摘    要:以<中国机械工程>杂志1998年第12期刊载的<面向产品全生命周期的设计>专辑为例,介绍一套科技期刊选题策划的工程化方案.从中可以看出:科技期刊选题策划不是始于期刊编辑部收到稿件之后,也不是结束于期刊编辑出版之时,而是包括期刊编辑经常性的调研活动在内一系列编辑活动的有机集成;选题策划所涉及的编辑活动是一种以期刊宗旨和发展战略为前提的期刊生产活动、经营活动和管理程序;选题策划成功的基础是对科学技术及工程实践已有成果的总结及其发展的需要;选题策划成功的条件是编辑者能够自觉地运用马克思主义的科学技术哲学观对工程实践中的现象进行分析判断,从繁杂纷纭的现象中找到隐藏在它后面的问题;选题策划成功的要诀在于编辑者深入工程实际,深入科学研究.必须强调的是,科技期刊选题策划不仅是一种期刊活动,更重要的它还是一种以科学家为中心的提炼工程成果、抽象科学理论的高级科学活动.

Abstract:This paper introduces a series of topic selection scheme for sci-tech periodicals, by giving an example, the special issue "life- span orientated product design", published in China Mechanical Engineering No. 12, 1998. This issue presented a process of discovering engineering defects from practical problems, abstracting scientific concepts from observations, and under the leadership of which directing the practice. As a conclusion drawn from the paper, topic selection scheming doesn't start at the receiving of contributions, nor does it end at the publishing of the periodical, but comprises of a series of activities including regular investigations. Topic selection involves a comprehensive procedure of producing, operating and managing, with the aim of periodical building and developing being the prerequisite. Generally, success in topic selection scheming depends on a summing-up of existing achievements and correct prediction of future development, on condition that editors can voluntarily use the Maxist philosophy to discover the scientific concepts hidden in superficial phenomena. It should be stressed that topic selection is not only an editorial activity, but essentially a scientific activity of seeking problems and abstracuing scientific theories.
