This essay examines a set of memoranda, speeches, and other official discourse issued during the Global War on Terrorism that transformed the legal paradigm under which the enemy was defined and authorized new norms of conduct previously prohibited by law. It argues that these texts employ “deconstitutive rhetoric,” defined as discursive action that undermines the existing legal status of those to whom it refers and produces a disarticulate, destitute subject by denying the individual access to the civic forums in which rhetorical agency may be exercised. The essay begins with an analysis of the use of deconstitutive rhetoric in the decision to legally re-define Afghanistan as a “failed state” in order to absolve the United States of treaty obligations with that nation. It then addresses the emergence of “unlawful enemy combatant status,” a new legal category not recognized under the international laws of war. The essay concludes with a discussion the Obama administration’s detention and drone strike policies, which have continued to use deconstitutive rhetoric to undermine the legal status of those captured and killed in the Global War on Terrorism.  相似文献

Research has found discrepancies among folk beliefs about lie detection, deception cue utility, and retrospective accounts of detected lies. Elite customs agents (N = 37) were surveyed regarding their overall beliefs about how to detect lies (general strategy), their opinions about best practices (best strategy), and about a successfully detected lie (actual strategy). Responses were coded in three nonexclusive broad categories: (a) behavioral cues, (b) communication content and evidence, and (c) interactive-questioning approaches. Behavioral cues, especially nonverbal cues, were listed most frequently as general beliefs. Opinions about the best approach were evenly split across the three categories. Communication content and evidence was the most frequently reported actual detection method and was mentioned in 97% of the responses. The results are discussed in relation to Truth-Default Theory and their implications for lie detection practice.  相似文献

In recent years, counter-terrorism measures have become incorporated into the UK education system, with the latest 2015 Counter-Terrorism and Security Act expanding on previous government policy by making it mandatory for schools to be actively involved with counter-terrorism measures [Clause 21, H.M. Government 2015. Counter-Terrorism and Security Act. London: Crown Copyright, 18]. However, during my research into pupils’ perceptions of terrorism, I discovered that conducting such discussions within the classroom setting were restricted from the outset. These findings are useful in demonstrating the difficulties facing those expected to deliver government policy and highlight how education researchers (and teachers) need to be aware of certain considerations prior to engaging in such sensitive subject matter with young people. This article provides an overview of my findings in this regard and demonstrates the complexities associated with discussing the topic of terrorism, in particular it’s relationship with religion, within schools. By using Foucault’s philosophical insights into power-knowledge [[1975] 1991. Discipline and Punish: The Birth of the Prison. London: Penguin] to analyse this data, I discovered a common trait, which I categorized as ‘the disposition of concern’, that affected and restricted the scope of such discussions.  相似文献

This paper contrasts the immediate representations of Islam on US television and CNN's online messageboard by focusing on the noun phrases for 'Islamic' used in both media fora from September 11 to 16. The study found some notable congruities and differences in the associations made with Islam in each context. It considers these findings in terms of previous research on the representation of Islam and terrorism in 'Western' media; the official insistence that 'we' are not at war with Islam; and media theories of 'framing' and 'reception'.  相似文献

This study analyzes Boston Mayor Thomas Menino’s rhetoric via Twitter following the Boston Marathon Bombing, exploring how a leader engaged in crisis communication using social media. Guided by restorative rhetoric, we examine how Menino included strategic communication (alleviate risk and restore public safety) and humanistic communication (focusing on the more substantive issues of crisis leadership) in his tweets. Our analysis is grounded in the five tenets of restorative rhetoric as a theoretical lens: initial reaction; assessment of the crisis; issues of blame; healing and forgiveness; and corrective action and rebuilding through a rhetorical vision. The findings demonstrate the utility of social media in aiding leaders as they provide critical information and guidance amid high uncertainty while also initiating the healing process, including fostering resilience.  相似文献

The goal of the present study was to examine the patterns of relationships between routine and strategic maintenance enactment. Data were collected from 189 individuals in a romantic relationship. Results indicated that positivity and sharing tasks were more often performed routinely than strategically. Second, moderate to strong, positive correlations were found among the strategic use of maintenance behaviors, and also moderate to strong, positive correlations among the routine use of maintenance behaviors. However, virtually no relationships emerged between the routine and strategic use of maintenance. Next, both strategic and routine maintenance efforts were important in predicting satisfaction and commitment, but routine maintenance was slightly more important in predicting both satisfaction and commitment. Finally, three significant, positive correlations were found between the length of the relationship and routine maintenance performance (network, conflict management, and sharing tasks), and one significant, negative correlation was found between the length of the relationship and the strategic use of openness.  相似文献

Very little is known about how violent extremist practices are learned, and the role of educational channels through which they are spread. This empirical study extrapolates insights specific to the Bosnian and Herzegovinian context to demonstrate how one ultraconservative ideology, Salafism, can radically alter the dominant thinking and behavior of ordinary individuals once they feel displaced from the mainstream institutions and particularly from the formal education. At the core of the displacement and replacement model of radicalization is an informal and tactful teacher, influencer, or a mentor that individuals connect with either online or in person. Using the primary data collected in Bosnia and Herzegovina through 20 in-depth and semi-structured interviews with radicalized persons, the study sequences a ten-step radicalization model through which the interviewees have transformed from ordinary citizens into radicalized actors with a potential to engage in violent extremism.  相似文献
