The author suggests that among the changes which will come in the wake of the reduction and the elimination of international boundaries in Europe will be an increase in the linkages among nationally peripheral higher education institutions which happen to be close together but on opposite sides of common international borders. Such linkages, which will no doubt profit from the parallel movement to increase the financial independence of higher education institutions vis‐!‐vis their national authorities, will probably also affect the centre‐periphery balance of power within given national higher education administrative authorities. These questions and others should quickly be made the objects of good comparative studies. 相似文献

In recent years, Italian university professors have, for the first time in decades, faced a process of structural change encompassing the entire system of higher education. These transformations represent a long overdue answer to the unmet social demand for higher education, and have forced academic staff members to adjust to changes in their working conditions. The aim of this article is to describe the role of educational policies in state intervention in southern Italy. Its point of departure is recognition of the fact that education policies, particularly those concerned with higher education, have been given increasing importance in the plans for government intervention for development in this area. However, the increased emphasis on higher education, as well as on policies of technological development and innovation, has not resulted in improvements in the effectiveness of intervention. Rather, what has occurred has been the result of inadequate implementation techniques and of a general approach which has caused an overloading of the role and functions of higher education in a situation of general impoverishment and crisis in the basic educational structures (compulsory and secondary education). At the same time, the changing of the educational background of new and old professions due to the contemporary organization of labour seems to coincide, to some extent, with the emphasis on the upgrading of the general level of education, perceived as being needed for long‐term modernization policies in developing areas (or countries). 相似文献
