Abstract

Libraries in Latvia, as in other Eastern European countries, have begun implementing automated systems. This article outlines the state of automation in Latvian libraries and discusses the problems associated with providing subject access in their computerized catalogues. Issues relating to subject searching and retrieval in Latvian online catalogues (MARC, keyword vs controlled vocabulary search, stemming and truncation, subject headings and thesauri, retrieval mechanisms, use-system interfaces) are discussed. Recommendations are made for further progress in Latvian online catalogues in general and for subject access in particular. User education and general library concerns (classification, retrospective conversion, data exchange and networking) are also considered.  相似文献

Abstract

Libraries are bridges between information and the library user in the context of information retrieval. Library users want to access information resources according to their topic. Therefore, it is important to create subject entries in bibliographic records. If subject added entries and their redirects are done correctly, it will make it easier for users to access the information they are looking for. This article discusses the results of a survey designed to assess the current state of electronic access to government information from both the specialist and the user viewpoint. The first survey, designed to determine the government documents staffs' level of commitment to and opinions of electronic access to government information, was distributed in electronic format to subscribers of GOVDOC-L, a listserv for specialists dealing with government documents. The second survey, designed to provide insight into the user's point of view, was conducted at the University of Illinois Documents Library. This article synthesizes earlier studies and articles on the topic to show that while the consensus is that electronic access represents a positive, beneficial move toward providing access to government information to a wider audience, there is also an acknowledgment that there are many inherent problems that have not been addressed adequately.  相似文献

In August of 1989, the Library of Congress selected fourteen libraries nationwide to participate in a pilot project to test and determine the feasibility and desirability of remote online access to the Library's information system. The California State Library was selected as one of the participant libraries. During the project, State Library staff performed 187 subject searches on various topics in the Library of Congress Information System (LOCIS). LOCIS was easy to search, and contained a variety of useful search features. Overall, staff found access to LOCIS to be a valuable addition to our existing online search services.  相似文献

Abstract

The Library has a dual role on campus, providing access to materials in compliance with fair use guidelines and informing teaching faculty about these guidelines and how they impact classroom teaching and beyond.

Library staff members have an extensive knowledge of copyright pertaining to reserve materials. The Library must maintain a delicate balance, upholding interpretation as it relates to procedures and service, while acting as a copyright information resource for faculty. The Library is involved in campus-wide efforts to inform faculty about copyright through online tools, conferences and ongoing conversations.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

SUMMARY

The quantity of legal and government information accessible through online delivery has increased tremendously. Information technology has revolutionized the way much of this information is disseminated by government and the way that researchers access it. The increase in publication can be attributed to two factors: the government's efforts to create a virtual depository of publications and the capability of Internet technology to provide personalized “feeds” of topic-specific information through Web logs and RSS news aggregators. Australia has a well-established history of access to government information and publications by citizens, much of it through libraries. The changes in the 1990s and 2000s with the move to electronic publishing and Internet access have led to significant changes in the accessibility of information. In 1997, the Australian Government framework for electronic delivery of information service was established by the report Management of Government Information as a National Strategic Resource. Since this report, there has been a rapid increase in the availability of government information, including government publications. There has also been an increased demand for public libraries to support access. The paper reviews establishment of the initial framework and changes in the past decade. Trends in production of government information, citizens' use of electronic Australian Government publications, satisfaction with online government services, and implications for libraries are analyzed.  相似文献

The basic legal framework covering government information procurement, production, and dissemination has been in place for over 100 years. Congress is currently developing revisions to Title 44 of the United State Code in order to reform this system. Fundamental principles of public access to government information, embodied in the Federal Depository Library Program (FDLP), must guide these revisions. The strategic planning process, currently underway by federal agencies, must give due consideration to the entire life cycle of government information, particularly the dissemination and public access responsibilities.  相似文献

