Pennsylvania's transition to enterprise computing as a study in strategic alignment

We theorize about the strategic alignment of computing with organizational mission, using the Commonwealth of Pennsylvania's efforts to pursue digital government initiatives as evidence. To do this we draw on a decade (1995–2004) of changes in Pennsylvania to characterize how a state government shifts from an organizational to an enterprise perspective regarding computing. We document and analyze the strategic and operational aspects of a series of information and communications technology (ICT) planning efforts to highlight the nature and roles of strategic alignment used to achieve this transition. Findings from this analysis mark the importance of combining several approaches to strategic planning regarding the adoption and application of ICT.  相似文献

This study explores faculty deposits in institutional repositories (IR) within selected disciplines and identifies the diverse navigational paths to IR sites from library Web site homepages. The statistical relationship between the development of an IR and the presence of a Web site dedicated to the reform of traditional scholarly communication is also explored. The necessity for publishing a separate abstract journal on spintronics, which is a new, rapidly developing branch of physics, is substantiated. The interest in spintronics, which is the study of fundamental processes involving the simultaneous transport of both electron charge and electron spins in solids, as well as the interaction of electrons with a magnetic grating, is determined not only by its fascinating prospects but also the results that have already achieved. The spin and charge “degrees of freedom” open possibilities for the creation of semiconducting devices with parameters that are much superior to the existing ones and also the construction of devices that do not have analogues at present. First of all, this will permit problems of information transmission and processing to be solved in a new way. A detailed rubrication on spintronics is given in order to discuss the possibility of publishing a separate edition of an abstract journal devoted to spintronics.  相似文献

Science at Harvard University, 1846-47: a case study of the character and functions of written documents

This paper explores surviving documentation and what it reveals about the underlying social structure and relations in a historic time and place. The mid-nineteenth century is chosen as a period prior to modern bureaucracies so that documents are not found in defining filing systems. Some six hundred documents are studied individually and characterized collectively. They are examined not to tell a story, however, but for evidence of their creation and maintenance and of their physical types, functional characteristics, and relations between authors and recipients. The study reveals the fruitfulness of such an orientation to documents, which complements traditional historical uses that emphasize document content.  相似文献
