U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment. 相似文献

Public libraries in Kenya were established with the aim of providing information services to the general public. The Kenya National Library Service (KNLS) is responsible for providing services through its library network across the country. In the past, to combat illiteracy, the library launched various initiatives, including mobile services and community libraries. The public libraries are in a transition period of moving from paper library services to incorporate modern digital technologies for information access. Since 1994, 14 reliable national studies have provided longitudinal data revealing and analyzing trends in the public access computing, Internet access, and technology assistance and training that public libraries make available to the communities they serve. This article provides an overview of selected data from the 2012 study; examines major issues that have emerged from the data in the most recent studies; identifies key trends and changes in Internet-enabled services and resources provided by public libraries to their communities over the course of the 18 years of conducting the national surveys; and discusses selected future issues and challenges regarding public library Internet-enabled services. 相似文献

Like all public libraries, rural public libraries in the Appalachian region can play a significant role in the economic development of their communities. Economic development in rural communities potentially benefit from many of the same resources and services all enjoy at public libraries, including free and public Internet access, space, education, question answering, and materials on many business-related subjects. This article reports survey findings of current activities that rural public libraries perform in one state, namely the state of Tennessee, as a case study to apply the lessons and insights to other parts of the United States. The discussion includes assessment of activities and some recommendations to streamline and stimulate all public libraries in conducting this assistance efficiently. 相似文献

Abstract Historically, non-lawyer patrons in law libraries have been viewed with discomfort, and library services, even in libraries open to the public, have been geared toward members of the legal community. However, changes in both the needs of the public and in the demographics of library patrons are challenging the traditional allocation of services in public law libraries. The purpose of this study is to assess the status of public libraries located in Rawalpindi District, Pakistan, in terms of administrative setup, collection, staff, resources, and services. The article is derived from evidence obtained through a questionnaire-based survey carried out in December 2013. This survey was conducted for the preparation of “Directory of Public Library Project” a joint venture of Punjab Library Foundation and Department of Library and Information Science, University of the Punjab. The survey found eleven public libraries in the District of Rawalpindi. Only three of these have professional staff. Overall, libraries have poor and outdated book collections that are not properly classified and cataloged. Information Communication Technology infrastructure exists in libraries with some exceptions. Most of the libraries are facing constraints (e.g., low number of hours, too small in size, and too many users for size of collections) that result in inadequate services. Most of the libraries are facing similar problems, which are being faced by other public libraries of Pakistan (e.g., shortage of professional staff, lack of modern facilities, and insufficient funds). ABSTRACTBoth Children’s services and Young Adult (YA) services have been recognized as essential in Japanese public libraries. This article reports on the present status of Children’s services and YA services in Japanese public libraries, based on the results of several investigations. These studies show that children’s services in Japanese public libraries already are generally popular. On the other hand, this article indicates that YA services in Japanese public libraries are gradually improving, due to the national recognition of the importance of YA library services. Examples of good practices in Children’s and YA services in Japanese public libraries are described and analyzed to identify the common themes that flow through these innovations. This article concludes with observations about the future involving library services for children and YAs, from the viewpoints of face-to-face traditional services and indirect services through their official websites. 相似文献

This article presents a brief overview of research relating to teens, libraries, and social media. It also summarizes a recent multimethod study of how public and school libraries fit into U.S. teens’ increasingly online information lives. The study results debunk five popular myths about teens and social media and reveal many positive ways that teens are using social media to connect with peers and adults and to seek and share information. The article concludes with a discussion of the role that libraries can play in designing services and programs to encourage teens to engage in positive social media use. 相似文献

公共图书馆的发展对公共财政的耗费越来越大,不可避免地面临纳税人和公共财政管理部门对投资效益的质询,这就要求公共图书馆能够描述其自身的存在能够产生什么样的效益。图书馆经济价值研究就是针对这一问题而兴起的评估研究。本研究在对杭州图书馆经济价值进行评估的基础上,对条件价值法和消费者剩余法的运用进行了研究,同时对影响图书馆经济价值的因素进行了分析。研究发现:①条件价值法与消费者剩余法的研究信度受市场替代品价格的处理方式和调查问卷的提问方式影响较大;②单个图书馆与图书馆群所产生的经济价值有较大差别;③在基础服务一定的情况下,要通过高附加值服务项目来提升图书馆整体经济价值;④在投入一定的条件下,降低服务成本有利于提高经济价值。 相似文献

ABSTRACTIn the last decade Australian academic libraries have increasingly aligned their research support services with assessment criteria used in the national research evaluation exercise (Excellence for Research in Australia). The same period has seen growing interest in research impact outside of traditional measures, such as bibliometrics. Social media has provided opportunities for research dissemination and new tools, altmetrics, to measure these activities have emerged. This article reports on research into the extent and nature of research support services at Australian academic libraries, how the services are managed, and the factors that influence their development and delivery. Quantitative and qualitative research methods were used to compare the findings with an earlier study and to provide a deeper understanding of research support in Australia. Three key themes, services, staff and resourcing, and relationships, are discussed in relation to the management and challenges faced in providing research support. 相似文献

This article challenges the conventional assumptions about the serious decline of public libraries in England. The author asserts that, as shown by the comparative data for the United States and Australian public libraries, it has not been caused by changes in society or technology. Nor has government austerity been the driving force. The loss of public interest originated in the years from 1990 to 2010 when major alterations were made to the ethos of the service. For a rural library, though, changes have been fast and furious and have made a dramatic impact on the very nature of the library and the services the library offers. Public libraries serve as valuable assets in meeting a community's strategic goals. This article investigates strategies for the development of public libraries in Lagos State, Nigeria. Observation and questionnaire methods were used as research tools. The population of the study consists of librarians and users of public libraries in Lagos State. The eleven public libraries and twenty local government libraries in the state were surveyed. The major findings were that public libraries in Lagos State were not adequately funded and that the parent body has yet to meet the International Federation of Library Associations (IFLA) standard of public library establishment.
