Various government policies, strategies and responses in England over the years have highlighted schools and physical education to be instrumental in addressing health and the focus on health has been strengthened within subsequent revisions of the National Curriculum. Whilst this might seem encouraging, concerns have been expressed that such policies and governmental regulation increasingly bear features of a ‘performative culture’ and that these have led to increasingly widespread health surveillance in schools. Linked to this are long-standing concerns over the way in which health is addressed in schools and physical education, as well as over some of the monitoring measures and practices employed within the curriculum. Despite this, little is known about monitoring practices in physical education. This article, therefore, presents findings of a study which aimed to (1) determine the nature, prevalence and purpose of monitoring health, physical activity and physical fitness within the physical education curriculum and (2) establish physical education teachers' views of and approaches to monitoring. The study comprised two phases. The first phase involved a survey completed by Heads of Physical Education in 110 secondary schools from across England, and the second semi-structured interviews with 18 of those from the original sample. The findings revealed monitoring, and in particular fitness monitoring, to be a common feature within the physical education curriculum in many schools. However, a number of issues and limitations associated with monitoring and some of the schools' monitoring practices were identified, and the individualistic nature and performative culture reflected in and reinforced through monitoring were acknowledged as potentially problematic. It was thus suggested that if the findings are typical, then monitoring practice is currently not in a good state of health. The article concludes proposing a way forward for monitoring within physical education in the form of some recommendations for practice.  相似文献

The objective of the study was to improve physical activity (PA) surveillance of the Healthy People 2010 Objective 22:10 (i.e., 50% of the lesson time engaged in PA) by establishing a pedometer steps/min guideline to quantify time engaged in PA during physical education. A sample of 180 middle school students had their PA measured via pedometry (steps/min) and behavioral observation (PA time). Factorial analyses of variance were used to examine PA differences. Linear and logistic regression, decision accuracy, and receiver-operating-characteristic (ROC) statistics were used to test steps/min cut points against the 50% PA recommendation. PA differences were not found (p > .01). Steps/min was a significant (p ≤ .01) predictor of PA time, and the binary outcome of meeting or not meeting the PA recommendation. A steps/min interval of 82–88 was an accurate indicator of the 50% PA recommendation. The ROC statistic was .97 (p ≤ .01), suggesting steps/min was an excellent discriminator of the binary outcome. Pedometer steps/min is a valid, objective, and practical approach for surveillance of physical education PA, a key physical education and public health outcome.  相似文献

Social media monitoring is gradually becoming a common practice in public organizations in the Netherlands. The main purposes of social media monitoring are strategic control and responsiveness. Social media monitoring poses normative questions in terms of transparency, accountability and privacy. We investigate practices of social media monitoring in four Dutch public organizations. Policy departments seem to be more strongly orientated towards monitoring, whereas organizations involved in policy implementation seem to be more inclined to progress to webcare. In April of 2009, near the end of National Football League (NFL) quarterback Michael Vick's prison term for dog fighting, NFL Commissioner Roger Goodell proposed Vick might resume his career if he could demonstrate “genuine remorse” for his actions. At the same time, Vick was mapping out a plan, with the help of public relations professionals, for how he would perform in interviews and public appearances. The result was an orchestrated campaign whereby Vick was both imposed upon by and performed through a surveillance-based program of social testing designed to prove that he was forgivable on the grounds of genuine remorse. I maintain that the Vick case represents the power of popular institutions like sports leagues to shape and test conditional standards for forgiving through frameworks of surveillance, therapy, and confession that affirm racialized ideals about social order and authentic interior reform. Through an analysis of the NFL's monitoring and surveillance program, as well as a series of highly publicized interviews, I demonstrate the importance of distancing forgiveness from politics, and examine potential alternatives to conditional forgiveness from within rhetorical studies.  相似文献

Objectives

Successful implementation of child protection program interventions and child and family welfare services is contingent upon the availability and use of good quality information, as emphasized by the recent Convention on the Rights of the Child's General Comment 13. Yet, the role of information within child protection is not well understood, and ongoing efforts to strengthen child protection systems have not systematically examined this critical function. Recognizing these shortcomings, the Government of Indonesia and UNICEF commissioned a study to identify a “road map” for a national child protection information system.

Methods

The used desk review, semi-structured interviews, focus groups and site visits to identify existing data collection practices, and analyze the appropriateness and efficiency of information management mechanisms from the national down to the community level.

Results

The results show that the prevailing situation in Indonesia is characterized by a lack of accurate information on all necessary aspects of child care and protection including magnitude of problems, causality analysis and impact of programmatic responses. There is no lead actor for child protection at the national level, and there are no agreed upon data collection priorities, procedures or methods for a shared data collection system.

Conclusion

The study suggests a need to reframe the dominant language from a “child protection information management system” to a “child protection surveillance system” to promote clearer data collection objectives and activities. Identifying a government ministry to lead child protection efforts and to forge closer partnerships among relevant actors will be required to support a national surveillance system. Additionally, addressing obstacles that limit child protection incident detection at the community level is critical. In addition to strengthening Indonesia's system, this study's approach and findings have the potential to help to inform ongoing child protection system development initiatives in other countries as well.  相似文献

As the perceived credibility and availability of conventional sources of applicant information wanes, employers increasingly use online information to evaluate prospective employees' fit. This qualitative study explores how employers communicatively frame online screening—or cybervetting—to inform fit assessments during personnel selection. Findings suggest that employers legitimize cybervetting by framing the practice as risk work (i.e. due diligence and professional identity work), reputation management, efficient, fun, and transformative. Findings evidence shifting understandings of how fit assessments occur and what constitutes a “good fit” and an ideal worker as employers extend organizational surveillance beyond conventional work roles and contexts. Recommendations include assessing cybervetting's effectiveness at accomplishing risk, reputation, and efficiency goals; complicating singular notions of identity; considering bona fide information environments when developing employment legislation; and expanding training to improve employers' and workers' socio-technical and communicative competencies.  相似文献

Abstract

Libraries are a symbol of a free, democratic society. Open access to information and patron privacy allow intellectual inquiry and the creation of new knowledge. Librarians have a long tradition of protecting these liberties. In the wake of the terrorist attacks of September 11, concerns have been raised that the passage of the USA Patriot Act and other anti-terrorism measures threaten these liberties. Librarians need to educate staff, users, and their communities as to the impact these measures have on libraries and access to information. Policies, procedures, and guidelines need to be developed that balance the traditions of intellectual freedom and issues of national security.
