In this case study, we analyze the influence of the organizational structure in the definition and implementation of information and communication technology (ICT) strategies in the Brazilian Judiciary System. The analysis shows that the existing organizational structure favors uncoordinated actions, though the role of the National Council of Justice (NCJ) as protagonist in the process of coordinating the strategic planning of the Brazilian Judiciary System (and strategic ICT planning) might change this reality, allowing the Brazilian Judiciary System to reap the full benefits of ICT.  相似文献

For nearly two decades, the federal government has embraced Information Resources Management (IRM) as a philosophy, policy initiative, and management practice. During this time, IRM has undergone major management transformations within agencies and throughout the IRM policy environment. To date, however, there had been no government-wide assessment of IRM's impact on agency mission attainment, particularly through a strategic planning process. This article presents findings from a government-wide study to, in part, measure the extent to which IRM assists agencies achieve their missions and objectives, identify a general agency strategic planning model, and determine whether agency strategic planning efforts facilitate the alignment of agency business processes and information technology (IT).  相似文献

This paper challenges the view that strategies for using Web 2.0 should primarily be based upon technological characteristics. The value of the organizational strategic alignment approach for developing specific operational Web 2.0 strategies for government organizations is explored both theoretically and empirically. On the basis of a review of the literature we conclude that there are no a priori reasons why the idea of a fit between IT strategy and business strategic orientation cannot be applied to the development of operational Web 2.0 strategies for government organizations. The empirical exploration based on intervention research at the Dutch Department of Education results in the identification of five configurations: organizational transparency, organizational interactions, policy sector transparency, policy sector interactions and process and policy innovation. These configurations are logically consistent with the strategic orientations of the three directorates of the Department of Education. This overview does not pretend to be exhaustive but validates the idea that an alignment approach leads to differences in operational strategies. The configuration approach provides organizations with useful a starting point for developing their Web 2.0 strategies.  相似文献

Crowdsourcing is a form of IT-enabled open innovation that has received increased attention in recent years. However, the use of crowdsourcing in public innovation is still in its early stages. To understand the adoption of crowdsourcing in government, this article investigates the antecedents of the intention to adopt crowdsourcing in government organizations. The adoption intention is conceptualized as a rationalistic, goal-directed decision that is driven by multiple strategic intents but tempered by transaction costs. Three strategic intents (accessing complementary knowledge, enhancing organizational legitimacy, and reducing innovation costs) and two transaction costs (codification costs, and broadcasting costs) are hypothesized as antecedents to the adoption intention. Data (n = 205) from municipalities in Belgium and the Netherlands shows that the adoption intention can be explained by the influence of the political executive, the pursuit of organizational legitimacy, and transaction costs associated with broadcasting. Accessing complementary knowledge, reducing innovation costs, and codification costs are not significant predictors. The findings suggest that crowdsourcing is viewed as a tool for political alignment and legitimation.  相似文献

ABSTRACT

Through a review of the literature, the author sought to identify what assessment planning practices exist in libraries, how the assessment planning process works in libraries, and what components constitute a library assessment plan. The findings suggest that, while libraries determine and report a great many aspects of organizational performance, general assessment planning (which encompasses total organizational impact and value) is not frequently used or integrated into the library's comprehensive strategic planning process, and it does not always effectively cover the scope of the assessment activities and information needed by organizational leaders and administrators to develop effective strategic plans and decisions. This lack of integration creates disconnects between the library's ability to determine and report organizational value and the library's need to provide accountability evidence to stakeholders and use the performance measurement results effectively in executing strategic planning and decision making. Using the findings of the review, the author proposes an alternative set of assessment planning components and focus areas.  相似文献

The greater number of government efforts to stimulate participative governance in communities using Information and Communication Technology (ICT) often fall short of expectations. In South Africa extending e-government to communities has been in the form of more and/or better equipped ICT-enabled community centres, called Thusong Service Centres. In this paper, based on action research experiences, we report outcomes of interpretive research into ICT-enabled approaches to participative governance in communities. Using the Diffusion of Innovations theory as an analytic lens, the findings reveal a subtlety that is not often mentioned in the call for participative e-governance; people from communities prefer to work in groups rather than individually. The collectiveness inclination is a common denominator of many developing countries where people choose to come together to leverage the few available resources. Individuals become apprehensive when made to work on their own using the ICT. The research reveals the necessity to re-design ICT to suit small groups as part of participative e-governance rather than the normative ICT design that suits individual work styles. Additionally, the research reveals that by working in groups, communities are more willing to accept the government initiatives that are being energised with the use of ICT. Methodologically, the research revealed the ethical issue that arises from action research in its raising of unrealistic expectations in a community.  相似文献

Setting:

The academic biomedical library has a notable track record for developing and pioneering roles for information professionals focused on a sophisticated level of information provision that draws from and fuels practice evolutions.

