都有待拓展和提高。  相似文献

Since the late 1990s, governments at all levels have launched electronic government projects aimed at providing electronic information and services to citizens and businesses. Although Web sites are becoming essential elements of modern public administration, little is known about their effectiveness. The objective of this paper is to study the quality and usage of public e-services to citizens in Europe.According to the results of this study, e-government seems to be following a more or less predictable development pattern ranging from a stage in which interaction is limited to what is shown on the screen to stages in which there is two-way communication and service and financial transactions can be completed with a satisfactory level of protection of personal privacy. At present, e-government in almost all the cities studied is merely an extension of the government, with potential benefits in speed and accessibility 24/7. Despite the limited degree of development observed, online access has advantages that are impossible to replicate offline. Even though few expect e-government to completely replace traditional methods of information, e-government is becoming a powerful tool of transformation that has become embedded in the culture and in the agenda of the public sector.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

This study examines channel choice and public service delivery in Canada, comparing e-government to traditional service delivery channels such as the phone or visiting a government office. Factors studied include the digital divide, the nature of the citizen interaction with government, public service values, and satisfaction with services received by citizens. These factors are used to determine whether they impacted choice of channel and satisfaction with that channel. This study, through logistic regression of a public opinion survey of Canadian residents, found indications suggesting a digital divide in accessing e-government; found that government websites were most commonly used for information purposes, while the phone was most commonly used to solve problems. In regards to citizens' satisfaction, the apparent digital divide was bridged when females and older Canadians were more satisfied with their contact with a government website. In addition, a positive experience with service delivery and positive public service values lead to greater website satisfaction. The results of this study imply that the phone is a more effective service channel for solving problems, and the website is more effective for getting information. Therefore, governments need to provide multiple contact channels for citizens, depending upon their task at hand, while ensuring consistency of information and service response across channels. Creating a positive experience for citizens when they received a service translates into a more satisfied experience with e-government.  相似文献

The prevalence of disability across the globe is substantial and is predicted to increase as the population ages. As of 2022, almost one in six citizens in Australia has a disability, with most relying on e-government services to support aspects of their daily living. To cope with the growing service demands, the government is using e-government services as a “default” means to deliver government policy outcomes that create public value for citizens living with disability. It is therefore critical that e-government succeed, as failure to provide adequate services to citizens living with disability can lead to measurable economic and social consequences. This study aims to identify the factors that influence e-government success from the perspective of citizens living with disability, using a public value approach. The study examines twenty cases representing citizens living with disability in Australia, analysed through the ‘lived’ experience of these citizens using e-government.  相似文献

The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

This article examines the present approach of providing e-government services through the Internet. Since the Internet is not accessible to most of the populations of the world, the article advocates adopting a multi-platform approach in which mobile and fixed line phones can be used to enhance the Internet in the delivery of e-government services. The article also suggests the concept of Government Call Centers to overcome the limitations posed by the digital divide. The study concludes that integration of the Internet, phones, and call centers can enable governments to deliver e-government to every citizen of a nation. Finally, the article makes specific recommendations to spread e-government services to more citizens through the approach suggested in this paper.  相似文献

Electronic services provided by governmental organizations, here referred to as public e-services, are frequently discussed in the e-government literature. There is, however, little consensus on the meaning of the concepts used to describe and discuss these e-services, and hence, the literature is full of synonymous terms and concepts. This paper is conceptual and presents efforts to understand e-services in the public sector domain by unpacking the public e-service concept into three dimensions; as being (1) a service, (2) electronic, and (3) public (as contrasted to being private). Based on a hermeneutic analysis, these dimensions are discussed in a number of combinations, illustrating that a multi-dimensional take on public e-services must be adopted in order to capture the complexity of governmentally supplied e-services and contribute to theory development, as well as practical utility.  相似文献

This study is the first to evaluate e-government diffusion among local governments in the United States over time. The diffusion rates of various types of e-government services are measured and analyzed over two decades. E-government surveys conducted by the International City/County Management Association (ICMA) from 2000 to 2011 provide an early trendline of e-government services offered, and an original two-wave panel survey was conducted in 2014 and 2019 collecting data, which extends this timeline and offers new ways to measure adoption in this later period. The panel survey includes the same 83 cities randomly selected from all cities with populations over 50,000, representing over 10% of medium and large size cities in the U.S.The findings of this study provide a clear picture that cities across the nation have increasingly adopted a wide set of e-gov services, with some reaching near complete diffusion. A total of 45 different e-government services are evaluated, with similar e-government services organized together into informational, interactive, multimedia, financial, and social media scaled variables for further analysis. Adoption and diffusion of e-government services have been neither steady nor uniform. However, from 2014 to 2019 the trend was clear: more cities offered more e-government services more consistently.The findings also offer insights into the characteristics of cities that have adopted e-government innovations earlier than others. Both greater population size and percent of residents with broadband access contribute in a statistically significant way to the number of e-gov services adopted, while other expected independent variables like economic measures of wealth do not. These findings contribute to a broader conversation about how the diffusion of e-government service adoption has changed over time and the extent to which that has affected the relationship between residents and their local governments throughout the first two decades of the 21st Century.  相似文献

