电子政府府际信息共享环境的构成与作用机制研究

信息生态理论认为,组织的信息行为可以从其环境特征中找到依据。本文以信息生态范式为方法论指导,首先从层次、内容、稳定性三个维度揭示了电子政府府际信息共享环境的构成以及构成要素之间的相互关系;其次,指出不同类型环境构成要素的作用机制是不同的,提出了锁定机制、权威机制、触发机制、博弈机制和选择机制五种不同环境作用机制,并分别对其作用机理以及相互关系进行了分析。环境构成和作用机制的研究结论初步回答了这样两个重要的问题:什么因素影响着电子政府府际信息共享行为?是如何影响的?本文的结论可以为电子政府府际信息共享管理提供理论支持。  相似文献

本文研究面向政府部门的电子政务成熟度评估体系.以国际电子政务成熟度模型的思路精髓为评估指标体系的总体依据,设计了该评估体系的具体指标细项,计算各级指标体系的权重,提出了成熟度评估的计算模型.进而,选择上海市的八个政府部门为实证分析的评估样本,对评估指标中的各个维度的成熟度分别进行实证数据分析,得出评估样本在每个维度的成熟度水平.然后,以八个评估样本为分析对象,计算电子政务的总体成熟度.本文的目的是利用成熟度指标体系来诊断、考核和引导政府部门电子政务的建设,推进其向健康的方向发展.  相似文献

The Concept of Record in Interactive, Experiential and Dynamic Environments: the View of InterPARES*

This article presents the concept of electronic record as articulated by the first phase of the InterPARES (International research on Permanent Authentic Records in Electronic Systems) Project (1999–2001) and discusses it in light of the findings of the second phase of the Project (2002–2006). While InterPARES 1 focused on records produced and/or maintained in databases and document management systems, InterPARES 2 examined records produced and/or maintained in interactive, experiential and dynamic environments. The authors describe the characteristics of these environments and of the entities found in them in the course of case studies conducted on systems used for carrying out artistic, scientific and e-government activities, and propose the new concept of record that InterPARES 2 is eleborating, which expands on that formulated by InterPARES 1.The authors would like to thank InterPARES 2 research assistant Randy Preston for his careful editing and constructive criticisms. Do children spend too much time in schools? Evidence from a longer school year in Indonesia

I examine the effects of a longer school year in Indonesia on grade repetition, educational attainment, employability, and earnings. I exploit an arbitrary rule that assigned students to a longer school year in Indonesia in 1978–1979, which fits a fuzzy regression discontinuity design. I find the longer school year decreases the probability of grade repetition and increases educational attainment; it also increases the probability of working in formal sectors and wages later in life. These results suggest the length of school years in Indonesia is not too long.  相似文献

我国《劳动法》第31条赋予单方授予劳动者以无条件的预告解除权,其中暗含了严重的法理悖论。“提前30日书面通知”仅是劳动者主观履行的程序,而非其单方预告解除权客观所需满足的条件。《劳动法》第31条由于授权不均及将无条件的单方解除权泛化于一切类型的劳动合同,以及单一僵化的预告期规定模式造成了法理悖论及诸多实体法难题。应借鉴国外先进立法例,对简陋立法下畸形发展的劳动者预告解除权作出纠正。  相似文献