Strategy:

The medical center''s overall transformative vision informs the creation of a fully aligned library strategic plan designed to effectively contribute to the execution of key organizational goals. Annual goals reflect organizational priorities and contain quantifiable and measurable deliverables. Two strategic themes, facilitating genetic literacy and preserving community history, are described in detail to illustrate the concept of goal setting.

Conclusion:

The strategic planning model reflects EBL''s adaptation to the ever-changing needs of its organization. The paper provides a characterization of a workable model that can be replicated by other institutions.  相似文献

James Lowry is the Deputy Director of the International Records Management Trust (IRMT). He was the lead researcher on the Aligning Records Management with ICT/e-Government and Freedom of Information in East Africa project, conducted by the IRMT from 2009 to 2011, with funding from the International Development Research Centre.

Freedom of Information (FOI) regimes can only be effective if government records are managed well. This article sets out the findings of research conducted in Kenya, Uganda and Tanzania to establish the level of alignment between those governments’ FOI aspirations and their records management readiness for FOI. The article sets out a high-level regulatory framework for the effective management of government records in the ICT/e-government and FOI environments to highlight areas that could be addressed, in order to prepare for FOI in the three countries.  相似文献

In line with recent efforts to increase the representation of women in the field of computing and information technology (I.T.), the National Center for Women and Information Technology has spearheaded an occupational branding campaign that seeks to encourage more women to enter this field. We use this campaign as a case study to investigate how representations of work in an occupational branding campaign (“official branding discourse”) compare with the ways in which practitioners represent this work (“unofficial branding discourse”). Through our analysis, we show that whereas the official branding discourse represents computing and I.T. as a field where women are valued, unofficial branding discourse represents this field as hostile to women. We then propose three avenues through which these contradictions can be managed: (1) acknowledging the challenges expressed by practitioners, while simultaneously discussing how to foster a more inclusive occupational culture, (2) changing the primary goal of the campaign from increasing the number of women in computing and I.T. to making the culture of computing and I.T. less hostile, and (3) committing fewer resources into organized branding campaigns and more resources into direct organizational interventions that seek to make work environments inclusive.  相似文献

Cloud computing applications have entered the stage of popularization and wide adoption as part of e-Government. Improving the implementation and assimilation of e-Government cloud applications (e-Gov cloud) to create public value has become an important issue. Based on theories of information technology (IT) assimilation, IT value, and organizational ambidexterity, this study develops a model of e-Gov cloud assimilation and explores the individual and joint effects of the depth and breadth dimensions of e-Gov cloud assimilation on public value. The model was tested with partial least squares structural equation modeling (PLS-SEM) using a survey of local government agencies in China. The empirical results show that the two dimensions of e-Gov cloud assimilation - depth and breadth - have significantly positive effects: (1) directly on operational public value and (2) indirectly on strategic public value through operational public value. Moreover, the complementary fit strategy of the depth and breadth of e-Gov cloud has a significantly positive effect on strategic public value, while the balanced fit strategy has no significant effect. These findings contribute to both academic research and practical implications, advancing our understandings of e-Government cloud assimilation on public value creation.  相似文献

Today's fast paced global environment requires information professionals to be leaders keeping pace with user needs. Two academic research libraries share their work seeking to ensure and leverage the creativity in their organizations focusing on the most meaningful innovative opportunities. The premise is that usefulness and appropriateness is achieved through strategic alignment, thereby opening the door of opportunity for innovative products and services. The ability to seize the opportunity each group seeks to meet is due to the recognition by the organization of that alignment. And so, organizational perception, awareness, and value all affect the successful implementation of creativity. The products and services presented in this article, Harvard's Baker Library Historical Collections Online and Purdue University's career wiki, stem from organizational alignment, and the work of the leadership teams to influence perception, create awareness, and demonstrate value.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

