“数字中国”布局下,城建档案馆将为智慧城市规划与建设提供可靠的档案数据支持。城建档案馆行政执法过程中面临缺少上位法、缺少行政许可、与上级行政主管部门职能交叉等问题,亟待解决。在数字化城建档案馆建设的进程中,受“放管服”行政指引,城建档案馆应通过削减前置审批、强制归档、智能+创新服务三个方面构建数字化管理新机制,实现智慧化活态城建档案馆的整体目标。通过完善依法行政、对接征信体系、技术迭代推进数字化进程,将智能化行政与智慧化服务并行,最终接入国家政务服务平台,实现全国“一网通办”的政务目标。  相似文献

Local governments are increasingly establishing functional decentralized agencies, such as autonomous organizations, public companies, foundations and public business entities to provide public services. Furthermore, they are also introducing the private sector, contracting out public services to a private company and creating mixed companies. Our aim is to analyze the effect of functional decentralization and externalization (outsourcing or contracting out) processes on public transparency levels, since theoretically, they are aimed toward good governance and accountability. To do so, we use a sample composed of the 110 largest Spanish cities for the period 2008–2010. The results show that decentralized agencies, especially public companies and foundations, impact positively on levels of public transparency. However, there is no evidence that suggests that the introduction of the private sector, using outsourcing and mixed companies, affects the transparency of local governments.  相似文献

The Philippine school system is considered as one of the largest in the world with 41,989 public elementary and secondary schools and 7790 private schools under the supervision and regulation of the Department of Education (DepEd Fact Sheet, 2005). This paper chronicles various decentralization initiatives carried out by the basic education sector in the country specifically along the areas of education financing, teacher effectiveness, curriculum development, textbooks and instructional materials, and school–community dynamics and student learning and assessment. This discourse culminates with the discussion of the lessons learned from a decentralized system of education for better school operation and management.  相似文献

Contrary to decentralization trends, recent policy recommendations suggest stronger regulations for educational public-private partnerships to improve quality for disadvantaged populations. We conducted a comparative analysis of the implementation of recentralized regulations for contracted schools in two Colombian subnational jurisdictions with different outcomes. Our findings indicate that a high dependency between local government and contracted schools to increase enrollment and secure schools’ financial stability leads to collusion between these actors against centralized regulations. By contrast, a lower dependency favours the alignment of goals between national and local governments, which improves selection and monitoring of contracted schools. This second scenario, however, requires high local capacity and considerable public-school supply—two conditions ignored by the theoretical propositions that support recentralized regulations. Our conclusions discuss the limitations of market regulation approaches to fix problems of contracted schools, and the dilemmas of improving quality of public-private partnerships in contexts of weak governance and conflicting pressures.  相似文献

以中国上市公司2008—2012年数据为研究样本,实证考察中国式分权与企业研发投入以及研发投入效果的关系。研究发现,中国式分权制约我国企业研发投入强度的制度原因在于官员晋升竞争而非财政分权制度本身,财政分权度的提高对于企业研发投入具有显著的促进作用,且这种作用在民营企业中更为明显;在研发投入效果方面,无论财政分权还是晋升竞争均促进企业研发对于短期绩效的增进作用,这种影响对于国有企业的作用更大。  相似文献

Proponents of decentralization argue that bringing decisions closer to the people improves school quality and efficiency by ensuring that schools are more responsive to local educational needs. In practice, the effects of decentralization vary substantially, given that the implementation of these reforms relies on local resources and management capacity. In this paper, I estimate the effects of decentralization on educational outcomes in Indonesia using a difference-in-differences model. I find no overall effect on achievement, but a negative effect on teacher effort, particularly in rural areas and among schools with inactive school committees.  相似文献

This article examines the dynamics of centralization and decentralization of Usenet newsgroups. In doing so, it considers the similarities and differences between the organization of Usenet and the design principles for other self-organizing and self-governing common-pool resource (CPR) institutions. The rise and fall of the Backbone Cabal and the birth of the "alt" hierarchy provides insight into the early conflicts between the centralizing and decentralizing processes of Usenet. Today's procedures for group creation in the big eight hierarchies and in "alt" hierarchy and the Usenet death penalty (UDP) show that earlier tensions are still extant.  相似文献

Abstract

Purpose: Communication for Development (C4D) is a new academic discipline and profession for addressing human dimension concerns in development, such as local participation, integration and capacity building, which are the main issues limiting aid effectiveness. However, my experience in Malawi, one of the poorest countries in Africa and where a multitude of international development experts attempt to bring about change have, perhaps, never heard about C4D. When the concept was explained, these officials felt C4D was precisely what Malawi and developing countries, need. It left me feeling that the success rate of poverty-reduction programming could be greater if C4D education was provided for development decision-makers and field staff, especially agricultural extension workers.

Design/methodology/approach: The paper is a critical review of the literature on the role of agricultural extension education in development, focusing on how C4D can strengthen extension performance.

Findings: The study found that development policymakers in Malawi, governmental, nongovernmental, bilateral and multilateral, support the C4D idea once they become knowledgeable about it.

Practical implications: Therefore, the practical implication is that educating policymakers about C4D will increase donor investments in pilot C4D projects, a strengthening of agricultural extension systems, and success of poverty-reduction programs.

Originality/value: It is hoped that readers will find the C4D strategy stimulating, the author's experience enlightening, and the C4D proposal an innovative way of improving aid effectiveness.  相似文献