Accessibility of much country-level information and many web services, originating from governments are a global standard. The governments of emerging economies in the eastern countries especially need to adopt, without undue delay, the advanced technologies for providing better web services to their citizens. However, consideration and evaluation of the effectiveness and efficiency of governments' web services is currently lacking in previous literature. Thus, this study first adopts a computational approach suggested in the literature to measure the effectiveness of Taiwan's established, city- and county-level (25 cities and counties, and 1411 governmental units) governments' websites. Then, by considering the IT-related input and output resources as suggested by the experts of e-government during several in-depth interviews, data envelopment analysis (DEA) evaluates the efficiency of Taiwan's governmental web services. This study reveals that the well-developed web services provided by Taiwan's government are apparent in two geographically dispersed cities (north and south) and one county in the northern region of Taiwan. In addition, six cities and counties appear to be ineffective and inefficient in providing web services to Taiwan's citizens due to their geographical remoteness from the capital and small regional populations. An additional finding confirms the significant effect of population size on Taiwanese services for e-government in each city and county. Finally, this study suggests applying more attention to website designs for different levels or regions of governments and building alternative communication channels for citizens with different backgrounds. Consequently, providing citizens' most-requested services becomes easier, and the resources' distribution becomes effective and efficient for those in different geographical locations. This study's findings represent a reference for providing better electronic publically accessible services, and a benchmark for scholars conducting further research in this area.  相似文献

Municipalities face a dilemma as they pursue technologically enabled modes of providing traditional services. The planning stages of e-government amount to triage: which specific municipal functions and services can a municipality afford to implement (or which services can they afford not to implement) given the costs of technology and technological capability? Little in the way of defining the leading edge of innovation among cities exists. To date, the literature on e-government “best practices” tends to stress creating standards for evaluating web-enabled services rather than for benchmarking the actual status of e-government implementation. In other words, a well-developed literature is emerging around standards by which municipal websites can be evaluated such as navigability and content standards. These standards do not give us insight, however, into the specific functions and services as they emerge on municipality websites. As a means toward addressing this lacuna, the authors created a rubric for benchmarking implementation among cities nationwide using a broad range of functional dimensions and assigning municipalities “e-scores.” In this paper, the authors describe these efforts, their approach and their findings.  相似文献

A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The recent global pandemic has highlighted the importance of efficient communication between the government and its citizens through online platforms. While approximately 90% of governments around the world have opened up their websites to provide government information and public services, many have been criticized for their quality issues. The unsatisfactory upkeep of government websites may be due to the lack of adequate guidelines and evaluation tools for public managers, which would enable them to achieve the superior goals of e-government initiatives. We posit that evaluating government websites should be done with a formative and theory-based approach instead of summative or conclusion-based ones, as a government website is a long-term mechanism to achieve the objectives of e-government programs. Accordingly, this study empirically tests the Democratic E-governance Website Evaluation Model (DEWEM) that was conceptually created by Lee-Geiller and Lee (2019). Through a series of measurement development procedures, the results present a more concise, refined and validated model consisting of 25 items under 5 factors, whose associations to the outcome of democratic e-governance were statistically significant. The validated DEWEM also shows significant correlations with citizens' satisfaction and intention to use the website. This study advances the body of evaluation research for government websites and provides public managers with credible and useful guidelines for improving their websites.  相似文献

This study uses e-government and corporate usability benchmarks to compare municipal government websites in Alabama and examine correlations between usability scores and population, as well as usability scores and per capita income. E-government in Alabama is on the rise. At the state level, in 2008, Alabama ranked in the top 10 states in e-government after three years of being in the bottom three. Improvements in state-level e-government have not, however, necessarily trickled down to the municipal level, and this study found no correlation between usability and a municipality's population or per capita income. Indeed, the study reveals substantial problems with municipal website usability, including accessibility; such problems could erode the web credibility of municipalities trying to engage citizens, to create or strengthen sustainable practices, and to attract companies that can bring new jobs and improve the local economy.  相似文献

This article presents an overview of the methods, findings, and the general implications of the 2007 Public Libraries and the Internet study. This annual study has chronicled public libraries' provision of Internet access to patrons and a range of related issues since the early 1990s. The 2007 study focused on the provision and maintenance of Internet access and services, infrastructure issues, community impacts of the technology, training, library technology funding, and e-government roles of public libraries. This article details these findings, exploring how the 2007 data compare to previous studies. It also considers the implications of these comparisons in terms of the levels of service that libraries are able to provide, the challenges that libraries face in providing these services, and the ways in which communities and governments rely on public libraries to guarantee public Internet access.  相似文献

Significant changes in the Indonesian political system have affected most aspects of its government and community. First, there is an effort to implement democracy in terms of ideology as well as political practices. Second, the government system is transforming from centralization to decentralization, as the development process is delegated to regional governments (cities and kabupatens). Third, there is an effort to build community consciousness through community participation in national and regional development.

Participating in the development process, citizens should be supported with relevant public information. It is the government's task to provide information regarding governmental issues and public interests. As communication and information have been delegated to regional governments, they should execute this task based on good governance principles.

However, providing fair and balanced information is not simple. Large populations and regions separated by water and mountains make the task harder. Therefore, regional governments must adopt advanced information technology systems, which functioned to transfer information to the public as well as to receive public feedback medium in an efficient and effective way. To meet those qualifications, regional governments endeavor to implement e-government as a tool for democratizing communication and information.

After almost 3 years, there are indications that e-government has not been properly implemented by regional governments. They have faced many problems, including lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself.

Nevertheless, there are many ways to overcome these problems. Standardizing the application of e-government, establishing the regulation of e-government, involving other stakeholders, and developing human resources may aid in the implementation of e-government. In addition, lessons learned from other regions, for example, Kutai Timur or Gorontalo, are also recommended.  相似文献
