对我国"公职律师"的质疑

作为经济转型期试验性的产物,我国的公职律师存在观念陈旧、身份不明等先天缺陷。《律师法》颁布以后,"公职律师"的合法性问题凸现。应按照法治理念,依法建立统一的现代律师制度,尽早终结"公职律师"试点,彰显政府的平等意识、服务意识与权利保障意识,提高依法行政能力,促进社会和谐。  相似文献

Observer-based sliding mode control for a class of discrete systems via delta operator approach

In this paper, an observer-based sliding mode control (SMC) problem is investigated for a class of uncertain delta operator systems with nonlinear exogenous disturbance. A novel robust stability condition is obtained for a sliding mode dynamics by using Lyapunov theory in delta domain. Based on a designed sliding mode observer, a sliding mode controller is synthesized by employing SMC theory combined with reaching law technique. The robust asymptotical stability problem is also discussed for the closed-loop system composed of the observer dynamics and the state estimation error dynamics. Furthermore, the reachability of sliding surfaces is also investigated in state-estimate space and estimation error space, respectively. Finally, a numerical example is given to illustrate the feasibility and effectiveness of the developed method.  相似文献   

Passive fuzzy controller design for nonlinear systems with multiplicative noises

This paper proposes a passive fuzzy controller design methodology for nonlinear system with multiplicative noises. Applying the Itô's formula and the sense of mean square, the sufficient conditions are developed to analyze the stability and to design the controller for stochastic nonlinear systems which are represented by the Takagi-Sugeno (T-S) fuzzy models. The sufficient conditions derived in this paper belong to the Linear Matrix Inequality (LMI) forms which can be solved by the convex optimal programming algorithm. Besides, the passivity theory is applied to discuss the effect of external disturbance on system. Finally, some numerical simulation examples are provided to demonstrate the applications of the proposed fuzzy controller design technique.  相似文献   

Stability and dissipative analysis for a class of stochastic system with time-delay

This paper deals with the stability and dissipative problem of a class of stochastic hybrid system. The system under study involves Markovian jump, impulsive effects and time delay, which are often encountered in practice and are the sources of instability. Our attention is focused on analysis of whether the stochastic hybrid system with time-delay is stochastically asymptotically stable and strictly (Q, S, R) dissipative. By introducing an extra artificial time instance, the equivalent system is obtained and the sufficient conditions are derived by using linear matrix inequality (LMI) techniques. H_∞ filtering for nonlinear systems via neural networks

A novel H_∞ filter design methodology has been presented for a general class of nonlinear systems. Different from existing nonlinear filtering design, the nonlinearities are approximated using neural networks, and then are modeled based on linear difference inclusions, which makes the structure of the desired filter simpler and parameter turning easier and has the advantages of guaranteed stability, numeral robustness, bounded estimation accuracy. A unified framework is established to solve the addressed H_∞ filtering problem by exploiting linear matrix inequality (LMI) approach. A numerical example shows that the filtering error systems will work well against bounded error between a nonlinear dynamical system and a multilayer neural network.  相似文献
