A strong copyright regime is crucial for the development of local print publishing industry. However, piracy and other acts of copyright infringement are prevalent in the print publishing industry which denies creators and right owners from fully enjoying the reward of their labor and investment. This study therefore seeks to explore the acts of copyright infringement; enforcement provisions in the Copyright Act, 2005, 690 [10]; assess publishers and stakeholders understanding of these provisions and to identify the challenges in enforcing copyright in the Publishing Industry. The study adopted both questionnaires and interviews as research instruments. Seven institutions and organizations were interviewed, and questionnaires were administered to 43 individual companies within the book trade. The research subjects were sampled using the purposive and stratified sampling methods respectively. Findings from the study indicate that acts of copy infringement in the book publishing industry in Ghana have caused tremendous financial loss to the rights owners. Evident from the analysis are the difficulties associated with enforcing the law due to lack of awareness of the law by the right owners, and lack of awareness and expertise by enforcement agencies. The study recommends public awareness campaigns for the public and stakeholders in the industry. It is also important that training is given to law enforcement agencies and the support of stakeholders enlisted in enforcing the law.  相似文献

Itinerant booksellers play very significant but less noticeable role in the book trade in Ghana and many developing economies. They are the mobile booksellers who carry their collections to the doorsteps of their consumers. This paper highlights the contributions of itinerant booksellers to book distribution in Ghana. The paper makes a case for and against itinerant bookselling in Ghana. First, the paper raises issues with the quality and content of some of the reading materials peddled by the itinerant booksellers and discusses their implications for copyright and book development. The paper then argues that in spite of their shortcomings, itinerant booksellers have the potential to assist in finding a lasting solution to the book distribution problems of the country, and, need to be encouraged and assisted by book industry players such as the Ghana Development Council, Ghana Book Publishers Association, and the Ghana Booksellers Association to contribute meaningfully to Ghana??s book business.  相似文献

There is increasing recognition of the importance of focusing on people with disabilities (PWDs) in international efforts aimed at poverty alleviation. While universal education has been central to these efforts, the specific and additional needs of children with disabilities are often overlooked in policies and programmes. In order to gain a nuanced appreciation of the lives of young PWDs in a Ghanaian context, this paper draws on research conducted with young PWDs and their significant others in order to understand their educational journeys, employment prospects and perceptions towards disability of those around them. In addition to collecting primary data, the latest policy documents related to disability, education and employment are reviewed and statistical analysis is undertaken based on the Housing and Population Census 2010. Our research highlights the barriers facing those with disability in accessing quality education. While education was recognised as paramount to leading a better life and participants noted benefits beyond employment such as gaining self-sufficiency and social benefits, unequal educational opportunities underpin some of the reasons for the widening of gaps between those with disabilities and their non-disabled counterparts. Furthermore, while education was perceived as important for gaining employment, this was not the case in reality, as young people faced difficulties due to both physical and attitudinal barriers limiting their opportunities for economic and social participation. The paper concludes by noting that systematic changes in the policy arena are needed to enable youth with disabilities to take their rightful place in mainstream society.  相似文献

This paper assesses the performance of the “National Textbook Development and Distribution Policy for Pre-Tertiary Education” of 2002. It examines the policy in theory and in practice by exploring the extent to which the liberalisation of the textbook trade has helped to improve on textbook procurement, production and distribution, availability, quality and access to the books. The paper discusses the context leading to the transition from the state-controlled policies to the present liberalised textbook provision policies in Africa. The tensions that marked the transition period and the role of the World Bank and other development agencies in the policy shift have also been discussed. The paper identifies a number of implementation challenges stalling the full realisation of the objectives of the textbook policy including the Ministry of Education’s interference in the textbook procurement process and some publishers’ and authors’ abuse of the conflict of interest regulation in the policy. The paper makes a number of recommendations for consideration.  相似文献
