Access to higher education is a key challenge of the 21st century state. The link between higher education and personal and socio-economic development has intensified the need for ensuring that greater numbers of citizens have expanded access to and have been provided with quality higher education. The article seeks to explore how initiatives for increased access to higher education are experienced in India, Brazil and South Africa. As signatories to the IBSA declaration in the spirit of South–South cooperation, the three countries have publicly declared their commitment to enhance equity by, for example, widening access to higher education. We review the way in which the three countries have implemented key equity initiatives and draw lessons from their practice. Notions of ‘effectiveness’ and ‘efficiency’ are used to understand the extent to which each of the individual systems is responsive to the equity agenda. We find that while there have been notable attempts to implement the equity agenda in the quest for making their systems more ‘socially effective’. This is countervailed by a more pervasive ‘efficiency’ doctrine, underpinned by a market-driven economic paradigm. It is concluded that the innovative practices in each of the countries suggest important strides in the equity agenda but also that much still remains to be done. While the article represents a starting point for the much-vaunted South-South collaboration, tentative findings suggest that a more deliberately articulated policy framework characterized by greater inclusion of those previously excluded is necessary in each of the countries if significant and sustainable development is to be achieved.  相似文献

This study investigated the effect of cultural background of second‐language (L2) readers in different social contexts: Israeli Arabs, a minority learning Hebrew in Israel; Israeli Jews learning Arabic as L3; and Arab immigrants in Canada learning English as L2. Participants had to read related and unrelated cultural stories in their L1 and L2/L3. Results revealed that Arab students in the multicultural Canadian context better understood the unrelated cultural stories, while in both Israeli social contexts Arab and Jewish students found it difficult to read unrelated cultural stories. Comprehension results are discussed in light of the role of multiculturalism and ‘melting pot’ policies in shaping minority students’ social orientations.  相似文献

There is more need today for school leaders to be up-to-date with technology and its various uses in education. Enhancing self-efficacy in the use of technologyis an expected role of educational leadership preparation programmes. This study investigated technological self-efficacy of a group of educators in leadership positions while participating in a leadership preparation programme at Sultan Qaboos University in Oman. The findings show that these educators had high technological self-efficacy. There were also significant, positive relationships between technological self-efficacy variables, academic achievement and age. Age was negatively correlated with general learning self-efficacy and also with one indicator of academic achievement. In the qualitative analysis, the study used the framework of the Theory of Margin (TM) to identify the factors affecting technology self-efficacy. Results indicate that, while participants with a high power-load margin (PLM) reported a higher number of internal and external powers, those with a lower PLM reported a higher number of internal and external loads.  相似文献

The 10‐year anniversary of the first democratic elections in South Africa in 2004 provoked much reflection and fuelled new policy debates on both the progress and failures of educational reform. While a myriad of achievements have been touted and are well‐known to international audiences, a swelling critique from inside South Africa shows that much work remains to be done. By glancing backward as a way to understand how to move forward, we review several important recently published books on post‐apartheid education policy to learn how policies were conceived, what went well and what went seriously wrong. In engaging this extended analysis we provide a glimpse into the unique set of circumstances and challenges faced by the South African government over the last 15 years (namely the tensions between equity and redress and global competitiveness), while offering a sustained critique of the resulting policy outcomes through a social justice lens.  相似文献

This study investigated the effect of Arabic vowels and Arabic context on reading accuracy of poor and skilled native Arabic readers reading narrative stories and newspaper articles. Central to this study is the belief that reading theory today should consider additional variables, especially when explaining the reading process in Arabic orthography among poor and skilled readers. This orthography has not been studied: reading theory today is the sum of conclusions from studies conducted in Latin orthography. The subjects were 109 tenth-grade native Arabic speakers, 39 of them poor readers and 70 skilled readers. Subjects had to read Arabic narrative stories and newspaper articles. There were four reading conditions for each text type: vowelized text, unvowelized text, vowelized word naming, and unvowelized word naming. The results showed that vowels and contexts were important variables to facilitate word recognition in poor and skilled readers in Arabic orthography. A new Arabic reading model for skilled readers is suggested.  相似文献

Skills development is critical to South Africa's development. It has been argued that South Africa's twin post-Apartheid challenges, poverty and unemployment requires a level of skills development not undertaken before (0300 and 0045). The creation of a separate ministry, the department of higher education and training (DHET), which has incorporated institutional entities from former Ministries of Education and Labour has engendered an expectation for the realisation of a co-ordinated and integrated post school education and training system. The establishment of this entity for the first time anticipates a coherent response to the education, training and skills development challenges faced by the country. The initial anticipation that this development will provide the basis for a coherent post-school education, training and skills development system, that is responsive to national development encapsulated by the notion of inclusive growth, have waned somewhat. In an attempt to link education and labour market more deliberately, it attempts to respond to both the education and labour market constituencies for greater synergy. The reality of success of a new institutional structure, within a wider structure embedded in the older pre-merged configuration, has proved more difficult than anticipated. The notion of ‘policy as boundary object’ is considered a critical missing element in the current re-positioning and the changed political circumstances represent a golden moment to do things differently. This paper explores the current structural re-configuration, as it has, and is likely to, impact on the skills development provisioning in the country. In particular, it focuses on the impact of current developments on the delivery of intermediate level skills, and the likely role of the beleaguered public FET Colleges (FETCs) in this regard. Whilst it is accepted that the current development is new and unlikely to have a track record, the current context is critically evaluated in terms of the potentials and challenges identified against the empirical experience of ten years of skills development in the country.  相似文献

ABSTRACT This study investigated the social attitudes and academic skills in Russian and Hebrew of Russian‐Jewish immigrant students in northern Israel. The Russian community in Israel is unique in that its members maintain their language and culture and always show their singularity as a strong cohesive ethnic group. A total of 60 participants took part in the study. They answered an attitude questionnaire and the following tests in Russian and Hebrew: working memory, oral cloze, visual condition, phonological condition, orthographic condition, word attack, word identification and spelling test. Further, for validation of attitudes results beyond self‐report questionnaires, 30 open interviews were conducted. The results indicated that these Russian new immigrants were inslrumentally oriented towards learning Hebrew. They possessed moderate anxiety and did not learn Hebrew for army service purposes or to integrate into Israeli society. Their attitude towards the class‐learning situation was not very positive. The results of the linguistic skills in Russian and Hebrew indicated superiority of the former. Regression procedures indicated that only the spelling test score of the Russian language was a significant predictor of Hebrew word recognition.  相似文献

While much is known about Latin orthography little is known about Arabic orthography. This study investigates the effect of vowels on reading accuracy in Arabic orthography. Participants were 64 native Arabic speakers. Four kinds of written Arabic texts were administered: narrative, informative, poetic and Koranic. Three texts of each kind were presented in three reading conditions: correctly vowelized, unvowelized and wrongly vowelized. Results indicated that vowels had a significant effect on reading accuracy of poor and skilled readers in reading each of the four kinds of texts. The results are discussed in light of the concept that more cross-cultural considerations should be made in reading theory today.  相似文献
