论我国公务员绩效评估激励功能的实现路径

摘    要:激励是公务员绩效评估的核心功能。承认公务员合理需要,特别是其经济收入和政治权力的需要是激励功能发挥的理论前提。但是目前我国公务员绩效评估激励功能没有真正发挥,主要表现在评估中平均主义、本位主义倾向严重,评估的等级与实际的贡献率不对应。为此必须创新公务员绩效评估制度,建立明确的绩效评估指标体系,构建多元的绩效评估主体结构,采用科学现代的绩效评估方法,注重对绩效评估过程的监督,来充分发挥评估的激励功能。

Abstract:Encouragement is the key function assessing civil servant's performance.Acknowledging civil servants' reasonable need,especially their economic income and their political rights is the prerequisite for bringing into play the encouragement function.But assess and function encouragement doesn't play the real role at present.It is characterized by equalitarianism,selfish departmentalism,not corresponding grade assess and real contribution rate.To give free play to the function,assessing system should be innovated,clear index system be set up,plural structure should be constructed,scientific and modern assessing methods should be used.,more attention should be paid to supervision on the performance evaluation process.
