Initially, it is pointed out that adherents of a psycho‐medical perspective often suggest exclusive solutions to special educational dilemmas and that such theorizing has been heavily attacked in past decades. However, it is argued that opposition of the psycho‐medical understanding of special education runs the risk of blurring differences between researchers and practitioners who are more positive about inclusion. One aim of this paper is to disentangle different perspectives on special education and different notions of inclusion among those positive to the idea of inclusion. A second aim is to argue for the necessity of situating the discussion about inclusion and special education within a discussion about democracy and the role of social science within it. Such a discussion seems even more important, given the range of positions discerned in the first part of the paper. In the concluding section of the paper, a proposal is presented for how special education, democracy and inclusion could be related to one another and for the role of research within these relationships. An important argument advanced is that the issue of who is to decide is analytically prior to what is to be decided with regard to inclusive practices. 相似文献

ABSTRACT Stakeholder surveys conducted as part of the development of an accountability and assessment system for five charter schools in Miami-Dade County and Broward County, Florida, revealed high positive response regarding high expectations, school climate, basic skills instruction, and monitoring student progress. The lowest overall rating revealed dissatisfaction with charter school resources. Five researchers distributed questionnaires to stakeholders, defined as parents, pupils, teachers, administrators, special program teachers, and auxiliary personnel. Survey results were generally positive in assessing the schools, programs, teachers, administrators, and relationships between the various stakeholder groups. This study provided the quantitative data needed to form the framework for the development and implementation of an accountability system. 相似文献

Digital library (DL) evaluation is essential to the success and enhancement of DLs. However, there is a lack of research on the assessment of comprehensive evaluation criteria across multiple dimensions of DLs. In particular, limited research is available on criteria prioritization to determine which criteria are perceived important by different stakeholders. This study was conducted to compare similarities and differences in perceptions of the importance of different DL evaluation criteria by heterogeneous stakeholders in academic settings. Ninety subjects were recruited with 30 from each of the group representing DL scholars, DL librarians, and DL users. Subjects were instructed to fill in an in-depth survey consisting of 10 evaluation dimensions with 94 criteria. ANOVA and t-test were applied to examine the similarities and differences among the three groups. This study reveals consensus and divergence in perceptions of criteria importance among the three groups, and indicates an inherent tension among the stakeholders. Moreover, the differences identify gaps not only between user expectations and the DL practice but also between what's desirable and what's possible in the academic environment. The findings provide a comprehensive list of criteria to guide practical evaluation of DLs, and contribute to the narrowing of the identified gaps. 相似文献

随着国家投资体制改革的不断深化，PPP模式在水利工程领域得以运用，设置合理的项目回报机制并在实践中不断发展和完善是水利PPP项目持续良性运行的关键。基于NPV模型，考虑全生命周期投入产出效果，建立政府补贴模型和补贴调整模型，从172项重大水利工程中选出典型工程作实证分析，比较理论补贴额与实际补贴额，从社会资本方角度分析项目可行性并总结实践经验，进而提出政策建议，为水利PPP项目稳健推行之策做参考。 相似文献
