Role of recognition of prior learning for emerging economies: learning from a four sector pilot project in India

Recognition of prior learning (RPL) has increasingly been recognised as a useful way to certify experience and competencies gained in the workplace informally. Particularly pertinent is RPL in the context of international migration or in economies, where system reforms seek to overcome challenges related to access to formal training and qualifications. India has the goal to skill 300 million of its growing workforce and provide them access at various levels to certification and further learning opportunities. As a part of the overall system reforms, the Government of India, jointly with the ILO, pilot tested RPL in four sectors in collaboration with the industry and built the foundation for wider replication for another 26 growth sectors by undertaking a tracer study and evaluation. This paper can empirically establish that RPL has had a positive effect on income opportunities, occupational safety, social status and openness to further learning. The paper further discusses the challenges encountered during the implementation of the RPL projects before concluding with recommendations, highlighting the aspects required for quality RPL in an emerging economy. It closes by emphasising the importance of conducting tracer studies to determine impact and the need to provide complementary training during the RPL process.  相似文献

“材料力学”水平冲击问题的教学思考

在课堂教学中发现,学生难以理解在被冲击物的水平方向上施加冲击物的重力来计算动荷因数。本文研究了不同水平静荷载的施加对冲击问题的影响,推导出水平冲击问题求解的通用公式,证明水平冲击问题与静荷载的施加方式及大小无关。若采用动荷因数法,需选择冲击物自身重力作为被冲击物的水平静载,才可得到教材中的结果。结合国外材料力学教材,介绍了水平冲击问题的另一种求解方法,拓宽了读者求解水平冲击的思路,并给出相应的教学建议。  相似文献

In 2001, for the first time in the history of the International Association for Counselling, International Conference was held in a developing Asian country–India, with the theme Families in Transition–Counselling in Transition–Meeting the Challenges Ahead. This special issue contains some of the presentations made by Indian participants during this conference which best reflect the challenges and diversities of counseling efforts with families in India. The first article was specially written for this issue in order to give an international relationship of this journal an in depth contextual understanding of Indian families in transition and the challenges they pose to the contemporary Indian counselor. Two articles are reflected to counseling families affected by socio-politial and economic changes. Equivalent Kelvin Impact Model for Seismic Pounding Analysis of Bridges

Based on Hertz contact theory, a method to determine the parameters of Kelvin impact model for seismic pounding analysis of bridges is proposed. The impact stiffness of Kelvin model is determined by the ratio of maximum impact force to maximum contact deformation, which is calculated based on Hertz contact theory with considering the vibration effect. The restitution coefficient which has great influence on the damping coefficient of Kelvin impact model is investigated by numerical analysis. Numerical results indicate that the impact stiffness of Kelvin impact model increases with the increment of the Hertz contact stiffness, approaching velocity or the length ratio of short to long girders. Vibration effect has remarkable influence on the impact stiffness and cannot be neglected. The restitution coefficient decreases when approaching velocity increases or the length ratio of short girder to long girder decreasing. The practical ranges of impact stiffness and restitution coefficient are obtained as 3×108-6×108 N/m and 0.6-0.95 respectively.  相似文献