This work is an annotated bibliography that consists of articles, books, conference papers, dissertations, and reports, etc. published in various library and information science forums on the subject of librarianship in Islamic East Africa. The goal of preparing this work is to provide a list of citations with abstracts that librarians, library students, and library scholars can use to perform research within this subject area and further the body of knowledge. The research methodology that was used to find these citations involved searching the database versions of ERIC, Dissertations Abstracts Online, and Library Literature within the online public access catalog of the Auburn University library system. It also involved searching the online databases of Library and Information Science Abstracts (LISA), British Education Index, and Education Abstracts within the DIALOG database as well as the respective print copies of these resources. While this work is by no means an exhaustive analysis of the entire East African library literature, it does strive to be comprehensive in terms of its country-by-country breakdown of librarianship within the region. Islamic East Africa for the purposes of this work incorporates the nations of Comoros, Djibouti, Eritrea, Ethiopia, Somalia, Sudan, and Tanzania. In providing a citation for a non-English language work, the English equivalent of the title of that work will be given next to the non-English title.  相似文献

This article presents the results of a survey examining the extent to which working catalogers use Classification Web, the Library of Congress’ online resource for subject heading and classification documentation. An earlier survey analyzed Class Web's usefulness on an institutional level. This broader survey expands on that analysis and provides information on such questions as: What types of institutions subscribe to Class Web? What are the reasons for using Class Web when performing original or copy cataloging? and What other resources do catalogers use for classification/subject heading analysis?  相似文献

Legislation has been introduced in the 104th Congress that would make sweeping changes to Title 44 of the U.S. Code, the authorizing laws for the U.S. Government Printing Office (GPO). An analysis of this legislation, which was originally provided to Congress in August 1995 during hearings before the Committee on House Oversight, shows that it would have a substantially negative impact on government printing and distribution, in terms of increasing costs and reducing public access to government information. GPO today faces three major challenges: cutting costs, expanding the dissemination of government information in electronic formats, and combatting the decentralization of federal printing and distribution activities, which increases costs and impairs public access to government information through GPO's Federal Depository Library Program. The question is whether a complete overhaul of Title 44 would be more likely to place at risk a system of cost-effective, comprehensive, and equitable public access to government information that currently serves the nation well. This article suggests that the alternative is to continue with the program of downsizing and technological innovation and to seek statutory changes that would be consistent with GPO's strategic direction and that would recognize GPO's role in the emergent information age.  相似文献

Abstract

Librarians today are faced with many choices when acquiring information and directing their users to the sources they need. This is most evident with serials. The choices have become more confusing with new options requiring libraries to determine what a full text purchase actually buys, how to be sure users can identify the material needed, and then how to acquire the actual material in the most appropriate media. Providing access by the piece is a valid solution that can help lead to the transition to full text online journals. This article critiques the use of the British Library Document Supply Centre's “inside” service and its use at the University of Illinois at Urbana-Champaign Library (UIUC). PURPOSE: The research sought to determine the impact of online journals on the use of print journals and interlibrary loan (ILL). SETTING: The Library of the Health Sciences-Peoria is a regional site of the University of Illinois at Chicago (UIC) Library with a print journal collection of approximately 400 titles. Since 1999, UIC site licenses have given students and faculty affiliated with UIC-Peoria access to more than 4,000 online full-text journal titles through the Internet. METHODOLOGY: The Library of the Health Sciences-Peoria has conducted a journal-use study over an extended period of time. The information collected from this study was used to assess the impact of 104 online journals, added to the collection in January 1999, on the use of print journals. RESULTS: Results of the statistical analysis showed print journal usage decreased significantly since the introduction of online journals (F(1,147) = 12.10, P < 0.001). This decrease occurred regardless of whether a journal was available only in print or both online and in print. Interlibrary loan requests have also significantly decreased since the introduction of online journals (F(2,30) = 4.46, P < 0.02). CONCLUSIONS: The decrease in use of the print collection suggests that many patrons prefer to access journals online. The negative impact the online journals have had on the use of the journal titles available only in print suggests users may be compromising quality for convenience when selecting journal articles. Possible implications for collection development are discussed.  相似文献