Governments around the world have developed e-Government programs expecting to obtain important benefits such as improved efficiency or greater transparency. However, many e-Government projects fail to deliver their promises in terms of specific outcomes. Some of such failures are the result of a lack of understanding about the relationships among technologies, information use, organizational factors, institutional arrangements, and socio-economic contexts involved in the selection, implementation, and use of information and communication technologies (ICT), producing mismatches and unintended consequences. This paper proposes the use of institutional theory and dynamic simulation, particularly system dynamics, as an integrated and comprehensive approach to understand e-Government phenomena. Combining a sound theory and a sophisticated analytical technique will help to improve our understanding about ICT in government settings. The paper draws on the case of the e-Mexico program, particularly on the strategy to create web-based content portals for citizens in the areas of education, health, economy, and government. Using the same technological infrastructure and under the leadership of the same Federal Ministry, four different networks of government and non-government organizations engaged in the creation of internet portals and their content. The results provide evidence to demonstrate important bidirectional relationships between formal processes (institutions), agency networks (organizational forms), and the resulting characteristics of the four thematic portals (enacted technology).  相似文献

The adoption of information and communication technologies (ICTs) in public organizations promises to better connect managers with citizens, increase public participation in government decision making, improve the efficiency of service delivery, decrease uncertainty, and improve information dissemination. While each of these outcomes is important for both public managers and citizens, we know little about how organizational culture mediates the effectiveness of ICTs on producing these outcomes. This research, using data from two points in time, investigates the relationships between ICTs and managerial outcomes (e.g. improved decision making and public participation) and how they are mediated by organizational culture such as centralization and routineness. Technology variables include technology use and capacity. Models will control for other organizational and technological factors such as size, structure, task and department to investigate the mediating effects of organizational culture on ICT outcomes for local governments. The data come from two national surveys of 2500 local government managers in the United States in 2010 and 2012. The results are important for understanding how organizational mechanisms, in particular organization culture, mobilize ICTs in ways that affect managerial outcomes.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

Abstract

Effective strategic planning can help a library focus on a common sense of purpose and can steer the library in directions that respond to a changing environment. The University of Florida Libraries embarked on a series of strategic planning activities in June of 2001. The process of thinking strategically has produced a renewed interest in dependable information about users' perceptions of our service quality, and LibQUAL+(?) emerged as one of the key contributors to this process. Our experience with LibQUAL+(?) and with strategic planning has been gained simultaneously. We have found that it provides a structure to support further communication with our users. LibQUAL+(?) will continue to shape our thinking as we move toward more strategic management methods that enable us to make informed decisions regarding our allocation of resources.  相似文献

This paper discusses implications of the convergence of legal and organizational issues in the context of developing and implementing digital government projects in large urban settings. By the convergence of legal and organizational issues we refer to two important aspects of urban government: (1) the close relationship between legal/policy structures and the way government is organized and functions, and (2) the way the legal/policy elements interact with organizational dynamics and work cultures to influence digital government projects (and government activities generally). It is our contention that convergence in the organizational and legal/policy context is a powerful determinant of how these projects develop and how likely they are to succeed. Therefore the understanding of this convergence and related dynamics is critically important to planning and designing both policy to promote digital government and particular digital government projects themselves. Illustrations of this convergence and its consequences are presented. They are based on research involving two digital government projects in urban settings: development of a management information system for homeless shelter administration and a developing a system for sharing information among New York City agencies.  相似文献

Digital transformation (DT) is a strategic imperative for governments that aim to improve their services and efficiency. Despite high expectations regarding DT practices, there is limited empirical evidence on how governments are approaching DT in a hierarchical bureaucracy context and how flexibility is created to enable progression. In this research, we employed a case study approach to investigate and analyze DT based on relevant events occurring in a five-year period. A conceptual model was created by combining the diamond framework, the technology enactment framework, and enterprise architecture scope to facilitate the chronological analysis of these events and reflect upon the creation of flexibility. The findings indicate that DT in government spreads in waves with adaptations in different organizational elements, impacting the whole administrative system from the provincial level to the country level and including both radical and incremental changes. Flexibility increases alongside progress in DT and can be technology-enabled or policy-enabled. The creation of flexibility also depends on organizational elements and bureaucratic levels. This study advocates a cross-level view to comprehensively understand DT and offers insights to help other governments craft DT agenda.  相似文献
